PORTABLE S1Gf\JSCOML AREAS (fABLED FOR 3 MONTHS) ()G'-f(;-)I Or8o. d) MINUTES CITY COUNCIL OF THE CITY OF ARCADIA and the ARCADIA REDEVELOPMENT AGENCY REGULAR MEETING March 2, 1999 The City Council and the Arcadia Redevelopment Agency met in a Regular Meeting on Tuesday, March 2, 1999, at 6:00 p.m. in the Conference Room of the City Council Chambers. - PRESENT: Councilmembers Chandler, Harbicht, Marshall, Roncelli and Kovacic ABSENT: None AUDIENCE PARTICIPATION None. STUDY SESSION Consideration of the report regarding portable signs in the public right-of-way. Prior to adoption of the City's Central Business District (CBD) zoning regulations in 1996, the Arcadia Municipal Code prohibited portable (sidewalk) signs throughout the City. Later on, in order to encourage and promote the pedestrian character of the downtown area, the new CBD zone included specific regulations to permit portable signs for businesses along Huntington Drive and First Avenue. At that time "A" frame-type signs were prohibited, Subsequently, in May 1998, in response to interest expressed by businesses in other commercial areas within the City, and in an attempt to be more "Business Friendly", the Council amended the commercial sign regulations to allow portable signs for businesses with street frontage in all the commercial areas. In addition, the new regulations permitted "A" frame signs. In September, 1998 the City Council requested that the Development Services Department prepare a brief report on a request from tenants in the Arcadia Landmark Center (411 East Huntington Drive) to place portable signs in the public right-of-way. In October of said year staff recommended that the existing code be enforced and that no changes be instituted at that time. The Council concurred. The March 2, 1999 staff report listed several code violation problems with the portable/sidewalk signs since adoption of the ordinance in 1996. Considerable discussion ensued centered on portable signs, review process; insurance liability issues; hand printed signs; the possibility of establishing a generic sign format; or make sure the signs are professionally prepared and well maintained after mounting; an explanation of the process to merchants regarding such sign age to ensure compliance with the regulations.. staff noted the current code is fine as long as the merchants comply with it. The Mayor noted the need for a more effective compliance mechanism for educating the merchants; changing the regulations too often is confusing. Following 1 3/2/99 3. 3a. Ot/c) ~'-IO 41:0050 the discussion, it was the consensus of the City Council to permit staff to pursue an aggressive public relations program; explain the regulations to the violators and the ramifications of non-compliance with the portable signage regulations, Staff will provide a report to the Council in three (3) months of the effects of the sign campaign to bring the business' utilizing portable signs into compliance. MAYOR'S SENIOR SVC. AWARD (M/M Bochte) 5. MAYOR'S YOUTH SVC. AWARD , City Attorney Miller announced the subject of the Closed Session held earlier this evening. PRESENTATION I " Mayor Kovacic presented the March, 1999 Mayor's Senior Service Award to Bill and Marilyn Bochte, stating, in part, with a desire to maintain a quality of life in the natural beauty of our City, Bill and Marilyn Bochte have been volunteers for almost 40 years. Mrs. Bochle was very involved in PT A both at Hugo Reid and Foothills Elementary Schools. Thirty (30) years ago, Mrs. Bochte began volunteering at the Los Angeles County Arboretum. She has been involved with the local America Heart Association for 5 years, and works with the Arboretum Heart Walk team. Her most concentrated voiunteer effort at the Arboretum has been to keep the inventory of all the historical artifacts, which required working at the Arboretum History Department every Wednesday for the past ten years. Mr. Bochte concentrated his efforts on coaching baseball teams from Coast Little League to Pony and Colt League; he was also involved with the Boosters Club of Arcadia High School. Mr. Bochte started volunteering at the Arboretum in 1988 as a gardener; planning and maintaining historical gardens at the Hugo Reid Adobe and the Queen Ann Cottage. Since last summer Mr. Bochte has served as president of Los Voluntarios, a 300-member Arboretum support group. Mayor Kovacic saluted Mr. & Mrs. Bochte for their love of the City and the many ways they demonstrate their support for Arcadia residents. Mayor Kovacic presented the March, 1999 Youth Service Award to Jeanne Leohnard, stating, in part, that Ms. Leohnard has 31 years of service with Baldwin Stocker Elementary School and the Arcadia Unified School District. Also, she served on the I 2 3/2/99 I I I (Leohnard) 41:0051 Baldwin Stocker Technology Committee, Leadership team as well as the School Site Counsel. Ms, Leohnard helps with the Eccelerated Readers Program and has been a mentor to new teachers, Personally Jeanne loves to travel and often brings back things to share with her class. Last year she visited Japan during the summer where she was a participant in the California Social Science project. Mayor Kovacic congratulated Mrs. Leohnard for her service to Arcadia Schools. 