I 2. 2a c)/, ,~-~ 2b, MINUTES CITY COUNCIL OF THE CITY OF ARCADIA and the ARCADIA REDEVELOPMENT AGENCY REGULAR MEETING February 16, 1999 The City Council and the Arcadia Redevelopment Agency met in a Regular Meeting on Tuesday, February 16, 1999, at 6:06 p,m. in the conference Room of the City Council Chambers, PRESENT: Councilmembers Harbicht, Marshall. Roncelli and Kovacic ABSENT: Mayor Pro tem Chandler (arrived at 6:20 p,m,) It was MOVED by Council member Roncelli, seconded by Councilmember Marshall and CARRIED to EXCUSE the absence of Mayor Pro tem Chandler, AUDIENCE PARTICIPATION None, CLOSED SESSIONS Pursuant to Government Code Section 54956,9(a) to confer with legal counsel regarding the case of Weatherford-Greer v, Arcadia, It was MOVED by Councilmember Harbicht, seconded by Council member Marshall and CARRIED on roll call vote as follows, that the need to take immediate action conceming a matter that came to the attention of the City Council after the agenda was posted, The matter pertains to an exposure to anticipated litigation pursuant to Subdivision b of Govemment Code Section 54956,9(c) regarding a traffic accident fatality on February 9, 1999, at Huntington Drive and Baldwin Avenue. MAYOR'S COMMUNITY SVC, AWARD (Morris) 41 :0042 PRESENTATION Mayor Kovacic presented the February, 1999 Mayor's Community Service Award to Ron Morris, Arcadia High School teacher for thirty years. stating. in part. that Mr. Morris began his career in Arcadia in 1969 and will leave this position this week. He is best known for his work with the Arcadia High School Constitution Team. He has led the school's Constitution Team to eleven (11) straight years in the state finals; three California state championships; second place at the national finals in 1996; and a national championship in 1993, I Arcadia's teams always reflect the changing demographics of our City, Many team members were born outside the United States and many are not yet citizens, but year after year Ron produces a group of students who know the United States constitution inside and out from the preamble to the last amendment. After countless hours of research and mentoring by Ron, these students can interpret the philosophical and historical foundations of the American political system; they can explain how and why the constitution was created; understand the role of the Citizen, and appreciate the , fundamental values and principels of a democracy, Mayor Kovacic thanked Mr, Morris for teaching generations of Arcadia students to be good citizens of the United States and the wortd, 4. MAYOR'S Mayor Kovacic presented the February. 1999 Business R~cognition Award to Gary Ford, BUSINESS Manager of Bowling Square, stating, in part, Bowling Square is a popular Arcadia RECOGNITION business well known for fun activities and friendly services, Mr. Ford has operated AWARD Bowling Square since 1980, In his capacity as Manager, Mr. Ford promotes family- I (Gary Ford - oriented programs, especially those geared toward youngsters, The company assists Bowling Square) local groups with fund raising efforts, Mr, Ford founded t~e DARE Youth Bowling Program; is a member of the Board of Directors of the Arcadia Chamber of Commerce, and chair of the Chambers Multi,cultural Committee, 5. MA YOR'S EMPLOYEE RECOGNITION AWARD (Campbell) 6, 7, ORD, & RES, READ BY TITLE ONLY Mayor Kovacic thanked Mr, Ford for becoming personally involved in the community and for managing a business that cares and stays involved in local affairs, The February 1999 Mayor's Employee Recognition Award recipient Chris Campbell was not present. '1GOO {,IOO FUND ALLOC, COPS-SLESF (Front Line Police SVC5,) (ADOPTED) tJ3 'n.J~ I,) Q "No _,':- 41 :0043 AYES: NOES: ABSENT: Councilmembers Chandler, Harbicht, Marshall, Roncelli and Kovacic None None PUBLIC HEARING (,/00 Consideration of the report and recommendation to adopt Resolution No. .+000, to authorize the Arcadia Police Department to use funds allocated from the Citizens' Option for Public Safety,Supplemental Law Enforcement Services Fund (COPS-SLESF) for the purpose of "Front Line Police Services." Police Chief Ronnie Garner presented the staff report and recommendation stating, in part. "The Citizen's Option for Public Safety" (COPS) program developed by Governor Wilson three years ago, to provide money directly to cities and counties for front line law enforcement services, The COPS program funnels State funds to local cities on a per capita basis, Recipient cities are required to deposit the State funds in a local Supplemental Law Enforcement Services Fund (SLEF) to be expended only for equipment and services requested by the chief of police and approved by the City Council. This year Arcadia received $118,284 in COPS funds, There is also $30,400 remaining in the SLESF (Supplemental Law Enforcement Services Fund) as the result of cost savings and interest from the previous two years, Staff proposed to spend those funds on the following items; 1 - Continue the existing Crime Analyst position ($45,000); 2 - Continue the existing Court Liaison position ($15,000); 3 - Replace the aging canine "Marco" with a new police dog ($9,500); 4 - Complete the Cily's backup communications center ($79,184), for a total of $148,684. Chief Gamer explained in detail how each item would enhance the City's frontline police services. He stated in part, that the Crime Analyst position has proven to be highly effective in evaluating crime patterns and trends as well as tracking criminal activities of known offenders and recidivists, The Court Liaison position is staffed by a part time police cadet who is responsible for coordinating the filing of