REGULAR MEETING
APRIL 21, 1998
The Arcadia City Council met in a Regular Meeting on Tuesday, April 21, 1998,
at 7:00 p.m. in the City Council Chambers.

1. SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS

2. QUESTIONS FROM CITY COUNCIU REDEVELOPMENT AGENCY REGARDING AGENDA ITEMS
Mayor Harbicht announced that residents have received solicitation telephone calls from
an organization for tickets to a police expo to take place on May 9. This is not a City of
Arcadia police officer's sponsored organization. The Mayor advised residents that the
City is not affiliated with the soliciting group or the referenced police expo in any way.
The Mayor also announced that in collaboration with NEWCO Waste Company, the City
Maintenance Services Department will be conducting a Spring Clean Up May 4 through
May 8. During that week items such as fumiture, brush, tree trimmings will be collected
and disposed of free of c;harge. