CITY COUNCIL PROCEEDINGS ARE AUDIO AND VIDEO TAPE RECORDED AND ON FILE IN THE OFFICE OF THE CITY CLERK ROLL CALL: 1. 2. 2a o<No-c:JO MINUTES CITY COUNCIL OF THE CITY OF ARCADIA and the ARCADIA REDEVELOPMENT AGENCY REGULAR MEETING May 4, 1999 The City Council and the Arcadia Redevelopment Agency met in a Regular Meeting on Tuesday, May 4, 1999, at 5:00 p.m. in the Conference Room of the City Council Chambers. PRESENT: Councilmembers Harbicht, Kovacic, Marshall and Chandler ABSENT: Council member Roncelli It was MOVED by Mayor Pro tem Harbicht, seconded by Council member Marshall and CARRIED to EXCUSE the absence of Council member Roncelli. AUDIENCE PARTICIPATION None. STUDY SESSION Discussion and direction regarding communication alternatives for the Fire and Police Departments. City Manager Kelly opened the Study Session with introductions: Fire Chief Edward Tracy, Sierra Madre Fire Chief John Penido, San Marino Assistant Fire Chief, Christopher Gray, Glendale Fire Chief Jim Reed, Arcadia Brian Hudson, Warner Group Michael Thayer, Warner Group The City Manager began his presentation regarding communication alternatives for the Fire and Police Departments by noting that the City Dispatch Center is under the command of the Fire Department. The Center dispatches 4,000 fire calls per year and 30,000 police calls. Fire dispatch is on a VHF system and police operate on UHF and they cannot communicate with each other except through dispatch. The original intent of merging fire and police dispatch was to accomplish a state-of-the-art communications center and maximize funds. Despite all of the efforts of staff and the consultant this goal was not accomplished; the contractor failed to perform and business disappeared. The City does have some computer aided dispatch, however, fire and police vehicles do not have computers. As the City went through the transition to a new center the costs were rising and the City was not moving toward a state-of-the- art center. The City has disparity between police and fire communication systems. As part of an initial budget crises, staff redirected their attention to an analysis of regional firefighting and dispatch alternatives. 1 5/4/99 41 :0096 City Manager Kelly noted there has been significant change in technology since the City's search for a new approach to dispatch was contemplated. Much of the City I equipment is old, outdated, unusable and must be replaced, which will be costly. The City Manager noted the Warner Group contracted with the City in 1996 to provide a Citywide Information System Master Plan which was completed some time ago. The City then contracted with the Warner Group this year to look into the City Dispatch Center and provide answers to existing dispatch needs: stay in-house or contract out, other alternatives, where does the City stand in the future in order to make investments to obtain communication systems for police and fire at the highest level possible. The City Manager noted the City is still working with several other independent fire departments to analyze what can be done to achieve these goals. He explained in detail that many cities are now contracting with the Verdugo Fire Dispatch Center for dispatch services, which will also provide regional firefighting services. He noted that basically, Arcadia is on its own. The City Manager went over the costs associated with our current Dispatch Center, and the costs associated with separating Fire dispatch from Police or contracting Fire dispatch, and retaining Police dispatch and moving that operation to the Police Department, and the costs involved in equipment, office space, compensation and benefits. It was noted if the City had a fully operational Police Dispatch Center the City would qualify for new State 9-1-1 funds, and drug asset seizure funds could be utilized also. All in all he felt that a Police dispatch center would cost approximately $800,000, at no cost to the City. Considerable discussion ensued on the benefits of contracting with Verdugo including cost, regional services and equipment. In response to Council's questions, staff responded that the non-monetary benefit of I keeping dispatch in-house is the City would have more control over both the process and the cost. If the City contracts with the Verdugo Center the City would have access to the resources of six or seven cities in terms of training and development and increased access to fire protection. Staff noted also, if dispatch is kept in-house the City will have to spend a lot of money trying to get dispatch functional, while Verdugo Dispatch is state-of-the-art