There being no City Councilmembers present at the 6:00 p,m, hour the City Clerk declared the meeting adjourned to the 7:00 p,m, hour in the City Hall Council Chambers, The Closed Session Agenda Items 2a and 2b were considered at the conclusion of the 7:00 p,m, meeting, INVOCATION City Clerk June Alford PLEDGE OF ALLEGIANCE Director of Parks and Recreation Jerome C?lIins ROLL CALL 3, CHAMBER OF COMMERCE EMERGENCY PREP, BUSINESS TASK FORCE PROCLAMATION OI~O -.30 ARCADIA SISTER CITY COMMISSION (J 1-20 - '/I () PRESENT: ABSENT: Council members Chang, Kovacic, Kuhn, Young and Harbicht None PRESENTATIONS Mayor Harbicht presented a Proclamation to the Chamber of Commerce. Emergency Preparedness Business Task Force, Chamber member, Michael Porter, Chairman, received the proclamation on behalf of the task force, Mayor Harbicht stated, in part, that the program is innovative and pacesetting in the emergency preparedness community and has been recognized by the Federal Emergency Management Association (FEMA), Dr. Porter thanked the City on behalf of the Chamber of Commerce, and also stated. in part, that this project would not have been possible without the cooperation between the Red Cross, the Chamber of Commerce. and the Arcadia Fire Department. Dr. Porter also explained the program and its processes during an emergency utilizing packets devised and distributed by the task force, Mayor Harbicht and Councilmember Young, Council liaison to the Arcadia Sister City Commission, presented each member of the commission with the Mayor's Certificate of Commendation in honor and appreciation of their work with the commission, Councilmember Young stated, in part, that this committee was formed in the late 1960's, world.wide friendship trips have taken place, two sister cities have been developed, Tripolis, Greece and Newcastle, Australia, Mrs, Young also commented on the upcoming celebration honoririg the 25th anniversary of the association with Newcastle, Australia, Mayor Harbicht thanked the commission members on behalf of the citizens of Arcadia for the time and effort they put into this commission, Arcadia Sister City Commission members receiving the award were Chairman Dick Cordano, Jean Cope, Dean Efstathiou, Jim Hanner, Jerree Lean, Jean Johnson, Joan Leathery, Monty lindsey, and Robert Westfall, ~ 1 313198 ARBOR DAY PROCLAMATION OI.JO-IO 40:0052 Mayor Harbicht commented, in part, that today, March 3, is Arbor Day, the City participated in an Arbor Day celebration earlier in the day at Longley Way School. Mayor Harbicht presented a proclamation to Helen Dahlstrom. Chairperson of th~ Arcadia Beautiful Commission: and Dorothy Denne, Chairperson of the Arbor Day Celebration Committee honoring their work on the Arbor Day celebration and thanked them on behalf of the City, I LONGLEY Dorothy Denne presented an overview of the Arbor Day celebration activities at Longley WAY SCHOOL Way School which involved the participation and a wonderful performance of 560 PLAQUE students, Mrs, Denne thanked those who provided assistance in coordinating this event which included some very enthusiastic teachers, acting Principal Mara Dragos, and refreshments organized by Torri McEntire of the PT A, Longley Way School Student Council President. Carol Lee, accepted a plaque from Mayor Harbicht presented on behalf of the Arcadia Beautiful Commission to the Longley Way Elementary School students and staff in recognition and appreciation of their participation in Arbor Day Celebration 1998, ARCADIA HIGH SCHOOL APACHE BAND 0/"-0 -.;. 0 ARCADIA TOFR ASSOC, BOARD OF DIR. 1997.98 OI';J-~U ARCADIA FESTIVAL OF BANDS O/~-i)...:- ;:) POISON PREVENTION WEEK PROCLAMA nON Mayor Harbicht noted the pride the City takes in the Arcadia High School Apache Band and their accomplishments. such as marching in the Tournament of Roses parade. and presented Certificates of Commendation to individuals involved with the band, Receiving awards were: Tom Landes, Band Director; Arthur Farr, Assistant Band Director; Tom Forbes, Assistant Band Director; Lindsay Burcham, Band Historian; Elaine Chen, Assistant Auxiliary Guard Leader; Stephanie Cruz, Band Historian; Brennan England. Drum Major; Kenny Garrell, Band President; Joel Jenson, Junior Representative; Belly Soong, Assistant Auxiliary Guard Leader; and Grace Yang, Auxiliary Guard Leader, Mr, Landes presented information about the band and their current activities, I Mayor Harbicht commented, in part, on the unfortunate disbandment of the Arcadia Tournament of Roses Association and the Board of Directors who worked hard to ' continue a float entry in the Tournament of Roses Parade, The Mayor thanked the Association for their efforts on behalf of the City and honored the 1997-98 Board of Directors by presenting each member with a Mayor's Certificate of Commendation