WHITE CANE DAYS (Arcadia Lions Club) MINUTES CITY COUNCIL OF THE CITY OF ARCADIA and the ARCADIA REDEVELOPMENT AGENCY REGULAR MEETING October 5. 1999 Pursuant to the foregoing adjoumment of the September 21, 1999 Regular Meeting of the City Council and the Arcadia Redevelopment Agency, the City Clerk appeared at the time and place of adjoumment at 6:00 p.m" and announced that no closed or study session is scheduled and no quorum will be present until 7:00 p.m.. at which time the Regular Meeting will commence in the Council Chambers. Marshall, Roncelli and Harbicht ABSENT: Mayor Chandler It was MOVED by Councilmember Kovacic, seconded by Council member Marshall and CARRIED to EXCUSE the absence of Mayor Chandler. SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS None. It was MOVED by Councilmember Kovacic, seconded by Councilmember Roncelli and CARRIED that ordinances and resolutions be read by title only and that the reading in full be WAIVED. PRESENTATIONS Mayor Pro tem Harbicht presented a proclamation to Len and Cathy Hundshamer commending the Arcadia Festival of Bands which will take place on November 20. 1999, and proclaiming the month of November as Arcadia Festival of Bands Month. Mayor Pro tem Harbicht presented a proclamation to the Arcadia Lions Club. declaring the months of October and November, 1999 as White Cane Days. 4. ACHIEVEMENT Councilmember Roncelli introduced Mr. Harry Sneider. the owner of a fitness center in AWARD Arcadia, and congratulated him for his outstanding achievement in winning the world 1 10/5/99 (Sneider) 5. 6. Bond Election 11-2-99) IO~fJ - yO RONCELLI (Cathedral of Assisi) MARSHALL (McClain and C.O.P.S,) (Sludent Govemment Day) (Quote) KOVACIC (Methodist Hasp, Found, & High School Band) 41:0232 record award for weight lifting in Las Vegas, Mayor Pro tem Harbicht presented the Mayor's certificate of commendation to Mr. Sneider in recognition of his outstanding achievement in Las Vegas and also, his dedication to the good health and fitness of the young people of this community, I AUDIENCE PARTICIPATION 'I Chris McClain, President, Arcadia PTA Council. expressed appreciation to the City Council for approval of the Youth Service Coordinator position also for the installation of sidewalks at Foothills Middle School. Mrs, McClain announced that October 24'h through the 31 sl is National Red Ribbon Week. and reminded everyone to support the "No On Drugs" program by wearing a red ribbon during that week, Vince Folev, 320 Cambridge Drive. Chairman of Citizens Organized for a Police Station (C.O.P.S.) stated. in part, that the C.O.P.S committee has been formed to support the bond for this facility, and to help educate the citizens as to the need for a new police facility. Mr. Foley urged the citizens of Arcadia to vote "yes" on "Measure Co. at the November 2. 1999 Special Municipal Bond Election. which will authorize a 30-year. $8,0 million bond issue for construction of a new police facility. MA TIERS FROM ELECTED OFFICIALS City Clerk June Alford slated, in part, that the Ciiy of Arcadia will hold a Special Municipal Bond Election on November 2. 1999, This election has been consolidated with the Los Angeles County School District Elections and will be conducted by the County Election Department. Mrs, Alford stated that the votes will be counted at the Registrar- Recorder's Office in the City of Norwalk, beginning 8:00 p.m. on election night. Mrs. Alford commented that voters may obtain Absentee Ballot Applications from the City Clerk's office. She also stated that voters may telephone the City Clerk's office for polling place locations on election day, I In reference to the prayer of St. Francis of Assisi offered by Father Wallace. Council member Roncelli noted that last weekend he visited an art show at the Art Museum in San Francisco with regard to the cathedral in Assisi. Proceeds will benefit the reconstruction of the ceiling of this cathedral, Councilmember Marshall thanked Chris McClain for assuming the position of PTA Council President. This is a monumental job, Ms, Marshall expressed appreciation to the C.O,P.S, committee for their hard work on the bond issue. Ms. Marshall noted that she was able to participate for the first time this week in the Student Govemment Day. Every year students from Arcadia High School spend a moming with Councilmembers and various staff members. Ms. Marshall stated, it was a wonderful experience and she enjoyed spending time with the students. Councilmember Marshall's quote of the day: "Were we directed from Washington when to sow and when to reap we would soon want bread". by Thomas Jefferson in 1821. Councilmember Kovacic congratulated the Arcadia Methodist Hospital Foundation members for their successful annual Crystal Ball fundraising event. Proceeds will benefit educational programs in Arcadia and neighboring communities. Mr. Kovacic also congratulated Arcadia High School and the band for their tremendous music programs. Mayor Pro tem Harbicht announced that the Upper San Gabriel Valley Municipal Water District will be distributing two (2) free ultra low flush toilets to the residents within the district, on Saturday October 16, at South EI Monte High School and Saturday November 6,1999 at San Gabriel High School. from 9:00 a.m, to 2:00 p.m, (Household Mr. Harbicht announced that the County Household Hazardous Waste Roundup will be Hazardous held on Saturday October 9, 1999, from 9:00 a.m. to 3:00 p.m., at the Los Angeles Waste Roundup) County Department of Public Works Flood Control Maintenance Yard, 160 East Longden Avenue in Irwindale. The number of required regional housing units for the City of Arcadia is 461. which is too high for a built-out City like Arcadia, according to staff, The City will be able to meet a portion of this requirement by providing low-income senior housing. A detailed report will be presented to the City Council, at a future date, which will setforth the consequences of non-compliance. 7. THE CITY COUNCIL RECESSED TO ACT AS THE ARCADIA REDEVELOPMENT AGENCY ROLL CALL PRESENT: Agency Members Kovacic, Marshall, Roncelli and Harbicht ABSENT: Agency Member Chandler It was MOVED by Agency Member Kovacic, seconded by Agency Member Marshall and CARRIED to EXCUSE the absence of Agency Member Chandler. 7a. DESIGN REVIEW Consideration of the report and recommendation to approve the design review for the (25 E. Huntington property at 25 East Huntington Drive (Arcadia Executive Suites). The applicant Mr. Don Drive -: Arcadia Mear, Pacific Design Group, Architect, proposed to remodel the existing structure and Executive SUites) parking area for aesthetic and business reasons. The exterior remodeling is the focus of (APPROVED) the design review. The applicant prepared and provided plans, a color board, as well as ()(, '-/0 _ "10 a colored elevation of the building as set forth in October 5. 1999 staff report. The report noted also that the applicant is applying for the Agency's Commercial Fac;;ade Rehabilitation Program funds, In response to Council's question staff stated, in part. a new sign "REMAX" in channel letters with the street address will be mounted on the front fac;;ade of the structure, Further, with the exception of one project, there is no basic signage theme in the project area. LOGO I In response to Councilmember Marshall. City Manager Kelly briefly explained the City of Arcadia's Emergency Operations Plan. Mr. Kelly stated. in part, if a 5.0 or greater magnitude earthquake occurred in the immediate vicinity, City employees and the City I Council should report to the Emergency Operations Center at Fire Station No.1. Fuerst, AI Soldate and Jim Brewer) Mayor Pro tern Harbicht adjourned the meeting. "in memory of three Arcadia citizens who passed away since the last meeting, the first is Mary Elizabeth Fuerst, who passed away on September 25, 1999. Mary Beth was born on 1912 in Great Bend, North Dakota, was raised in SI. Paul, Minnesota where she attended the University of Minnesota. She moved to California in 1943 and settled in Arcadia. She was very active in community affairs, in fact the Arcadia Tribune use to identify her as Mrs. Arcadia. She was president of Holly Avenue PTA and the Arcadia Council of PTA. She was also on the steering committee that did the groundwork to establish the Methodist Hospital in Arcadia. She was active in the beginnings of the Episcopal Church in Arcadia. She served as president of the Episcopal Church Women. As a young women she served as Honored Queen of Job's Daughters. Bethel 3 in Minnesota and as an adult she served as Guardian of Job's Daughters. Bethel 215 in Arcadia. She was also president of the Arcadia Women's Club. She was an Arcadia Recreation Commissioner, District President of the San Gabriel Valley Camp Fire Girls and a Blue Bird & Camp Fire leader and on and on. She is survived by one daughter, Mary Jane Fuerst Salcido; two grandsons and two great grandchildren. 4 1 0/5/99 I 41 :0235 I "I would also like to adjourned tonight's meeting in memory of AI Soldate who passed away a little over a week ago. AI was a long time member of our community and was involved in a number of things, I knew AI through the Arcadia Rotary Club, he was president of the Rotary Club many years ago. His wife Mary served as a Planning Commissioner in Arcadia back in the early 80's. I'd like to adjourn in memory of AI Sold ate. "And finally I'd like to adjourn the meeting in memory of Jim Brewer. Jim passed away last Friday and he was another person who has for many-many years been very active in our community, going back to, I believe, the 70's Jim was very active in the Music Club and I believe he was president of the Music Club and was one of their really stalwart members. He also has been very active in the Arcadia Rotary Club for many-many years. Some of you may recognize his name but don't know him, Jim ran for the Arcadia City Council, I believe it was eight years ago and came within about 200 votes of being elected. He is survived by his wife Barbara. I'd like to close this meeting in memory of Jim Brewer."