6. MAYOR'S Mayor Kovacic presented the March, 1999 Employee Recognition Award to Chris EMPLOYEE Campbell, stating, in part, that Mrs. Campbell started her career as a 9-1-1 dispatcher RECOGNITION with the City of Arcadia in December, 1988. Currently, she is assigned as a lead AWARD dispatcher. In addition to her routine duty of emergency dispatching for the Arcadia (Campbell) Police Department, Arcadia Fire Department and Monrovia Fire Department, Mrs, Campbell supervises the other dispatchers, schedules personnel and oversees the operation of the 9-1-1 communication center. She has received numerous commendations for extraordinary job performance during events such as natural disasters, public educational activities and medical emergencies. Her performance during the routine operations as well as critical incidents demonstrates her dedication and continual pursuit of excellence with every aspect of her work. Mayor Kovacic congratulated Mrs, Campbell for being a model employee, stating, the City is proud to have her as a member of its family. 7. ARBOR DAY Mayor Kovacic proclaimed March 5, 1999 to be Arbor Day in the City of Arcadia. The PROCLAMATION Mayor urged all people locally and globally to protect the forests, conserve the natural resources and preserve the environment for the future, 8. CERTIFICATE OF COMMENDATION (Swartzbaugh) 9. RED CROSS MONTH MARCH 1999 10. 11. Mayor Kovacic presented a proclamation to Janice Torrington a member of the Arcadia Beautiful Commission, honoring the commissioner's work. Mayor Kovacic and, Police Chief Ronnie Garner, read and presented the Mayor's Certificate of Commendation to Lupe Swartzbaugh, Arcadia High School Junior and an Arcadia Explorer Scout for the courage she displayed on the night of November 15, 1998. Explorer Swartzvbaugh was at work at the McDonalds Restaurant at Rosemead Boulevard and Duarte Road when a drive-by shooting occurred, As a result a.customer suffered a severe gun shot wound. Immediately following the shooting Explorer Swartzbaugh pulled the victim out of the line of fire and called 9-1-1. Mayor Kovacic thanked Explorer Swartzbaugh for her bravery and concern for the community. PUBLIC HEARING Consideration of the report and recommendation to approve Tex1 Amendment 99-002,a proposal to amend the S-1 (Special Use Race Track site) zoning regulations by deleting the following permitted uses: 1- Section 9273.1.1 - Any use permitted in Zones R-O & R-1; 2- Section 9273.1.7 - Gasoline service stations; 3 - Section 9273.1,17 - Outdoor entertainment events. Councilmember Roncelli requested continuation of this item to a future date due to a possible conflict of interest. Councilmember Roncelli would like to participate in voting and has asked the FPPC to expedite this issue. Council concurred with the request for continuance. Mayor Kovacic, stated, in part, that this matter concerned Santa Anita Race Track, Mr. Roncelli is a horse owner and the Fair Political Practices Commission (FPPC) raised concern about his voting on issues related to the race track. Mr. Roncelli has filed an appeal and requested additional time. It was MOVED by Councilmember Harbicht, seconded by Councilmember Marshall to OPEN the public hearing. TA 99-001 Consideration of the report and recommendation to approve Tex1 Amendment 99-001, a (Window Signs proposal to amend the Arcadia Municipal Code (AMC), Sections 9260,3.11, 9261.4.5, 1/3 non-English) 9262.4.14 and 9266,2.8.7 by adding window signs to the "Allowable Area for (APPROVED) Identification". These sections of the Code allow no more than one-third of the sign area () _, (, ~.. to contain a non-English translation of the business identification. (!. ',,, ' 'The Planning Commission at its January 12" meeting, by a majority vote, voted to recommend approval of Tex1 Amendment 99-001 to the City Council. I I In 1985 the AMC was first amended to require a minimum of two-thirds (2/3) of the sign area for free-standing signs, mounted wall signs, painted