and can communicate with other cities because of its UHF system, which Arcadia does not have. Most of the cities locally have contracted with Verdugo. The City Manager advised that the bottom line is that it is cheaper for Arcadia to contract with Verdugo Dispatch than retain in-house dispatch... he calculates the City will save money from year one. In a question directed to Fire Chief Reed, the Chief related his experience with regional dispatch and noted that he is an advocate for regional dispatch and consolidation of resources because of the many benefits in training, operating procedures and other good things that occur. Other Fire Chiefs present related their experience with regional dispatch and expectations which indicated in total a positive experience with the regional system. Council expressed an interest in the possible imbalance in service between Arcadia and neighboring cities. . Chief Reed suggested several ideas to deal with issues such as automatic aide agreements which can be tracked by staff. And, a memorandum of understanding between fire chiefs to make sure there is a balance of service between the jurisdictions. Glendale, Assistant Fire Chief Gray, explained in detail the automatic aide agreement process existing locally for those cities involved in regional dispatch, which works very efficiently. The City Manager noted the City has three alternatives: Arcadia can stay as is, I independent with some things done by regional fire, or join County Fire Services. He believes the City is moving slowly toward a regional fire process, and communications is part of this. 2 5/4/99 I I I 41:0097 Mayor Pro tem Harbicht commented that he would like to see a breakdown of the figures displayed by the City Manager; and, if Arcadia were to go to Verdugo for fire dispatch, why would the City move the dispatch center from Fire Station No. 1 to the police station? The City Manager said this move would put dispatch under police administration because it would be police dispatch not fire. Mayor Pro tem Harbicht questioned this move because of the potential construction of a new police station. If fire can be dispatched from Verdugo, the City can dispatch police from Fire Station No. 1. He would like more information to justify a move from Fire Station No. 1 to the Police Department. The City Manager commented that State 9-1-1 funds will not be available if this move is not soon made. Further, police staff noted that these 9-1-1 funds could be used for dispatch and the equipment could be moved to a new facility when built. The City Manager advised that staff would provide a breakdown of the usage of funds for Council's information. Mayor Chandler related his experience with police dispatch which was critical to response time and resources. Mr. Hudson of the Warner Group, commented that contracting with Verdugo Dispatch would cost the City approximately $130,000 less than it would cost to bring the City's existing system up to the needs of the City. The City will eventually need to replace portable and mobile radios whether the City goes to Verdugo or not. However, he noted if the City contracts with Verdugo the City will not have to pay for backbone equipment such as towers, radios, and controllers to operate the equipment. In the opinion of the Wamer Group, contracting with Verdugo Dispatch is very cost effective. Mayor Chandler polled the Council for their positions regarding dispatching fire from the Verdugo Dispatch Center: Councilmember Marshall noted that she was very impressed with the Verdugo operation and felt it makes sense to make this change. Mayor Pro tem Harbicht commented that he does not have a problem with a change to regional dispatching for fire in a technological sense... he is just concemed about the cost, although, it sounds like the City is not really looking at much additional cost. Council member Kovacic commented that he is in favor of this change because the move to regional fire dispatch makes sense. Mayor Chandler felt that the funds spent on equipment for establishing a police dispatch center will not be wasted because the equipment can be moved and reused. Hearing Council consensus, the Mayor said this was direction to staff to agendize the appropriate document for Council's consideration. The City Manager advised that staff would also provide Council with information regarding a police dispatch center as soon' as possible. 