REGULAR MEETING
September 21, 1999
Pursuant to the foregoing adjournment of the September 7, 1999 Regular Meeting of the
City Council and the Arcadia Redevelopment Agency, the City Clerk appeared at the
time and place of adjournment.
There being no Councilmembers present, at 6:05 p.m. the City Clerk declared the
meeting adjourned to 6:30 p.m. this date for a Regular Meeting of the City Council and
the Arcadia Redevelopment Agency in the Conference Room of the Council Chambers.

It was MOVED by Mayor Chandler, seconded by Councilmember Roncelli and CARRIED
to EXCUSE the absence of Councilmember Kovacic.

It was MOVED by Mayor Pro tern Harbicht, seconded by Councilmember Marshall and
CARRIED that ordinances and resolutions be read by title only and that the reading in
full be WAIVED.
PRESENTATIONS
Mayor Chandler presented the Mayor's certificate to nine year old Amber Bogue for
outstanding service to the community. The Mayor stated, in part, that Amber
manufactured and sold $225 worth of snow cones in front of her house this summer in
order to help the "Feed the Children Organization". The $225 purchased 1,670 pounds
of food which will feed 800 children in third world countries.
Mayor Chandler presented the Mayor's certificate to George Weckerle for outstanding
service to the community and thanked him for being a good neighbor and helping to
keep the City clean.

CALIF. GOLD Mayor Chandler and Mayor Pro tern Harbicht presented Mayor's certificates to Dr. Dino
SOCCER TEAM Clarizio, Nick Marinez, Carl Swift, Jose Ruiz and Clint Greenwood, California Gold
Soccer team coaches, assistant coaches and trainers. Mayor Chandler and Mr.
Harbicht also introduced and presented Mayor's certificates to California Gold Soccer,
Silver Medallist team members in recognition of their success in the Verona Italy Cup,
July 1999.

Based on a review of information submitted with the Century-TCI Californian L.P.
(Transferor) application and supplemental information supplied by Adelphia
Communications Corporation (Transferee) legal counsel, City staff and consultant find
that Adelphia possesses the legal, technical and financial qualifications to operate the
cable television system and perform under the franchise. A complete listing of findings
is set forth in the September 21, 1999 staff report.
For clarification, Mayor Pro tern Harbicht noted neither the current terms and conditions
of service or rates, nor the operations of the system serving the City are expected to
change as a result of the transfer of the cable television franchise.
It was MOVED by Mayor Pro tern Harbicht, seconded by Councilmember Marshall and
CARRIED on roll call vote as follows that RESOLUTION NO. 6141 be and is hereby
ADOPTED, with the conditions set forth in the September 21, 1999 staff report.

MATTERS FROM ELECTED OFFICIALS
Councilmember Roncelli requested an updated report on existing proposals relative to
the Foulger Ford property, in particular, "uses" of the site.
City Manager Kelly, noted that a study sessio'n would be scheduled, possibly in October,
for Council discussion and consideration in regard to the Foulger Ford site and
surrounding properties.
Mr. Roncelli requested that staff check the newly installed burglar bars on a liquor store
at the comer of Colorado and First Avenue. He believes that burglar bars are against
City's regulations.
Mr. Roncelli noted that he is pleased that the City has a Code Enforcement Officer on
. duty on some weekends. Mr. Roncelli expressed concern regarding the posting of real
estate and garage sale signs throughout the City.
Mr. Roncelli expressed congratulations to Beth Costanza for her appointment as the
Executive Director of the Arcadia Chamber of Commerce.
Councilmember Marshall congratulated Beth Costanza. She felt that Ms. Costanza will
be a great asset to the Chamber of Commerce.
(Fashion Show) Ms. Marshall announced that the Arcadia Republican Women's Club is having a fashion
show and luncheon on Saturday, October 2nd at the San Gabriel Country Club.
(Natural Gas) Ms. Marshall commented on the weekly report received by Council which contained
information about the Compressed Natural Gas Study and shared an article from a
newspaper relative to that issue.

Councilmember Marshall's quote of the day: "The less government interferes with
private pursuits, the better for the general prosperity" by Martin Van Buren, 8th President
of the United States.
In response to Councilmember Roncelli's comments on real estate signs, Mayor Pro tern
Harbicht noted that the Board of Realtors has been extremely cooperative in informing
realtors about the City's sign regulations.
Mr. Harbicht referred to a letter from an Arcadia resident who questioned whether the
trees on Wigwam Drive are privately owned or public trees? Mr. Harbicht requested
that staff check the issue and report back to him of the final disposition.
Mr. Harbicht referred to another letter from an Arcadia citizen with regard to the traffic
sign off of Colorado Street at Baldwin Avenue. Mr. Harbicht presented the letters and
the photographs to the City Manager for the traffic engineer's review and a change in
signage .
Mayor Chandler announced that he accepted an invitation from the Mayor of the City of
Tai Shing and will be travelling to China next week with Dr. Sheng Chang and Min Mey
Chang. The Mayor noted the trip will be at no expense to the City.
(Family Festival Mayor Chandler reminded everyone to attend the City of Arcadia Family Festival and
& Open House Open House, on September 25, 1999 from 10:00 a.m. to 3:00 p.m. at City Hall. The
Sept. 25, 1999) Mayor thanked all private and corporate companies for their donations and contributions
in support of this family event.