wall signs, mounted letter signs, projecting and marquee signs to be in the English language. The purpose of this I regulation was to provide readable and understandable signs that provide safety personnel and the public with quick business/building identification. When these 4 3/2/99 I .'1 1 41:0053 sections were adopted, window signs were not included on the list. Throughout the past few years there has been a proliferation of both permanent and temporary window signs. Pedestrians often rely on window signs to identify a business because wall signs are often not visible from the sidewalk, Some businesses do not have an English translation of the business identification or their product in a window, making it difficult to identify the business or its product. Pursuant to the provisions of the California Environmental Quality Act, an initial study has been prepared for this text amendment. Mayor Kovacic OPENED the public Hearing. No one came forward to address the City Council. It was MOVED by Councilmember Harbicht, seconded by Mayor Pro tem Chandler and CARRIED to CLOSE the public hearing, It was MOVED by Councilmember Marshall, seconded by Councilmernber Roncelli and CARRIED on a roll call vote as follows to APPROVE Text Amendment 99-001; and, DIRECT staff to prepare the appropriate ordinance for adoption at a later meeting, AYES: NOES: ABSENT: Councilmembers Chandler, Harbicht, Marshall, Roncelli and Kovacic None None 13. AUDIENCE PARTICIPATION Lori Nelson, President of the Holly Avenue Elementary School PTA, stated, in part, that she was present this evening with other Holly Avenue parents and students. Holly Avenue is a California Distinguished School and was asked to apply for the National Blue Ribbon Schools Award with the U.S. Department of Education. In a "What's Right with Arcadia Kids' presentation, Ms. Nelson, stated, the "Odyssey of the Mind Regional Competition" will take place Saturday March 6, 1999. The Arcadia Educational Foundation's second annual "Connect to the Future Telethon" and the American Red Cross annual fundraising event will be held at various Arcadia Schools. Ms, Nelson highlighted some of the activities at Holly Avenue Elementary School, which included "Family Fun Night", and the "Holliward", the annual honorary service program. Holly Avenue was proud to celebrate one hundred years of PTA in California. Robert Hoherd, 475 West Wistaria, suggested that the new Police Station issue should be on every agenda until it is a completed deal. Mr. Hoherd expressed concern about educating the citizens of Arcadia to realize that the City is really in need of a new Police facility. Mayor Kovacic explained the issue at the last State of the City Address, but not everyone has cable television. In Mr. Hoherd's opinion the City needs some kind of continuous education to make sure the citizens understand the importance of building a new Police Station. City Manager Kelly, stated, in part, that the City is in the process of finalizing proposals that need to go out to architects and consulting firms, After completion, this item will be placed on a future agenda for Council's evaluation and discussion. Mayor Kovacic requested an updated report, at a future Council meeting, indicating what can be done as far as an education program for the public regarding a new Police Station, Councilmember Marshall noted, that she will be taping her first city TV program on Channel 20 on Wednesday, March 3'd, which will give all kinds of information with regard to the police facility. 5 3/2/99 14. MARSHALL (Spring Fashion Show) (Fire Dept.) (Fire Fighters Swear-in) (Quote) CHANDLER (Htg. Dr.) HARBICHT HARBICHT (Water Master Plan) (Arc. Historical Museum Bldg,) KOVACIC (Fed. Funding) 41 :0054 MATTERS FROM ELECTED OFFICIALS I Councilmember Marshall announced that Floretta Lauber of the Arcadia Women's Club is having a Fashion Show and luncheon on Saturday, March 20'h at the club house on First Avenue. This event is a citywide fundraiser for preservation of the historic Woman's Club building, Ms. Marshall noted, she spent a very informative and enjoyable twenty four-hour shift with the Arcadia Fire Department. She learned about the responsibilities of each of the firemen and the equipment of each fire truck. Ms. Marshall thanked everyone who made her visit possible. Councilmember Marshall congratulated three new firemen that were proudly sworn-in Monday, March 1, 1999 during a badge pinning ceremony. The three firefighters replaced the ones that were lost due to budget cuts, Councilmember Marshall's quote of the day: :Politeness and consideration for others