PRESENTATION
On behalf of the Arcadia Beautiful Commission, Chairperson Helen Dahlstrom
congratulated the winners of the Arcadia Second Annual Holiday Home Decoration
Awards. and thanked all the residents and businesses who participated. Mrs.
Dahlstrom stated the Commission's criteria for the awards was the way the holiday lights
were displayed. not the quantity of lights displayed, Judging was completed by the
Commission in two (2) nights; the enthusiasm of the residents and businesses who
participated was commended. The Commission is hopeful that as these awards become
more popular. more residents will participate in the coming years.

Gloria Vertz; Awards Chairperson, and Mayor Harbicht presented the Holiday Home
Decoration Awards to the following winners:
Mrs. Vertz announced there will be a reception following the awards presentation.
Chairperson Dahlstrom invited interested people to attend the annual Arbor Day
Celebration scheduled for March 3, 1998 at Longley Way Elementary School; the City I
will plant a tree and students will be involved'in the ceremony, She also encouraged
submission of business or residence entries for the Annual Arcadia Beautiful Awards.
The entries must be submitted to City Hall by April 1, 1998, with judging to occur in the
middle of April and awards presented in May 1998.
The Mayor thanked participants and congratulated winners of the Holiday Home
Decoration Awards.
At 6:48 p.m, the City Council RECESSED and RECONVENED the Regular Meeting in
the Council Chambers at 7:04 p.m.

PRESENTATION
Arcadia Parl<s Mayor Harbicht and Councilmember Kuhn, Council liaison to the Arcadia Parks and
and Recreation Recreation Commission, presented each member of the commission with the Mayor's
Commission Certificate of Commendation in honor and appreciation of their worl< in concert with
01, J;; e, e> Parks and Recreation Director Jerry Collins in advising Council on matters conceming
community recreational activities and City parl<s. This five-person commission was
created by the City Charter; they have worl<ed very hard and made significant
contributions to the City. Arcadia Parl<s and Recreation Commission members receiving
the award were Jim Barrows, Pat Gibson, Don Kennedy, Steve Phillipi, and John Wuo.
Mayor Harbicht thanked the commission members on behalf of the citizens of Arcadia
for the time and effort they put into this Commission.

QUESTIONS FROM COUNCIU REDEVELOPMENT AGENCY REGARDING AGENDA ITEMS
Staff responded, in part, to Council's question regarding the source of funds for Agenda,
Item 11b, The funds will come from the 1997-98 Operating Budget Water Fund; the
amount of $49,850,00 are expenses for one (1) year, beginning January 1, 1998 with
testing occurring at the rate of about 180 to 200 tests per month. The new purchasing
manual requires contracts of this amount to go out for bid and come before Council for
approval. Handling this expenditure through the bid process will reduce the City's actual
costs for its water testing. Staff noted that following evaluation of this one year service,
a multi-year contract would be feasible.
Regarding Item 11 c staff responded, in part, that the City can recoup some of the
expended funds for paramedic supplies through Fire Department billing of residents
and/or residents' insurance companies who have utilized paramedic services,
Regarding Item 11d staff responded, in part, that the company that installed the
equipment/cabling only does the installation, they do not provide maintenance; therefore
staff went out to bid for a maintenance contract for the hardware, Three companies
were sent the bid packet; for whatever reason, only one company responded. Staff
stated that previously the City has paid approximately $14,000.00 per year for this type
of maintenance.
Item 11 e clarification provided by staff confinned that sales tax in Los Angeles County is
8,25%, and 6% for the State of Califomia; Transportation Development Act (TDA)
funding sources are the Los Angeles County Metropolitan Transportation Authority
(LACMTA) and the Southem Califomia Association of Govemments (SCAG) -
Proposition A and C funding is Los Angeles County only - the TDA funds are state
programs, The Arcadia Transit's Operating budget is derived 70% from A and C
revenues and the fare box revenues and 30% -from TDA funds, Federal funds are used
by the City to cover 80% of the capital purchases of vehicles. None of the funds for the
Arcadia Transit come from the City's general operating budget. These TDA funds come
in after the beginning of the fiscal year, and are based on the estimated tax revenues
during the fiscal year - the funds to be received under this item will be for Fiscal Year
1997-98.
Staff explained Item 11f; the layoff severance package for fire department personnel,
the approximated cost of $10,000,00 is an accumulation of the varying pay as based
upon years of service and other matters - each person having a different amount - with
four people totaling $10,000.00.
Discussion ensued regarding the process of handling Consent Agenda Items, additional
infonnation for the clarification to Council and the edification of the audience who do not
have access to such infonnation.