criminal cases with the District Attorney's Office, Replacing the Department's current canine. Marco, who has been in service for eight years and must be retired due to age, The Police Department is in the process of establishing a fully redundant backup communications center. Redundancy is an important requirement of the emergency preparedness plan, This backup communications center would be fully capable of laking over for primary dispatch center, In response to a Council question, Chief Garner stated. in part, that the back-up communications system will have no impact on a future decision of whether or not to combine or contract with Verdugo Dispatch for the Fire Department. Mayor Kovacic OPENED the Public Hearing, No one came forward to address the City Council. L-f ~/O.!3 WEED/RUBISH On February 2, 1999, the City Council adopted Resolution No, TOO3 initiating the annual ABATEMENT weed abatement program and declaring the City's intention to provide for the abatement (1998-1999) of noxious weeds" rubbish and refuse from various private properties within the City, tl;>Q., Resolution No. '~3~~0 set February 16,1999. as the time and place to hear objections ~I to the proposed removal of such flammable and otherwise noxious material. Council members Chandler, Harbicht, Marshall, Roncelli None None and Kovacic As required by the Government Code, the County Agricultural Commissioner mailed the appropriate notice to all affected prop'erty owners advising them of the City's intention to provide for abatement of their properties. and the public hearing this date, Representatives from the City Fire Department and Mr. Makos from the County Agricultural Commissioner's office were present to answer questions, Mayor Kovacic OPENED the public hearing, I No one came forward to speak in favor or against the weed abalement program. In response to Council's questions. Mr, Makos. Bureau Chief for Weed Abatement. stated, in part, any work done by County Agricultural is placed on the tax roll, and there is no charge to the City, If the County,abates a property the price is a little higher than a private contractor, but the,abatement will be guaranteed to meet the Fire Codes, It was MOVED by Councilmember Marshall, seconded by Mayor Pro tem Chandler and CARRIED to CLOSE the public hearing, ,It was MOVED by Mayor Pro tem Chandler, seconded by Councilmember Marshall and CARRIED on a roll call vote as follows to DIRECT the County Agricultural Commissioner to abate the nuisance by having the weeds, rubbish and refuse removed from those properties setforth on the 1998-1999 weed abatement list. Highland Oaks is a community of children, parents and staff committed to high academic standards, Last year, the Highland Oaks I parents donated over 14,000 volunteer hours, In a "What's Right with Arcadia Kids. presentation. Ms, Phillipi highlighted some of the programs at Highland Oaks Elementary School which included "Caught Being Good", the Highland Oaks Student Store, and a 4 2/16/99 I I I 10. Expenditure) 41:0045 student chorus, The Highland Oaks School was honored in the 1997,98 school year by receiving California's Distinguished School Award, MATTERS FROM ELE~TED OFFICIALS Councilmember Marshall noted, she would be attending a Mardi gras fund raising activity for Methodist Hospital this evening at Santa Anita Race Track, Ms, Marshall announced Floretta Lauber (Women's Club) is having a Spring Fashion Show and luncheon on Saturday, March 20th at the Woman's Club of Arcadia on First Avenue, It is a fundraiser to help restore the Club's building, Councilmember Marshall shared an entertaining poem written by ninety-eight year old, Harry Martin, in regard to New Years resolutions and dieting, Councilmember Harbicht congratulated Mayor Kovacic for a job well done on the recent State of the City Address, In response to Councilmember Harbicht's question with regard to the meeting of the Mayor and City Manager with the School Board, Mayor Kovacic commented, the School Board invited them to attend a Board meeting to present the City's concept of a possible location for a school auditorium, The City is in the early stage of discussing a proposal about possibly locating the auditorium on the .site where the school offices currently exist. No consensus was reached other than to explore this issue and involve the School Board in the process, Councilmember Harbicht requested a break down of the "Recreation Department's expenditure on youth and senior programs, (Arcadia Public Councilmember Harbicht commented on one of the consent calendar items in regard to Library Found,) a gift of $35,000 from the Arcadia Public Library Foundation for the purchase of equipment for the Children's Services Division and audio visual materials for the Adult and Children's Services Divisions. Mr. Harbicht publicly acknowledged the donation and expressed appreciation of the efforts of the Library Foundation and all of the people in the community who contributed to the Foundation, KOVACIC (State of the City Address) 11. lla, MINUTES (February 2, 1999) (APPROVED) Mayor Kovacic thanked everyone who attended and/or watched the State of the City Address. John and his wife Grace bought their home in Arcadia in 1991. John's desire to serve his community was fulfilled in 1995 when he was appointed to the City Building and Fire Code Appeals Board, His civil engineering background made him well qualified for this position, In 1998 the Santa Anita Village Homeowner's Association reorganized, and John volunteered his services as a member of the Architectural Review Board, In September 1998 John was appointed chair of the ARB, A respected, friendly and beloved man.