for their outstanding effort for the 1 998 float. These members were Polly Schmutz, President; Diane Chapman; Vince Foley; Palli Hegerty; Susan Hsen; Dr, Gary Jacobsen. Rick McGrath; Mikki P,orrella; Robert Randall; Jack Teel; and Peter Ulrich, Mrs, Schmutz read the press release announcing the disbandment and thanking and recognizing those organizations that supported the Association, On behalf of the City Mayor Harbicht received a plaque presented by Jim Barrows. representing the Arcadia Festival of Bands, in appreciation from the music students of the Arcadia Unified School District. Mr. Barrows thanked the City for its help with the Festival of Bands and gave an overview of recent growth experienced by the Arcadia High School Band, Mayor Harbicht presented a proclamation to Los Angeles County Public Health Nurse. Rebbie Ortega on behalf of the City of ~rcadia and commended her work, The Mayor declared March 16 . 23, 1998 Poison Prevention Week in the City of Arcadia and called upon the residents to observe this week, On behalf of the Los Angeles County Department of Lead Programs, Nurse Ortega thanked the Mayor. RED CROSS Mayor Harbicht presented a proclamation declaring March 1998 as American Red Cross MEMBERSHIP month to Arcadia Chapter Red Cross Executive Director Steve Sanderson and Chairman I MONTH of the Board of Directors John Tyler. Mr. Sanderson explained how citizens can become March 1998 a member of the American Red Cross and its Disaster Action Team and thanked the City Ol,~' -. Addition (APPROVED) 40:0053 ADMINISTRATION OF OATH OF OFFICE City Clerk June Alford adrryinistered the oath of office to Arcadia Centennial Celebration Commission members Jim Barrows, Dorothy Denne, Joyce Hansen, Mary Hansen, James Helms, Teresa Hsu, Carol Libby, Roger Lu, Ena Proctor, Richard Proctor, Jo Ann Scott, Mildred Shaw, Warren Shaw. and Patricia Williams, Mayor Harbicht thanked the commission for their willingness to serve for the next five (5) years in preparation for the City's centennial celebration in 2003, Mrs, Alford presented each member with commission credentials and a City pin, SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS City Manager William Kelly introduced two (2) new city employees. Deputy City Manager and Director of Development Services Don Penman, and Human Resources Manager Carol Przybycien, City Manager Kelly requested an addition of a non.agendized item 9d, this date. a report and recommendation to award a contract in the amount of $96,026,25 to Gunderson Chevrolet for the purchase of four (4) three-quarter ton pick.up trucks and one (1) bed replacement for the Maintenance Services Department. Rationale for the requested addition was reviewed, City Attorney Mike Miller provided the legal basis allowing the addition of an agenda item after posting of the agenda, It was Moved by Mayor Pro tern Kovacic, seconded by Council member Kuhn and CARRIED to take action on a non-agendized item, 9d" as a regular agenda item this date, 6, QUESTIONS FROM COUNCIU REDEVELOPMENT AGENCY REGARDING AGENDA ITEMS None, ORD, & RES, READ BY TITLE II was MOVED by Council member Kuhn, seconded by Councilmember Young and ONLY CARRIED that ordinances and resolutions be read by title only and that the reading in full be WAIVED, 7, AUDIENCE PARTICIPATION Ana Banerii, 2601 Greenfield Avenue stated. in part, that she was representing the high school principal and invited the Council to attend the first "Connect to the Future Telethon" scheduled for Saturday, March 14. 8:30 a,m, to 8:30 p,m, at the Arcadia High School North Gym in support of the Arcadia Educational Foundation's Capital Program in partnership with TCI Cable Network, Richard Giors, Arcadia Business Association, announced that the Arcadia Farmers Market will begin on Saturday, April 18. 7:30 a,m, until noon, The Market will be located on First Avenue between Alia and California Streets: Mr. Giors commented there are currently thirty (30) farmers and suppliers scheduled to participate and invited all to attend, Gail Marshall, 2300 block Lee Avenue read and commented, in part, on a newspaper article regarding redevelopment and review of redevelopment agencies and programs, Mayor Harbicht noted that the current "Speaking of Arcadia" program is featuring the ~ Arcadia Redevelopment Agency and its projects, 3 313198 8, CHANG Award Recipients AHS Orchestra Benefit Dinner AHS Science , Board Team Peacocks Chamber of Commerce Honorees KOVACIC Arbor Day Celebration Senior Citizen Newsletter 9.1.1 Calls 40:0054 Mickev Seqal, 1135 Falling Leaf, commented, in part, on the City's current budget situation and commended the Council for their recent budget reduction decisions, Mr, I Segal suggested the citizens consider the Utility User Tax Increase ballot measure. Measure A, as a short.term fix to allow