3. City Attorney Miller announced the subjects of the Closed Sessions held earlier this evening. PRESENTATIONS Mayor Chandler presented a proclamation to Arcadia Teachers Association Vice President Joyce McGregor declaring May 12, 1999 as Day of the Teacher. Mrs. McGregor thanked the City on behalf of the Arcadia Teachers Association and invited the City Council to attend a celebration on May 12th at the Arcadia Public Library. Mayor Chandler accepted the fifth annual Tree City USA award on behalf of Arcadia residents from the National Arbor Day Foundation, the California Department of Forestry and the County of Los Angeles Fire Department, declaring the Cily of Arcadia a Tree City USA. Jerry Collins, Director of Parks & Recreation Department, presented Recreation tee shirts and copies of the Recreation Summer Program to Council, City Clerk and staff. (APPROVED) ORDINANCE NO. 2103 (INTRODUCED) Text Amendment 99-003, provides a new Adult Business Ordinance that repeals and replaces in its entirety Division 9 of Arcadia Municipal Code entitled "Adult Entertainment Pursuant to City Council direction in response to court rulings and advisement of legal counsel, the City initiated Text Amendment 99-003 to update the Arcadia Municipal Code provisions that regulate adult businesses, by proposing a new Adult Business Ordinance. It was not the intent of the proposed ordinance to suppress or infringe upon any expressive activities protected by the First Amendment of the United States and California Constitutions. Instead, it was drafted to enact reasonable time, place and manner regulations that address the adverse secondary effects of adult businesses I 4 5/4/99 41 :0099 I Establishments"; it amends the business license regulations and applications; and, provides regulations for licensing of adult business performers. Currently, the code requires a minimum distance of 750 feet from any residential zone, and at least 100 feet between adult establishments. There is no distance requirement from schools and other sensitive uses. The new locational requirements set forth fifty (SO) feet between adult businesses, and restricts such uses from being within seven hundred (700) feet of any existing residential zone, park, recreation area, religious establishment, library, school or day care facility. The current M-1 and M-2 zoning requirement for adult businesses will be maintained. The May 5, 1999 staff report included several maps to show the extent of M-1 and M-2 zoned parcels within the City of Arcadia that are outside of the proposed 700 foot distance requirement. Primarily the M-1 and M-2 zoning is concentrated in the Chicago Park area, located south of Live Oak Avenue and adjacent to Peck Road. There is additional industrial development located within the City's Redevelopment Area - in the central and eastern portions of the City between the railroad and Foothill Freeway. Industrial uses represent approximately 3% (199 acres) of the City. Approximately 33 acres of industrial zoned property would be available for adult businesses. The Planning Commission, at its March 23, 1999 meeting, voted 4-0 with one member absent to recommend to the City Council approval of Text Amendment 99-003 and to eliminate the redevelopment project area from the proposed ordinance. The proposed ordinance provided numerous conditions and regulations in terms of security, lighting, hours of operation and performers physical contact; and, deletes the requirement for a conditional use permit. I The City Attorney presented the legal issues related to regulation of adult-oriented businesses, stating, in part, because of the constitutional principles that apply to such businesses, regulating in this area is extremely difficult. The subjects of these regulations are non-obscene adult-oriented businesses, which the courts have said cannot be prohibited altogether In response to a Council question staff stated, in part, a developer is in process of obtaining a building permit for an adult entertainment facility to be located at 1580 Clark street. Mayor Chandler OPENED the Public Hearing. Rooer Sonnenbero, 531 Monte Vista Road, commented, in part, that he is opposed to the adoption of the ordinance that reduces the distance for an adult entertainment facility from 750 feet to 700 feet from any residential area. Mr. Sonnenberg made reference to the portion of the January 19, 1999 City Council minutes stating, "significant case law developments have affected the current code", he felt an adult entertainment facility is an issue that is worth fighting over in order to protect Arcadia and EI Monte residents, youths and schools. I Nancv Gould, 3141 Doolittle Avenue, County area, expressed her opinion that most cities would fight the installation of a nude juice bar in its city; while Arcadia is changing its ordinance to accommodate such a business by reducing the footage between residential areas and adult type business'. This, because the City fears that a lawsuit could be filed by owners of such a business. Referencing Ms. Gould's remarks, Councilmember Kovacic noted such establishments are protected by the Constitution, which Council members have sworn to uphold. The City Attorney noted the purpose of the urgency ordinance was to place locational requirements, stringent performance and operational standards on such businesses to discourage this use, which were non- existent before the ordinance was passed. 