JOINT MEETING
NOVEMBER 30,1999
The Arcadia City Council/Redevelopment Agency and the Arcadia Unified School
District, Goveming Board met in a joint session on Tuesday November 30, 1999 at 6:00
p.m. at the Community Center, 375 Campus Drive,

SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS

AUDIENCE PARTICIPATION

Jessica Anderson, Youth Services Supervisor, who has been with the City for two
months. presented an update of the new Youth Services Program in the Arcadia schools.
Ms. Anderson stated. in part, that she has met with School, Library and City officials and
has helped with the Elementary Schools recreation projects such as cheerleading.

football and preparation of a Christmas brochure. Her future goal is to meet individually
with the teachers and principals at the middle schools and acquire information in regard I
to the programs that they would like to have at each site.
City Manager Kelly noted the City Council and the School Board jointly fund this program
and it is part of the Youth Master Plan, The selection of the activity leaders is in
process and the program is on a positive start. In regard to staffing, Mr. Kelly fell that
pre-internships are good idea. This program will be offered at the school campuses.
In response to Council's question Ms, Anderson, stated, in part. that there are different
interests at each school in terms of intramural sports, recreational activities, and
assistant in homework and computer labs.
In discussion. City Manager Kelly noted that the City Council would receive a report
periodically on the status of the Youth Services program.

YOUTH AND In the discussion conceming the "YES" (Youth and Educational Support) Program for the
EDUCATIONAL Arcadia High SchoOl, City Manager Kelly noted that the real focus of this community is to
SUPPORT build a relationship between the child and public safety. The suggested program, if
PROGRAM - approved, will be effected in the 2000-2001 fiscal year.

Police Chief David Hinig stated, in part. that the Police Department uses Drug Abuse
Resistance Education (DAR.E,), Gang Resistance Education And Training (GREAT),
and Adopt-A-School programs to interact with students and the Arcadia Unified School
District. A police presence is in place at all district Schools with the exception of Arcadia
High. The Police Department has worked in concert with District officials to establish a
position that will be known as the Youth and Educational Support (Y.E.S.) officer. The
position will be staffed by a full-time sworn peace officer form the Arcadia Police
Department who will be assigned predominantly to the Arcadia High School campus.
Personnel costs for the program are estimated at $83,200 annually. It is proposed that
the Police Department fund 50% with the Arcadia Unified School District providing the
other 50%. This amounts to-an expenditure of $41,600 each for the City and the District.
The Police Department proposes to cover all logistical support costs and expenses
related to training unless the AUSD identifies a specific training need unique to the
school environment. Additionally, AUSD will provide dedicated telephone access and
will cover costs of on-site photocopy needs. Operational guidelines and duties of the
Y.E.S, officer are set forth in detail in the November 30, 1999 staff report,
Mimi Hennessy, Superintendent AUSD. fell that everything is covered perfectly in the
proposal and it is well put. She noted this will give the City and the School District real
opportunity to continue to work together in a way, which not only protects students but
also enhances the general well being of the community.
In response to a Board Member question Chief Hinig stated, in part, The officer would be
assigned to a 4/10 work schedule. working four days a week, ten hours per day. The
days of the week will be determined by needs and activities occurring on and around the
campus,
The City Manager commented that he and Superintendent Hennessy will meet once a
month and make some adjustments to the programs. if needed, Mr. Kelly felt putting
this issue on target for July 1st, in terms of the approval by both the City Council and the
School Board will give enough time for appropriate adjustments.

School Board Member Steinmeier stated, in part that she is delighted that the City
recognizes that this is not a security officer position. The School Board was not looking
to add a security officer on the campus but somebody who would be a resource for kids
to go to.
At 6:30 p.m, the Joint Meeting of the City Council and the Arcadia Unified School District
Board of Education ADJOURNED; the City Council to Tuesday December 7, 1999 at
6:00 p.m. in the Conference Room of the Council Chambers for a Regular Meeting to
conduct the business of the City Council and Redevelopment Agency and any Closed
Session necessary to discuss personnel, litigation matters or evaluation of properties,