the City Council to enhance programs in the future such as senior services, the youth master plan, reinstate some reductions, and provide better services to the citizens, He also stated Ihal Measure A is not a tax to fix the past, but a tax to go to the future, Lvle Wilson, Arcadia resident commended Mr. Segal on his comments regarding Measure A staling, in part. that this important issue is not being discussed enough and will be decided by the voters in April. Mr. Wilson also commented on the redevelopment issue brought up by Mrs, Marshall, and legal fees related to the Arcadia Redevelopment Agency and the Downtown 2000 project. He also brought up the City's workers compensation costs, which he maintained are increasing, while olher cities and Los Angeles County's costs are decreasing, MATTERS FROM ELECTED OFFICIALS Councilmember Chang congratulated all award recipients this date, Councilmember Chang commented, in part, on the Arcadia High School Fourth Annual Orchestra Benefit Dinner Concert he attended on Saturday. February 21, It was a great program, Councilmember Chang congratulated the Arcadia High School Science Board Team for winning the State championShip and stated he is proud to have such an excellent high school in the City, -I Council member Chang reported on a discussion he had with a resident regarding peacocks residing on her property and problems she has with them, Council member Chang congratulated 1998 Chamber of Commerce honorees, Carmen Thibault, Community Volunteer of the Year; Dr. Victor Venner. Businessperson of the Year; and Jack Teel, chamber Service Award, Dr. Chang also thanked outgoing Chamber President, Don Fraser, for his work in the past year. Mayor Pro tern Kovacic complimented the Longley Way Elementary School students, faculty and administration, and the Arcadia Beautiful Commission for the beautiful Arbor Day Celebration held this date, Mr. Kovacic also commented on the garden and weather station at Longley Way School. ' Mr, Kovacic encouraged citizens to get on the mailing list for the monthly senior citizen newsletter, The Connection, which provides a wealth of information regarding the City's senior services and activities, Mayor Pro tern Kovacic read a memo from the City's 9.1.1 communication center regarding possible misconceptions regarding 9.1.1 calls citizens may have as a result of recent news broadcasts, The memo was to reassure callers that the department's primary concern is immediate response to any and all emergencies 24.hours a day, I ~ 4 313198 'I 1 I KUHN Environmental Committee Fire Dept. Survey YOUNG Peacocks Chamber of Commerce Business Expo HARBICHT Senior Newsletter First Avenue Stop Signs 9. 40:0055 COuncil member Kuhn stated, in part, that she co.chairs the Environmental Committee with Bob Cruz from the Gas Company, and they cosponsored the San Gabriel Valley Cities Consortium Broker's Breakfast. This is an annual breakfast in which members network with brokers to market their cities, properties available and service packages available, Don Penman and Pete Kinnahan from the Economic Development Department also participated, Mrs, Kuhn announced that in January the Arcadia Fire Department began providing customer satisfaction survey forms at all emergency responses giving the emergency service recipients an opportunity to provide feedback to the Fire Department. To dale nearly thirty (30) surveys have been returned with residents expressing extreme satisfaction with the services they received, Council member Young elaborated on Councilmember Chang's comments regarding peacocks stating, in part. that spring flowers attract the birds and that citizens can obtain assistance from local nurseries about the type of plants which are not attractive to the birds, Mrs, Young announced that the Chamber of Commerce Business Expo will be held at Santa Anita Fashion Park on Saturday, March 14, 10:00 a,m, to 7:00 p,m" and Sunday, March 15, 11 :00 a,m, to 6:00 p,m,; new products and services available to consumers will be exhibited, and the City will also have a staffed information display, Information about the Expo can be obtained from the Chamber of Commerce, Mayor Harbicht elaborated on information provided by Mayor Pro tern Kovacic regarding the What's Brewing article in "The Connection" stating, in part, that every Friday morning 9:30 to 10:00 a,m, he informally meets with seniors and other interested citizens at the Community Center to discuss City matters and activities, Mayor Harbicht commented on a recent memo regarding the stop signs along First Avenue, the purpose of the stop signs, and the policy issue of the stop signs, Mr. Harbicht also commented that Council should 'probably review the policy issue; COuncilmembers concurred with his request to agendizing this matter for a future Council meeting, CONSENT ITEMS 9a, MINUTES APPROVED the minutes of the February 17, 1998 Regular Meeting, (Feb, 17. 