PUBLIC HEARING
RESOLUTION City Manager William Kelly presented and read the title of RESOLUTION NO. 6030 I
NO. 6030 entitled, "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARCADIA,
FUND ALLOC. CALIFORNIA, AUTHORIZING THE ARCADIA POLICE DEPARTMENT TO USE
USE S.B. 11 FUNDS ALLOCATED FROM SENATE BILL 11 FOR THE PURPOSE OF 'FRONT LINE
(Front Line POLICE SERVICES','

(ADOPTED) The City Manager stated, in part, that funds allocated by the State of Califomia through
OJ >0 '7 'I Senate Bill 11 are for front line services as defined and determined by the Chief of
- <<. Police. The law requires public input prior to Council action, and the Chiefs formal
submittal.
Police Chief Ronnie Gamer presented the staff report and recommendation stating, in
part, that Senate Bill 11 is also entitled "The Citizen's Option for Public Safety', a
program developed by Govemor Wilson with the concurrence of the State Legislature to
provide money directly to cities and counties for front line law enforcement services.
The three conditions of application for this program are: (1) They must be spent for front
line police services in accordance with a plan submitted by the Chief of Police; (2) they
must not supplant what has been or should be general fund expenditures from the City;
and (3) the spending plan must develop an audit trail that can be audited by the State.
Staff met, examined the departmental needs and desired front line police services that
would not supplant general fund expenditures, and subsequently identified four (4) items:
an operational backup communications system ($70,000.00), a field report writing
system ($32,000.00), convert existing white patrol vehicles to the black and white color
scheme ($13,000.00), and hardware for the Crime Analysis Unit ($5,000.00), for a total
0[$120,000,00.

Chief Gamer explained in detail how each item would enhance the City's front line police
services. He stated, in part, that the City currently has a primary communication for the
Fire and Police Departments at the Fire Station. The City had a back up system that is
no longer functional; parts can no longer be obtained, brittle wiring, and the system was
removed. There is no current redundant communications networ1< available to
emergency City services.
The field report writing system is a software package that produces report forms with a
laptop computer allowing the police officers in the field to write the reports, About 9,000
reports are generated each year. Using the laptop computer with this software package
will eliminate the current time consuming process of the officers leaving the field to
come into the office to write the reports, then submitting the reports to the sergeant.
Conversion of the Police Department fleet to black and white colors will involve painting
ten (10) of the seventeen (17) patrol cars. (The remaining seven (7) vehicles are being
replaced as part of the normal fleet rotation.) retuming to the traditional black and white
police cars will greatly increase visibility in the community.
The Crime Analysis Unit collects, collates, analyzes, and disseminates crime data to
police personnel, surrounding jurisdictions, and the public. Cross-referencing of data
helps police managers deploy personnel and resources more effectively to address
current crime problems, To achieve maximum effectiveness of the unit's capabilities, a
plotter-printer and hard disk to produce full size situation maps to convey criminal
activities for briefings and investigations is needed. The materials produced from the I
plotter-printer could also be used to make public presentations.

In response to Council's questions, Chief Gamer stated, in part, .that last year money
spent for the Crime Analysis Unit consisted of the salary of the Crime Analyst, hardware
and software for the unit, b.ut not a printer-plotter. The back up communications system
will have no. impact on a future decision of whether or not to combine or contract with
Verdugo Dispatch for the Fire Department.
Mayor Harbicht OPENED the public hearing, No one came forward to address the
Council,
It was MOVED by Mayor Pro tern Kovacic, seconded by.Councilmember Kuhn and
CARRIED to CLOSE the public hearing.
It was MOVED by Councilmember Young, seconded by Mayor Pro tern Kovacic and
CARRIED on roll call vote as follows to ADOPT Resolution No. 6030, authorizing the
Arcadia Police Department to use funds allocated from Senate Bill 11 for the purpose of
"Front Line Police Services."

AUDIENCE PARTICIPATION
Gino Roncelli, Arcadia resident, commented, in part, on his concern about the Library
being closed on Fridays which he feels has a negative effect on the citizens, He
reported on a meeting he had with staff earlier today regarding Arcadia Redevelopment
Agency (ARA) funds ($386,000.00) received in August 1997 for unexpected back
property taxes. Mr, Roncelli urged Council to take action to transfer $25,000.00 of this
money from the Redevelopment Agency to the City's General Fund to be used for
reopening the Library on Fridays through the end of this fiscal year.
After some discussion of the possibility of using these funds for this purpose and the
necessary process the City must follow, Mayor Pro tern Kovacic suggested that staff look
into this matter and return to Council with a report at the next Council meeting,
Gail Marshall, 2300 block Lee Avenue, expanded on Mr, Roncelli's comments stating, in
part, that information she gleaned from the City's candidate's workshop was that the
money transfer could occur through a specific process outlined at the workshop.
Mrs, Marshall complimented the Mayor on the 'Speaking of Arcadia' program about the
Arcadia City Council; she found ilto be informative, interesting and enjoyable.
Regarding Item 12b on the agenda this date; Mrs, Marshall requested that Council's
discussion include, if this is a reclassification of an existing position, the difference in
salary, if any, or if this is a new position. She understood the City already has security
personnel providing this service to the Library. Is the City planning to eliminate the
existing security personnel? The Mayor responded that the proposal is to hire a proctor
and eliminate the firm currently contracted, thus saving the City approximately
$1,000.00.
Mrs. Marshall also expressed concerns regarding the new white lighting on the trees
along First Avenue in the business district. Lights on ten (10) of the fourteen (14) trees
are either out or partially out and have been for the last few weeks, probably due to
vandalism, Council responded that the Arcadia Business Association (ABA) purchased
and installed the lighting and is responsible for their maintenance, The ABA is aware of
this problem and are working on a resolution.