5 5/4/99 41:0100 Carolvn Ziealer-Davenoort, Daines Drive, member of Monrovia-Duarte-Arcadia Town Council, which represents the unincorporated County area, stated in part, she has been a I south Arcadia resident for 40 years. She opposes the idea of putting a nude dancing club in this nice, family oriented neighborhood. In response to Ms. Ziegler-Davenport, Mayor Chandler replied the owner of the subject property is Mr. Dootson. Staff will provide the name of the applicant for this project. Greaorv Kealev, 1001 Catalpa Road, expressed his opposition to the proposed adult entertainment ordinance. He would like to see the Council maintain the 750 foot distance between residential areas and business establishments instead of changing it to 700 feet. He felt that allowing an adult entertainment facility in south Arcadia would open the door for a lawsuit from the residents of EI Monte and the City of EI Monte. Is Arcadia prepared for that? Council member Kovacic noted he is not aware of such a lawsuit. For the record, Mr. Kealey commented that he is sure "our founding fathers never meant for this part of the 1 st Amendment to apply to a nude juicelentertainment bar". It was MOVED by Mayor Pro tem Harbicht, seconded by Councilmember Kovacic and CARRIED to CLOSE the Public Hearing. Mayor Pro tem Harbicht assured residents that the Council is not happy with what is happening, in reference to the juice bar however, the Constitution of United States guarantees freedom of speech in the 1st Amendment. Mr. Harbicht noted that he also took an oath to support and defend the Constitution of the United States, and he has taken this oath seriously. The City Council has taken significant steps to protect the community within the limits that are available, and he is very much in favor of the proposed ordinance. Councilmember Marshall stated, in part, that the Council did everything to protect resictents by not allowing adult entertainment business' in areas such as Live Oak, Baldwin or Huntington Drive. Mrs. Marshall wanted everyone to understand that the Council was not able to totally stop the project. I Councilmember Kovacic thanked the speakers for their participation this evening. Mr. Kovacic stated, in part, that the Council's job is to obey the Constitution and make tough decisions. The options given to the Council are to adopt the proposed ordinance or to spend two or three-hundred thousand dollars in City tax monies to make a point, that we have been advised is a loosing point. The public's job is to protest, to talk to the property owner and the business operator and try to convince them that what they are doing is wrong. The Council's job is not to lecture somebody on morality; the Council's job is to enforce the Constitution. T.A. 99-002 (D~lete Permitted Uses S-1 Zone - Race Track Site) (Conl'd from 3-2-99) (APPROVED) OS:ar'-f,>,- orrS"-70 41:0101 AYES: NOES: ABSENT: Councilmembers Harbicht, KovaCic, Marshall and Chandler None Council member Roncelli Consideration of the report and recommendation to approve Text Amendment 99-002, a proposal to amend the S-1 (Special Use Race Track site) zoning regulations by deleting the following permitted uses: 1- Section 9273.1.1 - Any use permitted in Zones R-O and R-1; 2- Section 9273.1.7 - Gasoline service stations; 3- Section 9273.1.17 - Outdoor entertainment events (specifically "for-profit" events). The text amendment does not change the zoning of the race track but amends the list of permitted uses allowed in the Special Use zone (S-1). Staff clarified, the text amendment would not have an effect on persons living at the track who care for the horses. Mayor Chandler OPENED the public hearing. Judv McKinlev, 17 West Sierra Madre Boulevard, commented on the lack of security and the loud noise from a rock concert, which was held simultaneously with a fund raiser, "Day of the Races", on March 14, 1999. Staff in reference to Ms. McKinley's question, noted the text amendment would