1 998) 9b, 4TH ANNUAL SA DERBY DAY 5K RUN AND WALK (Traffic Control) ()rI5-- 70 WAIVED the cost of traffic control services for the Fourth Annual Santa Anita Derby Day 5K Run and Walk, ~ 5 313198 9c, AWARD CONTRACT ST, LIGHT CONV, - SA OAKS WEST (California Elect, Svcs.) SVCS" VEHICLE PURCHASE (Gunderson Chevrolet) (APPROVED) o 3 VU -..::n 40:0056 THE PRECEDING CONSENT ITEMS 9a and 9b APPROVED ON A MOTION BY COUNCILMEMBER CHANG, SECONDED BY COUNCILMEMBER YOUNG AND I CARRIED ON ROLL CALL VOTE AS FOLLOWS: AYES: NOES: ABSENT: Councilmembers Chang, Kovacic, Kuhn, Young and Harbicht None None Council member Chang requested that item 9c, be removed from the consent calendar; concerns regarding the apparent low bidder being non-responsive needed to be addressed, Staff responded to Councilmember Chang's concerns stating, in part, that at its' October 7, 1997 meeting Council rejected all bids and authorized staff to re-advertise for bids for the same project. Staff re.advertised and opened the bids on December 16, 1997, Seven (7) bids were received. the apparent low bidder was Pro Tech Electric, Pro Tech Electric's bid was determined to be non-responsive because its' submitted proposal included an unlicensed subcontractor doing fifty-six (56) percent of the work, The State of California Public Contract Code states if the low bidder is non.responsive the contract may be awarded to the second low bidder. The second low bidder was California Electrical Services in the amount of $232,919,00, which was $35,131,00 higher than the nonresponsive bid, but still $15,378,00 below the engineer's estimate, A significant reason for Pro Tech's low bid was the proposal they received from their non-licensed subcontractor. The subcontractor's bid was thirty-five (35) percent lower than the average bid for the same item from other bidders, Staff reviewed the background and reputation of California Electrical Services and determined them acceptable to perform the work, After considerable discussion regarding the bid process and legalities City Attorney Miller I recommended Council act on staff's recommendation for this item; concerns regarding Pro Tech were not part of the recommendation, or any action Council could take at this meeting, and would be handled separately, It was MOVED by Mayor Pro tern Kovacic, seconded by Councilmember Young and CARRIED on a roll call vote as follows to AWARD a contract in the amount of $232,919,00 to California Electric Services for the Santa Anita Oaks. West Street Light Conversion Proje9t - Job No, 9697.3; WAIVE any informalities in the bid and bidding process and AUTHORIZE the City Manager and City Clerk to EXECUTE said contract in a form approved by the City Attorney, AYES: NOES: ABSENT: Councilmembers Chang. Young and Harbicht None None City Manager Kelly presented the staff report stating, in part, that in the 1997.98 Vehicle Replacement Capital Improvement Program funds in the amount of $112,500 were budgeted for the purchase of five (5) new vehicles, After the Maintenance Services Department conducted a comprehensive audit of the existing fieet inventory it was determined that the department would need four (4) new vehicles and one (1) truck bed replacement. Three (3) vehicles absolutely required replacement this fiscal year, one (1) vehicle from the Street Division would only require a bed replacement (realizing' a savings of $16,473,75, and one new truck needed to be purchased for use in the Solid Waste division to allow for field monitoring and meeting with residents and businesses needing recycling implementing assistance, Staff explained that vehicles no longer usable to the City are auctioned, thus recouping some money to the City, I 6 313198 I I I 10, 2a, c)(rrJ . 'f0 2b, 0(10, YO 10a, 0110.'/0 ADJOURNMENT (Mar, 17, 1998) A TTES.T: 40:0057 Bid packages were mailed to five (5) local truck dealerships with four (4) responding and one (1) no bid, Bids were publicly opened January 21, The City received notice from the bidders that the City would lose the opportunity to purchase these vehicles if Council action did not occur this date, as the factories could not guarantee delivery at any point certain, and was added to the agenda this date due to the extraordinary timing from the manufacturers, Council member Chang complimented staff for saving the City money in replacing the bed of one (1) truck rather than the entire truck, It was MOVED by Councilmember Young, seconded by Councilmember Kuhn and CARRIED on roll call vote as follows to AWARD a contract in the amount of $96,026,25 to Gunderson Chevrolet for the purchase of four (4) three.quarter ton pick.up trucks and one (1) bed replacement for the Maintenance Services Department.