Lannv Wulf, Arcadia Resident, stated in part, as an employee of .the Arcadia Fire
Department he is opposed to the layoffs of four (4) City Firefighters/Fire Technicians. I
When the need arises to replace these employees, the cost to the City will be
considerable for their line education training, reducing the daily minimum manning of fire ,
personnel from nineteen (19) to seventeen (17) will create problems that could result in
on-the-job injuries and inadequate coverage for Fire Department calls. Mr. Wulf closed
urging Council to utilize money from the reserves to fund the four (4) Firefighter/Fire
Technician positions until the City's tax revenues catch up with the budget shortfall.
John Tennant, Vice-President, Califomia Professional Fire Fighters, voiced opposition to
the layoff of four (4) firefighters stating, in part, that the City has eliminated nine (9) fire
suppression positions in the last two (2) years, reducing coverage per fire engine from
four (4) to three (3) persons, Mr, Tennant commented that the Fire Department budget
cuts will make a difference, it will put lives and property at risk. Arcadia's Fire
Department has a Class 1 rating which could change wi!h reductions in personnel. He
feels laying-off firefighters is wrong, the businesses and residents of this community will
not forget. He urged Council to remember campaign promises and re-think the decision
to layoff the firefighters.
Art Gluskoter, Arcadia Resident, stated, in part, that he originally moved to Arcadia
because of the superior fire and police services offered, Mr. Gluskoter concurred with
the statements made by Mr. Wulf and Mr. Tennant opposing the layoff of firefighters.
He questioned Councilmembers' concem for the City and suggested they give up the
stipend they receive which could perhaps be utilized for one (1) firefighter's salary.
Phil Cannon, Arcadia Resident, expressed his concems that Arcadia no longer has the
money available to provide services residents enjoyed for the last 10-30 years, and
residents are not willing to approve increased taxes to support such services. He stated I
he felt the Council has been forthright in conveying an accurate budget situation and the
reasons why the budget is in the state it is. He considered people who have disagreed
with the Council's message are 'shooting the messengers', rather than addressing the
budget shortfalls appropriately. Arcadians need to rethink revenue producing measures.
Sam Watkins, Arcadia Resident, recommended Council rescind immediately all fire
department dismissal notices and cover the expense for those positions by eliminating
the position of Director of Development Services. Further, that a volunteer committee of
five (5) prominent businessmen be formed to search out and invile businesses to locate
in Arcadia; expediting that process with full cooperation of the Planning Commission and
all involved City departments and officials, Mr. Watkins concluded, stating that reducing
fire or police protection in Arcadia makes as much sense as all the citizens removing
smoke alarms and door locks in their homes. He urged Council to not layoff any fire or
police personnel.
Mr. Watkins spoke in support of Tom Devlin, Arcadia firefighter commenting, in part, that
he wrote a letter of recommendation to Fire Chief Lavoie for Mr, Devlin to gain
permanent status as a firefighter stating he is an outstanding, hardworking individual; he
also asserted Mr. Devlin should not be 'pink slipped:
Dave Franta, President, Arcadia Fire Fighters Association (AFFA) explained, in part, that
the laying off four (4) firefighters involves the issue of overtime, Overtime is a
misunderstood issue for firefighters nationwide. Overtime for firefighters is different than
other entities. Basically, it is covering positions that are vacant momentarily or for a
short period, such as vacation, sick leave, holidays, injury, training, etcetera, not to do I
extra projects or finish work, Emergencies do not wait and citizens expect the same
level of service 24 hours a day, 7 days a week, 365 days a year. It is cost saving for the
City to pay overtime to their firefighters, rather than hiring new employees who must be

paid salary, benefits and compensation packages. Fire professionals have devised
fonnulas to detennine firefighter availability. Using these fonnulas, to eliminate future
overtime in the Fire Department (using a base of 17 personnel), the City would need to
hire two (2) additional fire captains, two (2) engineers, three (3) paramedics, and two (2)
firefighters to replace those who become sick, injured or go on vacation.
The AFFA will welcome the study commissioned by the City to review Fire Department
overtime if it is a non-biased, third-party evaluation of Fire Department operations. It is
hoped this will end questioning of Fire Department overtime, Mr. Franta expressed
concems regarding layoffs occurring prior to the completion of the study, and urged
Council to reconsider the elimination of the four (4) firefighters positions until all reports,
surveys, and studies are completed and analyzed.
Tom Devlin, 201 S. Third Avenue, as one of the four firefighters scheduled for layoff
expressed his concems about the effects this layoff will have on him, his family and the
community at large. He requested Council reconsider'the layoff and questioned the
seventeen percent (17%) cut in the Fire Department's budget in the last two years. Mr.
Devlin also requested Council approve the severance package under agenda item 11f.
this date, and also consider a retraining option.
Lvle Wilson, Arcadia resident, commented, in part, on budget expenditures, the
proposed utility user tax increase, and police department use of Senate Bill 11 funds,
Mr. Wilson staled he will vote for a utility user tax increase to reinstate services if he is
convinced the City is spending its money efficienlly and effectively.
MATTERS FROM ELECTED OFFICIALS
City Clerk June Alford stated, in part, that nominations for four (4) positions on the City
Council opened on December 22, 1997; three (3) four-year term offices, and one (1) two-
year short-tenn office at the April 14, 1998 City election. Nomination papers were issued
to nine (9) persons for the three (3) four-year terms, and six (6) persons for the two-year
short-tenn. Some individuals took out nomination papers for both the four-year tenn and
the two-year short-term positions.
January 16 was the final date for incumbents to file nomination papers. Councilmember
Young did not take out nomination papers for the four-year tenn, and Mayor Pro tem
Kovacic did not file for the two-year short-tenn. Therefore, the nomination period was
extended for five (5) calendar days. Nominations close January 21 at 5:30 p.m,
Residents who filed nomination papers for the four-year tenns are: Roger Chandler, Dr.
Sheng Chang, Gary Kovacic, Barbara Kuhn, Lyle Wilson, John Wuo, and Gail Marshall,
There is one person who took out nomination papers, but has not filed; Chuck Chivetta.
Gino Roncelli filed nomination papers for the two-year short-tenn position, and is the
only person who has filed to date. Other people who took out nomination papers and
have indicated they will not file are Peter Ulrich, John Mac Donnell, and Andrew
Krynicki. George Fasching has taken out nomination papers and has telephoned stating
he will file tomorrow for the two-year short-term position,
Councilmember Young announced the City will sponsor an EI Nino Survival Program in
the Council Chambers on January 28, 7:00 to 8:00 p,m. and encouraged all interested
citizens attend this program,