is' like investing pennies and getting dollars back" by Thomas Sowell. Mayor Pro tern Chandier attended a ribbon cutting ceremony with the Chamber of Commerce for two new City businesses. The Chevron station at Santa Anita and Live Oak Avenue and also an accounting firm, which moved to 38 East Huntington Drive from Alhambra. Currently the CBD zone prohibits any use but retail in the front one- third (1/3) of the ground floor area of buildings along Huntington Drive. In order to follow the rules, the accounting firm is in the back of the building and two brand-new vacant retail stores in front. Mr, Chandler suggested, it is time for the Planning Commission to begin the review process of that section of the Arcadia Municipal Code to determine whether there is need for an amendment. I Counciimember Harbicht agreed in general with Mr, Chandler, but also suggested the City Council schedule a study session to determine if any of the regulations should be changed, and then request the Planning Commission review the current zoning regulations. Council concurred. In regard to agenda consent item 16f, request for additional funds to repair water mains, Councilmember Harbicht reassured the citizens that about two years ago the Council adopted a twenty year water master plan, which provides funds for replacement and upgrading of the City's entire water system. Councilmember Harbicht noted, the City received a generous contribution of $300,000 from Ruth and Charles Gilb for the purpose of constructing a new Historical Museum building. To date, the total amount of contributions is close to $400,000. Tonight the City Council will be awarding a contract for architectural services and the construction of a new building for the Arcadia Historical Museum will soon be a reality. Mayor Kovacic noted, with the help of Congressman Dreier's office, Arcadia and Sierra Madre are on the cutting age of getting federal funding to seismically retrofit the water system which will amount to $600,000 to study the problem and an additional $900,000 to develop the plans. I 6 3/2/99 I I I 15. ROLL CALL 15a. AGENCY & ABA AGREEMENT FARMERS MARKET AND ST. CLOSURE O,~t-- ~ (r') 0(;1"). It(' 41 :0055 JOINT MEETING OF THE CITY COUNCIL AND THE ARCADIA REDEVELOPMENT AGENCY PRESENT: Council/Agency Members Chandler, Harbicht, Marshall, Roncelli and Kovacic ABSENT: None As part of the City's effort to assess the Farmers Market after one year of operation, and due to questions/concerns raised by some businesses concerning negative impacts on merchants open on Saturday during the hours of the Farmers Market, a questionnaire was provided to all downtown businesses asking for their comments on the ABA Farmers Market. With a forty-five percent (45%) response, the business owners supported the continuation of the Farmer's Market by an overall 4-1 margin. On South First Avenue, the support was by a 2.5-1 margin. The Arcadia Business Association (ABA) requested $15,000 for financial assistance from the Redevelopment Agency as "seed money" for the second calendar year of the Farmers Market. This is the same amount as requested in 1998. Funds are available in the Agency's adopted budget for FY 1998-99 and could be provided in FY 99-00 upon Agency approval. Mayor Kovacic noted that he received a phone message from Mrs. Barbara Budd, owner of Barbara's Beauty Boutique, opposing the Farmers Market. Also, the Mayor received a petition signed by thirteen individuals who are opposed to the "street fair: on Saturday between 7:00 a.m, and 2:00 p.m. on First Avenue. They are not opposed to changing the date and time, or moving the location of the market. City Manager Kelly stated, in part, that in a conversation with Mr. Michael Budd he indicated they have a concern about the Farmers Market location, and suggested relocating the Market to another area. Mayor Kovacic announced the Council will now allow time for those in the audience who wish to address the City Council on the Farmers Market issue. Dee Johnson, Manager, Barbara's Beauty Supply and Boutique, stated, in part, that Ms. Budd and Barbara's Beauty Boutique have never been against the Farmers Market. Ms. Johnson suggested keeping the market but moving it to another location or scheduling it on a weekday evening. She stated the City survey results had nothing to do with the reality of the Farmers Market, which is demolishing First Avenue retail businesses. Steve Vezarian, representing Pok-A-Dots at 207 South First Avenue, stated, in part, that this business has declined in the summer months, by as much as $6,000. He questioned the source of the money that will be