not affect fund raising activities at the race track. In response to a Council question, Mr. Tom Austin (Santa Anita Race Track) stated, in part, that the owner of Santa Anita Race Track does not have any objections to the modifications to the zoning at the track. It was MOVED by Mayor Pro tem Harbicht, seconded by Council member Marshall and CARRIED to CLOSE the public hearing. It was MOVED by Councilmember Marshall, seconded by Councilmember Kovacic and CARRIED on a roll call vote as follows to APPROVE Text Amendment 99-002, and; FILE the Negative Declaration; and, DIRECT staff to prepare the appropriate ordinance for adoption at a later meeting. APPEAL TO Consideration of an appeal filed by Jack-in-the-Box to the Planning Commission's CONDITION OF condition of approval related to hours of operation, Planning Commission Resolution No. APPROVAL - 1588. Said resolution conditionally approves Conditional Use Permit 99-005 for a 2,246 CUP 99-005 square foot Jack-in-the-Box eating establishment with a drive-thru at 164 E. Live Oak (Jack-in-the-Box) Avenue. (DENIED) () ~ -PO-IO Jack-in-the-Box is appealing the Planning Commission's condilion of approval restricting the hours of operation from 6:00 a.m. to 12:00 a.m. (midnight). The applicant requested that the City Council consider allowing Jack-in-the-Box to operate from 6:00 a.m. to 2:00 a.m., Sunday through Thursday, and be permitted to operate 24 hours a day on weekends (Friday and Saturday). In response to Council's questions staff stated, there are restrictions on the hours of operation for an eating establishment if it is adjacent to a residential area, with the 7 5/4/99 9. 10. MARSHALL (Remarks) 41:0102 exception of certain establishments constructed before hours of operation were restricted. I Mayor Chandler OPENED the public hearing. Michael Palmer, 100 North Barranca Street, West Covina, representing Jack-in-the-Box Corporation, announced that he and Jack-in-the-Box agree with staffs recommendations and at this time, what they are proposing is: not to change staff's recommendations and to maintain the operating hours of 6:00 a.m. to 12:00 p.m. (midnight), Monday through Sunday. Mr. Palmer expressed appreciation to the Monrovia-Duarte-Arcadia Town Council and the South Arcadia Residents Association. Also, Mr. Palmer thanked City of Arcadia staff, stating, in part, that it has been a pleasure working with them, the entire process has been very smooth and very clear. Carolvn Zieqler-Davenport, member of Monrovia-Duarte-Arcadia Town Council, thanked Mr. Palmer and Jack-in-the-Box Corporation, for their cooperation. Mrs. Ziegler- Davenport noted that the Seven Eleven Store operates 24 hours, but it has never been a problem. It was MOVED by Counciimember Kovacic, seconded by Mayor Pro tem Harbicht and CARRIED to CLOSE the public hearing. It was then MOVED by Councilmember Kovacic, seconded by Councilmember Marshall and CARRIED on roll call vote as follows to DENY the appeal and sustain the Planning Commission's approval of Resolution NO.1 588, which limits the hours of operation of the proposed Jack-in-the-Box from 6:00 a.m. to 12:00 midnight; and, DIRECT staff to prepare the appropriate resolution for adoption at a later meeting. MATTERS FROMIELECTED OFFICIALS "Unfortunately last week I was not at the Council Meeting, I was ill. I had prepared my thoughts concerning the last year and the upcoming year. Was not able to be here to present them so if you do not mind I would like to take this opportunity this evening to pretend like it was last week. "First of alii would like to thank everyone who spoke at the meeting tonight. For having an open dialogue with us and exposing your views to us. I would like to congratulate Mr. Chandler, becoming our new Mayor, and Mr. Harbicht, Mayor Pro tem. And, Gary a big thank you to you for your leadership this past year. I know I said it a couple of meetings ago but I would like to thank you again. You have built trust and communication with the community. It has been a pleasure serving with Gino, he is not here this evening but he will probably review the tape. Thank you Gino for your valuable input this past year on the Council. Bill Kelly, Mike Miller and the entire staff have worked very diligently this year and I thank you also. "My first year on Council, I witnessed a lot of growth. Growth within the City and growth I in myself as a Council member. In lieu of repetition I will refrain from repeating all the City's growth and only mention a few. I have found my first year on Council to be 8 5/4/99 I I I KOVACIC (Marshall) (Department of' Community