AUDIENCE PARTICIPATION None, 1 6r7199 5, POLICE FAC, PROJ, " 41:0142 Mayor Chandler opened the discussion regarding a potential Police Facility Project with a brief summary of events leading to this point in time: Eleven years ago a previous City Council, of which he was a member, approved the purchase of the Armory property for $2,3 million, This property has since been used for various activities including rental space to the School District. However, the site was originally purchased for a future police station, The existing police facility was built in 1956 to accommodate a totai staff of forty-five (45). The department currently has a full-time staff of ninety-four (94), twenty-five (25) part-time personnel and many others serving as reserve officers. civilian volunteers and Explorer Scouts. Approximately one-hundred (100) of these personnel use the station on a regular basis; the others intermittently, It was noted the station has some serious seismic deficiencies, The existing facility is basically too small and antiquated to allow a modem police department to function efficiently, Mayor Chandler noted that this Council has worked out a strategy, a logic of a way to move forward and meet the need for a new police facility which would be as efficient as possible, The Council was in agreement regarding a bond issue to fund construction of a police facility, in addition to the use of other City funds, I Mayor Pro tem Harbicht explained that, in the 1950's when the existing police station was constructed no one anticipated the current technology or in-line police work, nor the increase in population and police officers, Recently Council retained a consulting firm to provide a needs assessment of police operations and a station to meet the need for the next forty to fifty years, When the needs assessment is complete the consultant will provide an estimate of the cost for such a facility, Council plans to put the question of a bond issue before the voters at the November 2, 1999 County election, Resolutions will be placed on the Council's August 3" agenda to initiate this election. Prior to that a preliminary report will be I completed on the needs assessment. At the present time Council believes this figure will be approximately $16 million, The resources available at this time include $8 million from the Arcadia Redevelopment Agency, City reserve funds, in addition to citizen participation by financing general obligation bonds. The final figure will vary depending on the needs assessment report, he added. Mayor Pro tem Harbicht commented that citizens in the audience were invited to this meeting because they have demonstrated a commitment to Arcadia over a long period of time, and an influence in the community. The City is not going to appoint a committee to promote the bond issue, however, the Council has an expectation that a committee will form from the citizens in attendance this evening of its own volition, dedicated to inform the community of the need for an updated police station, Councilmember Roncelli commented that he is totally in favor of a bond issue in concert with other funds to construct a new police facility, Mr. Roncelli further announced that Mr. Stronach, the new owner of Santa Anita Race Track, requested that he convey that Mr, Stronach is behind the idea of constructing a new police facility also, and when the committee is formed Mr. Stronach will pledge $30,000 to the committee to run a good campaign, and assist in the dissemination of accurate information about the need for a new police facility. Mayor Pro tem Harbicht noted having these funds would allow the committee to concentrate on its main goal to inform the citizens and not have to be concerned about fund raising, I Councilmember Kovacic expressed his appreciation to Councilmember Roncelli for his efforts in securing the contribution, Mr. Kovacic noted that passing a bond 2 6f7199 41:0143 I issue by a 2/3 majority vote is difficult, especially if opposition should be raised. It is important to galvanize various groups in the community to form a sense of community to pass this bond... it is a worthwhile project. Councilmember Kovacic commented that he would have liked to see the bond issue include funds for a community auditorium, however, he realizes it would be difficult to find community support for two projects. Councilmember Marshall also expressed congratulations to Councilmember Roncelli for his interaction with Mr. Stronach on behalf of the community. Ms. Marshall commented further that the high value of Arcadia homes is mainly because Arcadia is a safe community and the school system... when the citizens of Arcadia are properly informed regarding the police facility they will feel that the bond issue is a good investment for property owners. I 6. I03C-YO PROF. SVCS. Consideration of the report and recommendation to approve contracts for CONTRACTS - Professional Services for bond counsel/disclosure counsel and financial advisor for BOND COUNSEL a possible Redevelopment Agency and City bond issue for a proposed Police ~~~~:~~~~ER Facility. Interviews with various firms have been completed and references checked. Staff recommended that the firms of Stradling, Yocca, Carlson and SVCS. FOR . POLICE FAC. Rauth be retained as bond counsel/disclosure counsel, and the firm of Fieldman, (Stradling, Yocca, Rolapp and Associates retained for financial advisory services. In addition staff Carlson & Rauth & recommended that the Redevelopment Agency Board appropriate $5,000 for bond Fieldman, Rolapp counsel and $5,000 for financial advisor services for .out-of-pocket expenses & Assoc.) incurred by these two firms while working on financing issues. It was noted that (APPROVED) both of these firms are very experienced in redevelopment and City financing plans and have worked with numerous municipalities in this regard. With respect to City financing, bond counsel will assist with the preparation of legal documents for the ballot measure and upon passage, prepare the legal documents and opinions required to sell the bonds. The financial advisor will provide a number of services to the City related to the bond issue, such as conducting a preliminary analysis of borrowing levels, costs, and probable revenues for an issue; prepare an analysis of the credit position and revenue generating capacity of property to be taxed; and prepare and present a financing analysis in matrix format, of revenue requirement, and debt and taxing alternatives. Redevelopment Agency financing with its tax increment would follow a City bond issue. Staff noted that an underwriter is not recommended for selection at this time. An underwriter would be responsible for developing the structure for a bond issue, and would ultimately market the bonds. The City and Agency have not as yet reached a decision of how certain bonds might be marketed, i.e., competitive versus negotiated. Staff noted that postponing this decision will not delay proceeding with a City ballot measure. Staff also noted the fee for these services will be taken from the proceeds of the bond sale. I Following a brief discussion, it was MOVED by Council/Agency Member Harbicht, seconded by Council/Agency Member Marshall and CARRIED on roll call vote as follows to AUTHORIZE the City Manager/Executive Director to EXECUTE contracts with Stradling. Yocca, Carlson and Rauth for bond counsel/disclosure counsel services, and with Fieldman, Rolapp and Associates for financial advisor services, subject to approval as to form by the City/Agency Attorney; and that the Redevelopment Agency Board APPROPRIATE $10,000 to cover out-of-pocket expenses for these services. 3 6/7/99 41:0144 AYES; .