In response to Councilmember Kovacic's comments, City Manager Kelly stated, in part,
that the wall between two properties is a civil private matter and the City does not have
any standards or restrictions with regard to the finish of such walls or fences.

(Trader Joe's) Councilmember Kovacic congratulated the City of Monrovia for securing a new Trader
Joe's store in that City. A successful post card campaign convinced Trader Joe
management to come to Monrovia.
(Private Trees) Mr. Kovacic would like to see a more comprehensive tree ordinance which would require
trees to be planted in new developments to replace trees that have been removed of a
certain size.
City Manager Kelly noted that during past years staff, the Planning Commission and
former councilmembers conducted studies with regard to public and private trees which
studies will be submitted to this Council in the near future for Council's information and
consideration.

In response to a Counciimember query, City Manager Kelly stated, in part, that staff will
contact CalTrans representatives and CLS Landscape Management with regard to the
maintenance and care of property adjacent to the Santa Anita Avenue on and off
freeway ramps.
Mayor Pro tern Harbicht said it is important to note that the City Council has supported
the Arcadia Festival of Bands in the past and will continue to support this event in the
future.

Councilmember Kovacic thanked the Arcadia Police Officers Association (APOA) for
their cooperation during the labor negotiation process, noting it is good news that the City
has reached agreement with all the employee bargaining units for the upcoming two
years.

ARCADIA GIRLS At the September 7, 1999 City Council meeting, the City Council directed staff to place
SENIOR on a future agenda the matter of providing a contribution of $500.00 from the General
SOFTBALL TEAM Fund to the Arcadia Girls Senior Softball Team to help defray some of the costs they
(APPROVED) incurred for travel to the Little League Western Regional Tournament. If approved the
{)/!:"O -~O award would be presented to the team at a future Council meeting.
Mayor Chandler noted that he presented the Arcadia Girls Senior Softball Team
members with the Mayor's Certificate of Achievement on September 11th at the County
Park.

CARRIED on roll call vote as follows to APPROVE a contribution of $500.00 to the

Dolly Cordano)
Mayor Pro lem Harbicht adjourned the meeting, "in memory of Dolly Cordano, beloved
wife and mother, who passed away peacefully on September 10, 1999. She was born on
April 3, 1924 in Los Angeles to Angelo and Angelina Franco-Costabile. She was an
active mernber of the Republican Woman's Club and involved in the Senior Citizen
Group at Holly Angels Church. Dolly had a passion for travel, she enjoyed and excelled

at home decorating, floral arranging and gold leafing. She loved Arcadia, especially the
High School. She is survived by her devoted husband of 49 years, Richard Cordano,
who is a personal friend of mine and probably almost everybody on this Council, and
probably known by just about anybody in the community who had some student go
through the high school in the last thirty years, Dick was principal of Arcadia High School
for many-many years, he is also a member of our Sister City Commission, and also her
daughter Debbi Cordano and a brother Victor Costabile. The services were held the
other day, Mayor Chandler attended, former Mayor Gilb, all of the members of the Sister
City Commission. We certainly regret Dolly's passing."
Mayor Pro tern Harbicht also adjourned the meeting, "in memory of Alyce Marie Jones.
She passed away peacefully at home on September 5, 1999 from the result of a stroke.
She was born on August 21,1917 in Des Moines, Iowa to Eldon and Nellie VanGinkle-
Cronk. She lived in Arcadia for over 60 years and was very involved in the community.
Probably many of you will remember that she was the Arcadia City Hostess for 27 years.
She was an active member of the Church of Jesus Christ of Latter-Day Saints. Alyce
was a great lady who never met a stranger. Her loving husband of 61 years, Charles
William Jones; her 3 children, Corky, Patty, Suzanne, 8 grandchildren and 5 great
grandchildren survive her.
"Their families and the community will sorely miss Dolly Cordano and Alyce Marie Jones.
I hope the loving memories that their families have of them will offer some consolation in
their loss. I'd like to adjourn in their memory."
At 8:00 p.m. the City Council Regular Meeting ADJOURNED to October 5, 1999 at 6:00
p.m., in the Conference Room of the Council Chambers for a Regular Meeting to
conduct the business of the City Council and Redevelopment Agency and any Closed
Session necessary to discuss personnel, litigation matters or evaluation of properties.