Mrs. Young announced another City sponsored event, a Self Help Flood Workshop
scheduled for Saturday, January 31, 10:00 to 11:00 a.m, at the Water Facility next to
Fire Station #3 at 67 W, Orange Grove, Additional information on disaster preparedness
and sand bags can be obtained from the Fire Department.

Councilmember Kuhn noted that after her announcement at Council meetings regarding
proper size for recycling Christmas trees that many residents have still set out trees
larger than the maximum of five feet. She commented that a better job of educating the
public as to how to properly get the trees recycled needs to be done in the future.
Mrs, Kuhn commented on the weekly report received by Council which contains
information, among other items, about the commercial vehicle check points set up by the
police department with assistance from the other local police departments and the
California Highway Patrol. The last check point was held on December 15 from 8:00
a,m. until 12:00 noon with twenty (20) vehicles brought into the inspection lane, Only
one vehicle was in compliance, the remainder were taken out of service, eighteen (18)
with inadequate brakes. Each time the report is received, the situation is the same with
many commercial vehicles not in compliance with regulations.
As liaison to the Library Board, Councilmember Kuhn stated people may not be aware
the Library has many services and equipment not available at other libraries. These
services and equipment have been obtained, in a large part, due to the assistance of the
Library Foundation and the Friends of the Library, Some of these services and
equipment are a video magnifier (enlarges text and pictures up to 70 times), a reading
scanner (scans text, converts it to synthesized sound and reads aloud), books on tape,
large print books, a TDD device (for the hearing impaired to communicate via telephone
with the,reference librarian), a portable amplifier (enabling communication face-ta-face
with library staff easier). Mrs, Kuhn encouraged people to pass this information to
individuals who may need the services or equipment.

Mayor Pro tern Kovacic commented that Council relies on input from staff prior to its
making decisions and adopting policy and felt a response from the Fire Chief and staff is
important regarding comments made during the audience participation portion of this
meeting,
Mr. Kovacic announced that on Saturday, April 18, 1998 from 1 :00 to 5:00 p.m, the
Police Department will sponsor a Day at the Races to support the DARE, program. He
suggested Arcadians attend and contribute to this event. Mr. Kovacic invited Arcadians
to attend the upcoming DARE. graduation scheduled for Wednesday, January 28 at
the Arcadia High School Gymnasium.
Mayor Pro tern Kovacic reiterated the announcement for this year's Arbor Day
celebration and added that the fifth grade class at Longley Way Elementary School will
be presenting a musical concert along with the other ceremonial activities.
Mr, Kovacic encouraged attendance at the Arcadia High School Apache Marching Band,
Auxiliary Guard and Princesses' Annual Spaghetti Dinner and Recognition Show to be
held Saturday, January 24 at the high school. Dinner will be served from 4:00 to 9:00
p.m. in the cafeteria with shows in the North Gym at 5:00, 7:00 and 9:00 p.m, Tickets
may be obtained at the high school.

