Pursuant to the foregoing adjournment of the November 2, 1999 Regular Meeting of the
City Council and the Arcadia Redevelopment Agency, the City Clerk appeared at the
time and place of adjournment at 6:00 p,m" and announced that no closed or study
session is scheduled and no quorum will be present until 7:00 p.m" at which time the
Regular Meeting will commence in the Council Chambers,

City Manager, Kelly, requested that Agenda Item 10c. "recommendation to approve a
preliminary design plan for the Arcadia Historical Museum", be taken out of agenda order

PRESENTATION
Mayor Chandler read and presented a proclamation to the Arcadia Child Health Council
declaring November as Arcadia Child Health Council Month, Mrs, Ann Park thanked the
City on behalf of the Arcadia Child Health Council.
It was MOVED by Mayor Pro tern Harbicht, seconded by Councilmember Marshall and
CARRIED that ordinanCeS and resolutions be read by tille only and that the reading in
full be WAIVED,
AUDIENCE PARTICIPATION
Celia Corral, Innovations for Women, 27 S. First Avenue, President, Arcadia Business
Association, thanked the City Council for allowing the ABA to have the First Avenue
Holiday Street Fair, on Wednesday, November 17, 1999 from 4:00 p,m, to 8:00 p.m.
Ms, Corral invited everyone to participate and make this a very successful event.
Bob Hoherd, thanked everyone who voted yes on Measure C, He also expressed his
appreciation to Mr. Vince Foley for his leadership and efforts on the C.O.P,S committee,
Mr. Hoherd appealed to four Councilmembers to join Councilmember Roncelli and
pledge that the new police facility will not cost one penny more than the $16 million that
Council budgeted for the project.

On March 16, 1999, the City Council approved a Lease Agreement with the Arcadia
Historical Society which sets forth the terms and conditions for th~ design and
construction of a new historical museum, The Agreement requires final design approval
by the City Council. Upon approval, the construction drawings and documents will be
prepared, followed by a final cost estimate,

Staff requested that the City Council approve the 4,000 square foot museum design, the
building elevations, and the proposed materials, The preliminary cost estimate is
approximately $660,000, with an additional $70,000 in optional items, The most
significant reason for the increased cost estimate, which was above that originally
established, is because the Needs Assessment identified a building size greater than
anticipated,
Ms, Ann Mooney of Sparano and Mooney (SMA); architects, presented information and
answered questions regarding the design of the new museum, the building elevations,
and the proposed materials,
It was MOVED by Mayor Pro tem Harbichl, seconded by Council member Roncelli and
CARRIED on roll call vote as follows to APPROVE the design plans for the Arcadia
Historical Museum as presented; and, SPECIFY that the museum be named "The Ruth
and Charles Gilb Arcadia Historical Museum",

MATTERS FROM ELECTED OFFICIALS

Councilmember RonceIli urged everyone to attend the play "Light Up the Sky" at the
Pasadena Play House and enjoy the performance of a 1976 Arcadia High School
graduate, Milan Dragicevich.
Mr, Roncelli hoped that the City would be able to receive some of the tobacco rebate
funds,
Mr. RonceIli was pleased that the Citizens' Financial Advisory Committee's
recommendation for a Request For Proposal is being implemented and the City will start
preparing the annual City budget using that proposal.
Mr. RonceIli welcomed Steven Deitsch, City Attorney, and noted, according to the latest
report the City has twenty-one (21) pending claims and lawsuits, he would like to know
what the goal is with regard to reducing the number of claims.
Mr. Roncelli was pleased that the City now has two Code Services Officers on board, He
hoped that the City could use some of the Code Services Officer's time on weekends
because that seems to be the time when people put up illegal signs.
Mr. Roncelli referred to articles written by Mayor Chandler and Councilmember Kovacic
with regard to Measure C, He felt the bond issue passed because there was a legitimate
reason for it. The citizens realized the need for a new police facility and voted for it. He
hoped the City Council would join him in pledging that they will not spend more than $16
million for the police facility,