paid to the person who will run the market. Mr. Vezarian mentioned a letter received by the Economic Development Services from the ABA, which indicated that visitors spent approximately $220,000 at the Farmers Market, what percentage of that did the City get? The City receives tax from the sales at Pok-A- Dots. He urged the City Council to consider relocating the Farmers Market to another area. Lee Daniels, owner, Second Time Around, 35 South First Avenue, a member of ABA, spoke in favor of the Farmers Market stating, she would like to see it grow along First Avenue. Her business has increased since the Market began. Many of the members of ABA have contributed a'lot of time and resources to establishing and improving the 7 3/2199 41 :0056 Markel. Most of the merchants on First Avenue believe the Market has a positive effect on their business. The Market promotes a sense of community and provides a pleasant atmosphere which is good for small businesses in the district. Ms. Daniels is not opposed to changing the day or time of the Markel. I Luis Esoinosa, owner of Party Pronto Jump and Ride, 215 South First Avenue, a new member of First Avenue spoke in favor of the Farmer's Markel. Mr. Espinosa located his business on First Avenue because of the Farmer's Markel. It has been beneficial to his business. Von Raees, President, Arcadia Business Association, explained in detail the positive effects the Saturday Farmer's Market is having on area businesses. Mr. Raees reported that last week the very last vacant store on First Avenue was rented. Many vendors voiced their enthusiasm for the Market and moved to First Avenue because of the Markel. In terms of the Market having gone from thirty (30) vendors down to somewhere around fifteen (15) vendors, Mr. Raees noted that farmer's markets are seasonal, and all markets experience a downtum in farmers' attendance during the winter months. In response to Council's question, Mr. Raees stated, the Arcadia Business Association is fully responsible for advertising the Farmer's Market and in addition to the membership fee, the members donate a tremendous amount of money and time to have a successful market. Garland Roberson, Sullivan's Paint, 134 E. Huntington Drive, commented, in part, that the Farmer's Market has helped the retail stores by bringing in a greater influx of pedestrian traffic which may attract more retail stores to the Downtown area. Mr. Roberson stated the ABA accomplished what it went after and that was not having any I vacant locations on First Avenue compared to approximately eight (8) vacancies a year ago. Mr. Roberson, responding to a question from Council stated, in part, that there has been a sincere effort to look for another location or another date for the weekly Farmer's Market, but in his opinion the current location is the besl. ' Steve Vezarian, read a letter addressed to the Mayor and City Council on behalf of Mr. Milich, Physical Therapist, 126 South First Avenue, opposing the Saturday Farmer's Market and expressing his concem in regard to not having enough parking spaces along the First Avenue. Mr. Vezarian, commented also, that Pok-A-Dots is not opposed to the Market, only the time and place. Councilmember Roncelli noted he is not opposed to the Farmer's Market, however, it is in the wrong place and the wrong time. He also believes the survay was flawed. Councilmember Harbicht commented, the whole purpose of the Farmer's Market was to try and promote the Downtown area. The survay indicated support for continuing the Markel. The Arcadia Business Association has revitalized itself; expended a great deal of time and effort and has generated enthusiasm in this area that has not been seen in years. Mr. Harbicht would like to see the Council/Agency approve the continuation of the First Avenue Street Closure and also approve the expenditure of the $11,800, which has been appropriated in the 1998-99 fiscal year budget. He is reluctant to commit funds for next year's budget at this time. Councilmember Harbicht added, if the ABA wishes to make any changes in the Market project, this would be alright with him... it is their decision. I 8 3/2/99 I I I 41 :0057 Councilmember Marshall stated, in part, that she would not support the Market at its current site, day or time, Mrs, Marshall expressed appreciation for the efforts of the ABA in the Downtown area. Mayor Kovacic stated, in part, that he is in favor of the Farmer's Market. The Mayor would prefer to execute an agreement to continue the Market at the same place, day and time to the end of fiscal year, June 30, 1999, and give the ABA opportunity to