Services) (Armed Forces & Memorial Days) 41:0103 everything I expected and more, it has been more challenging, been more time consuming, more rewarding and more fun than I ever imagined. Our budget is balanced with the help of staff and past and present Councils combined. We must continue to spend lax dollars very carefully as we must not back slide. "We did a salary and classifications study to give us a solid foundation for salary decisions. The Citizen's Financial Advisory Committee did a wonderful job and I am looking forward to implementing more of their suggestions during budget time. The Youth Master Plan is ready to be bom and I am anxious to see this go forward. Two new hotels are coming, REI opened, a bit of development is starting on Live Oak in south Arcadia and the race track proposal is nearing. A new police facility is badly needed. This is twenty-five years overdue. We must find a way to accomplish this badly needed facility. I promise information and dialogue from the Council and believe the citizens will support this effort. "Thanks to Gary our Town Forums were positive and helpful. It appears Arcadia is on the uphill and our future is looking bright. I have a better understanding of our commissions and their roles. I graciously thank each and every Commissioner and volunteers for their time and dedication. I look forward to the commissions I will be assigned to this coming year. "I ran for a Council seat as the taxpayers friend. I have done my best to make decisions keeping the taxpayers and the best interest of the City foremost in my mind. I have tried to curtail unnecessary spending without jeopardizing Arcadia's future. I have greally enjoyed this year and I am looking forward to the challenges, which will be set before me in the coming year. There have been a few ups and downs this past year. This is a diverse Council; however, in my opinion diversity on problem solving brings better solutions. What is in store for Arcadia's future? I believe the best is yet to come. I see positive surprises on the horizon. May God give us the strength to work together, compromise if need be and move Arcadia into the new millennium. We must pray for a good crop but we must keep hoeing. Thank you." Councilmember Kovacic thanked Councilmember Marshall for her kind remarks. Mr. Kovacic shared the City Managers proposal with Arcadians in regard to renaming the Recreation Department, the "Department of Community Services". The focus to emphasize three distinct areas: Senior Citizens Services, Youth Services and Recreation Services. The Director of Recreation will become the Director of Community Services; the assistant director will become the Assistant Director of Community Services and there will be three supervisors of equal rank, Senior Citizens Supervisor, Youth Services Supervisor and Recreation Supervisor. Mr. Kelly also proposed adoption of the Youth Services Advisory Committee. Service enhancement will be proposed in the draft budget with the creation of the position of Youth Services Supervisor, who would oversee youth programs, after school program at the middle schools and would also coordinate activities between Recreation Services, Senior Services, the School District and other agencies. The Classification Manual provides a complete classification plan and presents the foundation structure of the plan including definitions of classification levels, class concepts and illustrations of potential career ladders. OY.:1.0-{:>0 STATUS Consideration of the status report regarding the City of Arcadia's preparations for Y2K REPORT - (Year 2000). The Y2K problem has to do with the way computers read dates. In the (City 01 Arcadia's fifties and sixties, when computers first began to be used for business, memory storage Y2K Preparation) was very expensive. Programmers were interested in saving as much space as (RECEIVE & possible, so they used a lot of abbreviations. Computers were designed to read the year FILE RPT.) by using only the last two digits, and were programmed to understand the first two digits were always"19". City staff has been working on this issue for some time. The objective to ensure that City government is prepared to handle any problems with minimum disruption to residents. To date, the following steps have been taken: Developed an internal awareness of Y2K issues and impacts; obtained information from City employees and other agencies; surveyed all equipment, facilities and operations that are vulnerable to the Y2K problem: conducted vulnerability assessments and pre-tested computers and equipment; task forces have