Ms. Marshall expanded an Council member Roncelli and Mr, Hoherd's comments stating,
in part, that the $16 million appropriated far the police facility project should be adequate
for what is needed, She felt if the Council put a cap of $16 million on this project, staff,
planners and builders would be aware from the beginning where the Council stands, If
the project can not proceed and succeed with $16 million, then something will have to be
downsized or deleted, She believes the City Council has an obligation to the taxpayers
to not spend more than that which has been allocated for this project, Ms. Marshall
suggested Council give some thought to the proposed cap of $16 million, and a vote be
taken,
Councilmember Kovacic noted that at this point he is not willing to design or assist in
designing a police station based on an educated guess of the needs assessment
submitted by WMM Architects. He would like to know when a valid cost estimate is
going to be available and, at that point he would be prepared to put a ceiling on the cost.
In response to this question, City Manager Kelly stated, in part, that when the building or
project design for the new police station is ready the Council should revisit the project
and look at alternates or adjustments accordingly. Sometime in the future the Council
will receive another report more refined as to the actual cost.
After a brief discussion, and as suggested by City Attorney Deitsch, it was MOVED by
Councilmember Marshall, seconded by Council member Roncelli and CARRIED an roll
call vote as follows; to DIRECT staff to submit a more refined cost estimate to the City
Council for consideration at a future meeting, for construction of the police facility, and a
discussion of a cap on the cost of the project.

In response to Councilmember Marshall's question, City Manager Kelly explained in
detail the bidding procedures and process for the police facility project which included;
value engineering and pre-bid conference, He would not recommend the involvement of
the citizens in the process because of the legal iSSueS,
Council member Marshall shared a saying by Kingsley, "There are two freedoms, the
false, where a man is free to do what he likes, and the true, where a man is free to do
what he ought."
Council member Kovacic suggested putting the posting date on real estate for sale and/or
lease signs in order for the City to know when the permitted period of posting a sign,
which according to the code is six months, has expired,
Mr. Kovacic congratulated Ruth and Charles Gilb on the design of the Historical
Museum, He noted that it will be an exciting project and he is looking forward to the
opening ceremony,
Mr. Kovacic encouraged everyone to attend the Arcadia Band Review on Saturday,
November 21, 1999.

Mr, Kovacic stated Council member Roncelli make some good points in regard to not
spending more than $16 million on the police facility. He thinks it is important to remind
everyone that no one on this Council voted for Downtown 2000 and to suggest that
somehow, somebody was sitting on the Council and trying to pull something on the City
of Arcadia is an insult to the previous Council. Mr, Kovacic felt that cynicism is really a
disease of local politics and a healthy skepticism is important in dealing with City politics,

Mr. Kovacic thanked everyone for their birthday wishes and noted that Arcadia Fire
Chief, Peter Bonano, was born the exact same day and the same year; November 16,
, 1951,
Mayor Pro tem Harbicht requested that the City Manager make the necessary
arrangements for the Arcadia City Council to visit the Anoakia property,
Mr. Harbicht noted that the armory property was originally owned by the City of Arcadia
and was sold to the State for $1,00 in 1947. About twelve (12) years ago the state
offered to sell the property back for $4.0 million. After negotiations the City purchased
the property for $1,4 million for the express purpose of building a new police station,
The day of the election for the bond measure was a very happy occasion for everyone in
the City, particularly for some of us who had been there at the very start,
Mr. Harbicht referred to a Council comment with regard to the Downtown 2000 project
and the City spending too much money on that, noting there were a number of other
projects that were done in conjunction with the downtown project, He felt to continue to
harp on one project, ignores some other things that this City has done, which were on
time and on budget; projects that the community could be proud of, such as: the Arcadia
Public Library expansion, Fire Station #2 and construction of the Community Center.