study and analyze other locations, after which the Council/Agency could revisit the matter. MOTION NO.1 It was MOVED by Council/Agency Member Harbicht, seconded by Council/Agency Member Chandler to COMMIT the $11,800 appropriation in the FY 1998-1999 budget to the Farmer's Market for promotion in the Downtown Area, and; AUTHORIZE the Agency's Executive Director to implement the City of Arcadia revised Farmer's Market Street Closure Regulations. AYES: Council/Agency Members Chandler and Harbicht NOES: Council/Agency Members Marshall, Roncelli and Kovacic ABSENT: None THE MOTION FAILED MOTION NO, 2 It was MOVED by Council/Agency Member Kovacic, seconded by Council/Agency Member Harbicht and CARRIED on roll call vote as follows to ALLOCATE the balance of the 1998-99 funds to the Arcadia Farmer's Market, and; EXECUTE an agreement to CONTINUE the Farmer's Market for six (6) months, and; APPROVE the revised City of Arcadia Farmer's Market Street Closure Regulations, 15b, COM'L FACADE REHAB. PROG. (C-1,C-2&C-M Zones) 068, I ,(!.Jt AYES: NOES: ABSENT: Council/Agency Members Chandler, Harbicht and Kovacic Council/Agency Members Marshall and Roncelli None Consideration of a request from Mr. Virgil Anderson, owner of a 4-unit commercial building at 29-39 E. Santa Clara and 32 Front Street, for permission to participate in the Agency's Commercial Facade Rehabilitation Program (CFRP). Mr, Anderson's property is not in the Central Business District Zone (CBD), Staff recommended that this request be granted and further, that the boundaries be extended to include the C-1, C-2 and CoM zones in the project area. If approved, the expansion of the program boundaries to include only Mr. Anderson's property, the cost to the Agency could range from $17,000 to $38,500. However, if the Agency approved expansion of the program boundaries to include all eligible properties in the C-1, C-2 and CoM zones, the estimated cost for seven to ten merchants would range from $120,000-$170,000 (based on past average rebate) to $269,500 - $385,000 (maximum rebate amount) spread over two years. Funds were available to expand the program whether limited to the Anderson property or to all C-1, C-2 and CoM zones in the project area. In response to an Agency question staff stated, when the Agency adopted the Downtown 2000 program there were two components, the Street Scape and the Phase Two Business Incentive Program. The Facade Rehabilitation Program was designed to improve the appearance of the downtown area and bring in business. In response to an Agency question Mr. Carl Anderson, representing Mr, Virgil Anderson, owner of the commercial building at 29-30 East Santa Clara and 32 Front Street, stated, in part, the reason for requesting inclusion in the CFRP zone is to upgrade his property 9 3/2/99 41 :0058 to be compatible with the new REI retail store development, which is directly adjacent to his property. I Agency Member Harbicht commented that the Agency started the Commercial Facade Rehabilitation Program ten years ago, with the purpose of encouraging the owners to improve their properties and buildings to eliminate blight, and also make the area more attractive for business to come to the City. Following the staff report and discussion, it was MOVED by Agency Member Harbicht, seconded by Agency Member Chandler and CARRIED on roll call vote as follows to APPROVE Amendment No. 2 to the Agency's Commerciai Facade Rehabilitation Program expanding the eligible area to include the area bordered by the railroad tracks on the north, up the west side of Santa Anita Avenue and down the east side of Santa Anita back to the CBD boundary line and properties west of Santa Anita to Rolyn place. CITY MANAGER 17a. SOUNDWALLS On March 2, 1993, the City Council approved Resolution No. 5716 allocating $264,000 (State Route of Gas Tax funds or 33% of the total estimated cost for the design and construction of a 210) soundwall on the westbound Route 210 Freeway from 51h Avenue to 2" Avenue. This . /0 Resolution was approved for the purpose of moving the project up on the priority list. C ~ \ r;) ,) (:.