June 1, 1999 at 4:30 p,m. in the City Hall Administrative Conference Room. as authorized by the Arcadia City Charter, Section 408, and California Government Code Section 54956. The purpose of this meeting to consider the following agenda items. ROLL CALL: PRESENT: Councilmembers Harbicht, Kovacic, Marshall. Roncelli and Chandler ABSENT: None 1. AUDIENCE PARTICIPATION None. 2 STUDY SESSION 2a POLICE COfv1MUN~ Consideration of the report and recommendation regarding relocation of the Police ClITlONSClR. Communications Center from Fire Station NO.1 to the Police Station. Police Chief (ReIocaOOn) Garner explained in detail the advantages of moving police dispatch to the Police (AVTHORIZED) Department, where the dispatchers could interface with police staff on-site. He (J<l70~<(? believes the team concept is critical to the police organization. Police dispatch will work closely with police officers when on-site, During exceptionally busy periods. records clerks will be able to help in the dispatch center. Mayor Chandler, former Chief of the City of Los Angeles Housing Authority Police Department, noted it is invaluable to have dispatch staff working closely with police. In response to Council. staff advised the Police Department will contain the primary dispatch center in the station, and Fire Station NO.1 will serve as the backup center in case police dispatch goes down. Fire Station No, 1 will not be manned unless needed and dispatch personnel would then move to that site, Staff noted the relocation of police dispatch to the police station will cost approximately $800,000, more than two-thirds of which will be funded with asset seizure funds, In addition the State 9-1-1 System will pay approximately $250,000, which, with the relocation of police dispatch to the police department, will now be available to the City, Captain HInlg noted that no General Fund monies will be expended for the relocation, computer systems. software or infrastructure improvements. It was MOVED by Councilmember Marshall. seconded by Mayor Pro tem Harbicht and CARRIED to AUTHORIZE the relocation of Police Dispatch from Fire Station NO.1 to the Police Station, 3. City Attorney Miller recommended that an additional item of litigation be added to the f!) II}. '/ ',I Closed Session items this date. It was then MOVED by Mayor Pro tem Harbicht, seconded by Council member Marshall and CARRIED, that pursuant to Government Code Section 54954.2(b)(2) an immediate need to act arose after the agenda was prepared with regard to the case of Gilley vs. Arcadia.