With regard to the Fire Suppression District Measure, Mr. Harbicht stated, in part, that in
order to cover the budget shortfall in the City, there were two choices; either make
significant cuts in spending, or vote on additional taxes, The voters choose not to vote
for additional taxes and they decided to cut services, As a result the City now has three
men instead of four on each fire truck; does not have as many police officers as we did
before; street sweeping is still every other week instead of every week; and a number of
other cuts were made... To suggest that the City did not need the money is just simply
not the case, The City needed the money and still does,
Mayor Chandler thanked the citizens for voting for Measure C,
City Clerk June Alford administered the Oath of Office to June Fee and John Wuo,
incoming board members of the Arcadia Centennial Celebration Commission, Mayor
Chandler expressed congratulations and presented each commission member with a
City pin and an identification card.

AMENDMENT TO The Redevelopment Agency received a request for financial assistance from Pok A
DOWNTOWN Dots, a business currently leasing a building within the downtown area at 201 South First
BUSINESS Avenue, They are requesting assistance to purchase a building within the downtown to
~;;;'~~;~~%N & relocate their business. The current Downtown Business Attraction and Expansion
PROGRAM Program guidelines was adopted on March 3, 1996 which provides financial assistance
(APPROVED) to new and expanding businesses in the Central Business District, This program does
. not provide for relocation assistance for businesses within the City. In order to approve
06.\ 0 - ()~C. the POK A Dots request the Agency needs to amend the guidelines,
POK A Dots is a business that has been in Arcadia for over fifteen (15) years, the last five
in the downtown just outside the Redevelopment Project area, This business primarily
involves the sale and rental of costumes and other related items, Due to a significant
rent increase they need to relocate the business and would prefer to remain in Arcadia,
The cost to purchase, renovate and relocate is very high and they requested $15,000 in
financial assistance from the Redevelopment Agency. If a business qualifies for the
assistance, an agreement is prepared and executed and recorded on the property.
The request from Pok A Dots has been reviewed by staff for eligibility for this assistance,
The one potential conflict with the Pok A Dots request and the guidelines is criterion No.
7 which reads in part "Business must be new to Arcadia, relocating from another City or
expanding", The intent of the relocation restriction is to prevent the Agen.cy from
assisting businesses from relocating from one part of the City to another. In this
particular case. this busineSS is moving just a couple blocks, thus remaining in the same
immediate area,
In the discussion Agency Member Harbicht noted that this program is not a giveaway,
this is an investment. The Agency will only do this as an investment, expecting it will
pay back more than the Agency invested, He felt that this business will enhance the
area and agreed with the staff recommendation,
It was MOVED by Agency Member Harbicht, seconded by Agency Member Marshall and
CARRIED on roll call vote as follows to AMEND the Downtown Business Attraction and
Expansion Guidelines to include the language suggested by the City Attorney in Criteria
for Financial Assistance, Item No.7, to read as follows: "Demonstrated need for
financial assistance by application, Business must be new to Arcadia, relocating from
another City, demonstrably prepared to relocate immanently from Arcadia to another
City, or expanding",

fire hydrants, manholes, curbs etc, that are located in their true geographic coordinates,
including their elevation information. The files may be displayed on a computer screen
and used in various programs such as AutoCAD (Computer Aided Design), ArcView, or
Microsoft PowerPoint for Engineering, Planning presentations, or for printing on the new
high-resolution printers,
Gary Lewis, Public Works Project Manager, responded in detail to Council's question in
regard to the aerial digital orthophotography.

on roll call vote as follows to AWARD a Professional Services Agreement in the amount
of $69,800.00 to Landata Airborne Systems Inc. for black and white 6-inch pixel aerial