Mayor Pro tern Kovacic mentioned the role the Arcadia Redevelopment Agency (ARA)
has played in revitalizing the downtown area and suggested that there are businesses
that do not need the fa<;:ade rehabilitation, but may need other types of assistance, In
response to Mr. Kovacic's request staff responded that staff has been investigating other
alternatives in this matter with a report expected to be presented to Council within the
next thirty (30) days,
Council member Chang announced the City will sponsor a Crime Prevention Workshop
Workshop on Thursday, January 22 at 7:30 p.m. in the Council Chambers, The Police
Department will be conducting this type of workshop every other month. He encouraged
Arcadians to attend these informative meetings,

(Library Hours) Council member Chang commented that he has received many telephone calls from
residents with concerns about the Library being closed on Fridays. After the City
expanded the Library and the Library Foundation raised additional funds he feels the City
should do everything possible to reinstate the Library's Friday hours. Dr. Chang
commented that information he has indicates it would take $40,000.00 to reinstate the
Friday hours and suggested several different ways money might be found to do it.

In response to comments made previously at this meeting the Mayor responded as
follows:
Regarding reinstating various City services ana positions Mayor Harbicht stated, in part,
that no matter how one viewed various funds within the City's budget, the only way at the
present time to reinstate these items would require use of City reserve funds, He
reiterated Council's commitment to not reduce the City's reserve in order to balance this
year's budget.
Mayor Harbicht responded to inquiries regarding the County Fire Survey, stating that the
survey is expected in the coming months. The County will be submitting a proposal to
the City for the cost of taking over the City's fire protection services, Whether the
proposal will be attractive to the City or not, is yet to be determined.
The Mayor stated that the layoff of the four (4) firefighters will be effective February 1,
1998, It has never been a suggestion that overtime is the most cost effective method of
meeting the City's Fire Department staffing goals, Overtime for this department
amounts to $700,000.00 per year, averaging to about $14,000,00 per firefighter, per
year. The City has been meeting and conferring with the AFFA since August 1997 on
this issue.
Mayor Harbicht stated that the City Council has determined that the future of the City lies
in economic development, and has deemed that the filling of the Development Services
Director position is necessary. It will be a long-term investment in the City that Council
believes will payoff; the Directors salary is paid twenty percent (20%) from the City's
budget, and eighty percent (80%) from restricted funds.

(Longden Ave. In response to an inquiry at a previous Council Meeting, Mayor Ha"rbicht stated, in part,
Speed Limit) that the Police Department has conducted a traffic survey on Longden Avenue with the I
hopes of lowering the speed limil. There are state laws that specify a formula for speed
limits. A change in speed limit must be justified. There are no proposals or thoughts to
raising the speed limit on Longden Avenue,

The Mayor reported that he recently read the annual water report and noted water
consumption has changed from 260 gallons per day, per household (4 years ago) to over
300 gallons per day, per household, which is a sizable increase. He encouraged
Arcadians to rethink water usage and resume their conservation activities practiced
when the City was under water rationing several years ago, The Mayor also encouraged
Water Department staff to come forward with any ideas they may have to promote water
conservation.
Mayor Harbicht stated the "Speaking of Arcadia' progr,!m is a discussion of what is
involved in running for a City Council position, serving on the City Council and also
historical anecdotes about former Councilmembers which the residents may find
interesting, The City has been incorporated for ninety-five (95) years and has had one
hundred twenty-two (122) Councilmembers,
The Mayor announced that on February 4 at 7:30 p,m. the "State of the City' address will
be broadcast live on cable television. Arcadians were encouraged to view the program
to get a better view of where the City is presently and where it is going in the future.
Rebroadcasts will occur throughout the month of February.
City Manager Kelly added to these comments stating, in part, that Council in all of their
discussions of budget reductions very carefully looked at all reductions (public safety,
public education, recreation, etcetera) dissecting each item at length, The
recommendations made by staff were not taken lightly; they were of serious concem to
everyone. It is the opinion of staff there will be differences, but that the reductions in the
Fire Department will not cause draconian impact or significantly adversely affects in
public safety.