been formed in specific areas that may experience prOblems; developed strategies and work plans for dealing with Y2K. Study of this issue also included discussions with outside agencies that may have an impact on City operations. Further, meetings have been held on a regular basis to ascertain the status of all projects and to share information. Projects and purchases have been included in the proposed FY 1999-2000 budget. Purchases include computer hardware and software, barricades for traffic control and generators for the water system. City staff are convinced that City systems will function adequately in the years 2000. The transition will have minimal impact on the residents of Arcadia. The Emergency Operations Center will be open with minimum staffing to handle any public safety matters that occur. The current Arcadia Police facility was originally constructed in 1956 when the NEEDS department was comprised of thirty (30) swom officers and five (5) civilian employees, ASSESSMENT serving a population of about 23,000. Today the Arcadia Police Department consists of ~~~~~ STATION seventy-three (73) sworn officers and twenty-three (23) full-time civilians, occupying (P 1 881S 15,100 square feet. Beyond the lack of space, the current building is deficient in many Aro. vcsi other respects. Additionally, the building does not meet current seismic codes and greernen American with Disability Act (ADA) standards. 13 5/4/99 41:0108 WMM Assoc.) In 1985, a study was conducted which recommended a new building of 36,500 square (APPROVED) feet and a support area of 10,250 square feet. In 1995, an updated study prepared by I (New Pollee Construction Control Group projected a new facility of 35,000 square feet plus 10,000 Sta. Bond Issue square feet in support area. However, due to funding limitations in the past, the City was 11-2-99 Election) unable to address the deficiencies in the current police facility. Fire Station No. 1 serves as the headquarters for the Arcadia Fire Department. Originally constructed in 1958. The building houses fire administration, the City's Emergency Operations Center (EOC), one engine and truck company, a rescue ambulance, a State Office of Emergency Services (OES) engine, the Battalion Chiefs vehicle and a combined FirelPolice dispatch center. The renovation of Fire Station No. 1 was scheduled in FY 2000-2001 Capital Improvement Program. However, a work program must first be developed. One of the major components will be to determine the requirements and cost to bring this facility up to current seismic standards and determine available options. Fire and Police facilities are essential facilities and should meet the most stringent seismic standards. In order to select a consultant as expeditiously as possible, and since many consultant firms are experienced in both police and fire facilities, staff combined both projects into a single Request for Proposals (RFP) process. Eleven (11) firms responded to the RFP. Four (4) firms submitted proposals for both projects, while five (5) submitted only on the police station and two (2) on the fire station. Based upon the proposals and the interview process, staff recommended that the firm of WMM Associates from Los Angeles perform the Needs Assessment for the police facility, and CHCG Architects perform the study for Fire Station NO.1. Following a brief discussion it was MOVED by Mayor Pro tem Harbicht, seconded by Council member Kovacic and CARRIED on roll call vote as follows to AUTHORIZE the City Manager to enter into Professional Services Agreements with WMM Associates for $21,000 and CHCG for $14,400 for Police and Fire Station Needs Assessment; and, APPROPRIATE $35,400 from the Capital Outlay Fund to finance these studies; and, DIRECT staff to, as soon as possible, secure a reliable figure for the cost of a new police facility, and prepare the necessary documents for approval in a timely manner, to put this question before the voters at the November 2, 1999 election. He became Executive Director for the Arcadia Red Cross; he led the effort to establish a new Chapter House at Methodist Hospital in Arcadia, and was the Executive Director until 1993. He lived in Arcadia for forty-eight years. Served eight years on the City Planning Commission and gave his time to numerous other organizations including: the San Gabriel Valley Symphony Board, the Santa Anita YMCA, the Arcadia Child Health Council, the Boy Scouts of America and the Kiwanis Club. In 1984, Jim was Citizen of the Year in Arcadia. Contributions in his memory can be made to the Arcadia Chapter of the American Red Cross.