PASADENA The annual Pasadena Showcase House of Design, sponsored by the Pasadena Junior
JUNIOR Philharmonic Committee, has selected an Arcadia home for their Showcase House
PHILHARMONIC 2000, The selected house is located at 995 Hampton Road, situated on 1,79 acres in the

company to meet with all affected businesses along Huntington Drive, particularly the

to secure the approval of the affected businesses, Generally some arrangement is
reached so the businesses are not negatively impacted financially as a result of the
filming, Staff recommended that the City Council authorize the City Manager to make a
determination that, if an affected business does not approve the closure and the film
company made a reasonable attempt to reach an agreement with the business, then the
City Manager can provide final approval of the street closure,
Consideration of the report and recommendation to approve a request from Paramount
Pictures to close portions of Huntington Drive on an intermittent basis between Santa
Clara Street and Santa Anita Avenue between the hours of 9:00 p.m, and 6:00 a,m, for a
film production. The movie "Numbers" will be filmed in parts of Arcadia over eight days
from December 8 to December 17, 1999, Most of the filming will take place on the
Foulger Ford property located at 55 West Huntington Drive.
Considerable discussion ensued centered on the daytime closure of Huntington Drive
and the use of Police staffing for re-routing traffic along Santa Anita Avenue north of
Huntington Drive to Santa Clara Street.

Consideration of the report and recommendation to approve an agreement with the
Ferguson Group for National Legislative Advocacy services jointly with the City of Sierra
Madre. Over the past five years, The Ferguson Group has provided a great deal of
assistance to the City in obtaining various grant funds used to complete major
infrastructure projects for the Public Works Services Department. The professionals in
this firm possess an astute understanding of the federal policy-making process, and they
specialize in the issues of concern to public agencies, including water and natural
resources, economic development, transportation, environmental regulations and social
services,
Currently, The Ferguson Group represents the City of Arcadia and the City of Sierra
Madre jointly in securing funding for the Arcadia-Sierra Madre Water infrastructure
Restoration Project and the Santa Anita Creek Project. Through the efforts of The
Ferguson Group, Sierra Madre and Arcadia's water operations have received
approximately $4 million in grants for water projects OVer the past five years,
The City Council at its joint meeting with the City of Sierra Madre discussed the retention
of The Ferguson Group on a trial basis and the staff was directed to proceed with the
development of an agreement.
The Ferguson Group proposed a retainer of $5,000 per month which covers 20 hours of
principal time, Arcadia's share would be $2,500 per month for 10 hours, or $30,000 per
year, plus $10,000 contingency and $8,000 in overhead expense. The total amount
would be split between the Water Fund, Redevelopment Fund and the General Fund,
It was MOVED by Mayor Pro tem Harbicht, seconded by Councilmember Marshall and
CARRIED on roll call vote as follows to AUTHORIZE the City Manager to EXECUTE an
agreement with The Ferguson Group to represent the City jointly with the City of Sierra
Madre on legislative issues and revenue opportunities, subject to review and approval by

"It is actually my sad duty to adjoum this meeting in memory of Joyce Macartney, Joyce
was bom in Chicago in 1940 and was raised in Arcadia and graduated from Arcadia High
School in 1957, She worked at Arcadia Methodist Hospital for awhile; and met her
husband Phil and they got married and gave birth to her son Scott, And then in

December of 1983, JOYCe went to work for the Arcadia Chamber of Commerce and I
everyone who had any contact with the Chamber between 1983 and about a year ago
are sure to know Joyce, her outgoing personality, humor and warmth were a hallmark of
the Chamber. She edited the Chamber's Newsletter and she was also, while working at
the Chamber, the secretary of the Arcadia Toumament of Roses Association, and every
day people would stop by just to say hello to Joyce, Joyce has fought a long battle with
cancer and unfortunately passed away recently, I would like to adjoum this meeting in
Joyce Macartney's memory,"
Councilmember Kovacic adjourned the meeting, "in memory of Carolyn "Carrie" Sola,
Carrie was born in New York City in 1924 and passed away recently, Services were held
at Holly Angels Catholic Church in Arcadia, Carrie lived a long and productive life that
was punctuated by her bubbly personality, endearing smile, great Italian cooking and a
wicked tennis game, She was a resident of Arcadia for over 35 years and unfortunately
she had to endure the last two years with Alzheimer's disease, She is survived by her
husband Lou, her daughter Sue, sons John and Mark. and Mark happens to be a very
good friend of mine from Dana Junior High and Arcadia High School. And so on behalf
of the Sola family I would like to adjoum this meeting in the memory of Carrie Sola,"