} The 51h Avenue to 2" Avenue segment will be in the design phase during FY 1999-2000 followed by construction in FY 2000-2001. Staff is seeking to have the adjacent segment, 2" Avenue to Santa Anita Avenue, designed and constructed in conjunction with the segment from 5'h to 2" Avenues project. The soundwall segment from 2'" Avenue to Santa Anita Avenue is currently number fifty-seven (57) on the soundwall priority list with over $40,5 million in projects ranked in a higher priority position. Funds allocated for this project would come from Proposition C Local Return funds. Currently, the City has approximately $2 million of Proposition C Local Return funds in reserve. These funds are restricted to transportation related projects and have a timely use clause of 3 years from date of allocation. Mayor Kovacic invited those in the audience who wished to address the City Council to come forward, Michael Micciche, residing on Colorado Boulevard East of Second Avenue, read an I article from Pasadena Star News and took exception to a remark made by Councilmember Harbicht related to property owners living near the freeway. 10 3/2/99 41 :0059 I Robert Caldwell, 326 Joyce Avenue, resident of Arcadia for 42 years, also operated a business in Arcadia for 37 years, urged City Council to consider the new soundwall which could be dedicated in memory of the late Mayor Dennis Lojeski, who was the inspiration for having soundwalls in Arcadia. Ron Eilev, Newman Avenue, spoke in favor of the soundwall and read a section of petition which was dated around 1987-89, "the very first section of route 210 opened the distance from Santa Anita to Myrtle Avenue in Monrovia in 1960". In respond to Mr. Harbicht's comment, Mr. Eiley stated, many of the homes in the area that are effected were occupied and purchased before the freeway was build and he expressed his concerns about the effects of the freeway noise on his day to day living. Phillip ConsiQlio, 225 Joyce Avenue, read an article dated April 20, 1998 from the Los Angeles Times, "heavy traffic is 90 decibels at 50 feet", in the same article it states, "prolonged exposure sound above about 90 decibels can cause gradual hearing lost". Mr. Consiglio noted that there are children living and playing in the area in less than fifty feet from the traffic and there is no wall there. Mr. Consiglio urged the Council to vote in favor of the soundwall project. Stan Swienckowski, Newman Street, urged Council to approve the soundwall project, use the Prop C funds to move the project up on the soundwall priority list and simply improve a big section of Arcadia. I Ed Zareh, 1051 Catalpa Road, lived at this address since 1951 stated, in part, he attended all the City Council meetings and CalTrans meetings regarding the Michillinda Avenue and Baldwin Avenue soundwall project. At that time CalTrans used his home for their meeting place and for testing the decibel noise from the freeway. Mr. Zareh stated, he is here to ask Council to do something about the freeway noise and approve the soundwall project for all Arcadia. Jack Lvnch, Hacienda Drive, mentioned an article in the paper that the City of Duarte is planning to build soundwalls on the freeway in the year 2001. In the year 2002 the 210 freeway will continue through La Verne, Upland and Claremont, it will be a truck route and he felt sympathy for the people who are living within a block of the freeway. Mr. Lynch questioned if there has been any discussion in regard to having a soundwall between Santa Anita and Michillinda Avenue on the north side? Councilmember Harbicht, explained the formula used by CalTrans to determine the priority list. in response to Mr. Lynch's question regarding a soundwall project between Santa Anita and Michillinda Avenue staff stated, that project has failed the CalTrans test and has not been reevaluated since. Council member Roncelli thanked everyone who spoke this evening, he fell sympathetic with them and he is in favor of the soundwall project. " Il 41 :0060 THE CITY COUNCIL RECESSED TO ACT AS I THE ARCADIA REDEVELOPMENT AGENCY The City of Monrovia has requested $7,923.46 (50% of the total cost) in Arcadia Redevelopment Agency financial assistance for the design and installation of the name "Huntington Crossing" on the top of a 60-foot pole at the southeast corner of Chestnut (Santa Clara) and North Fifth in Monrovia, The name was selected by the Arcadia- Monrovia Hotel Restaurant Entertainment Association (AMHREA), to identify the unique commercial attributes of the Huntington Drive/210 Freeway corridor. . Since 1997 the cities of Arcadia and Monrovia have been working jointly with the Arcadia Chamber of Commerce to create an association of hotels, restaurants and entertainment venues to market the unique concentration of these uses along a common border on Huntington Drive. The Association hopes to follow installation of the large sign with street level directional signs using the same format and colors as the large sign and with the pUblication of other marketing materials, e,g, maps, brochures, etc. They propose to solicit funds from their membership for these costs.