CITY'S MISSION City Manager Kelly presented the staff report and recommendation to adopt the City's
STATEMENT & Mission Statement and updated Goals stating, in part, that the purpose of establishing
UPDAiED goals and priorities is to create a "game plan: or vision which is used by staff, Council
GOALS and the community to focus on the direction in which the City should be moving,
(ADOf:>TED) Through long-term planning and specific management work programs, staff, Council and
the community will be able to then define the budget consistent with the overall goals
and objectives. Further, the Goals and Objectives and Mission Statement establish the
foundation for the preparation of the City's Operating Budget.

At the November 25, 1997 meeting, the City Council reviewed the City's Mission
Statement and Goals and Objectives and made modifications reflecting Council's I
discussion and debate, This added language addressed issues on which Council wanted
to concentrate and defined new goals in the areas of the City Council, City employees,
education and communication.
Mayor Harbicht read the Mission Statement and Goals to provide insight to the
community and noted that there were minor wording changes to the previous copy of the
statement considered at the November 25th meeting.

ESTABLISH City Manager Kelly presented the staff report and recommendation to establish a new
POSITION position, Library Proctor, and proposed salary schedule for this position stating, in part,
CLASSIF, & that the Human Resources Commission reviewed and approved the new position and
SALARY proposed salary schedule at its December 11, 1997 meeting,

Proctor) The City currently retains a private firm to provide services at the Library during the
(APPROVED) school year. The services provided are basically to maintain order and enforce all
applicable rules and regulations in the library and on Library property. This involves
patrolling and monitoring the public and non-public areas of the Library. The Library
Director along with the Police Department evaluated numerous altematives and I
concluded the establishment of a Library Proctor position would be the best way to direct
and hold accountable an individual for these specific duties. Staff is recommending that
the contract with the security firm be terminated and the City establish and fill a new
part-time, unclassified position of Library Proctor. It is believed that this proposed new
position will be better suited to monitor and supervise the Library facility.
The establishment and filling of the Library Proctor position is not anticipated to have a
negative impact on the City's budget. Currently, the City spends approximately $12,000
annually on the contract with a security firm. The estimated annual cost associated with
filling the part-time, unclassified Library Proctor position is $11,000.

CARRIED on roll call vote as follows to APPROVE the part-time, unclassified position of
Library Proctor and establish a new salary schedule of $9.15 - $11.12 per hour.

The City Attomey then stated, in part, that consistent with Council's position to maintain
the viability of Arcadia's homeowners associations, this resolution is designed to
continue and reestablish a board of directors for the Santa Anita Village Homeowners
Association, . The Association will then appoint an Architectural Review Board. There
are five (5) individuals who have agreed to perform as a board of directors on an interim
basis until May when they will have their annual meeting and elect a new board of
directors, It is believed this will assure the continuation of the important design review
function,
It was MOVED by Councilmember Chang, seconded by Mayor Pro tem Kovacic and
CARRIED on roll call vote as follows to ADOPT Resolution No. 6031.
Mayor Harbicht commented that he is supportive of continuing the homeowner
associations if there is an interest on the part of those in the association of having it
continued. The adoption of this resolution will give the association until May to put
together their own board, have an annual meeting and resume running their association,
It is appropriate there be a deadline, An association should not be imposed upon people
who do not want one.
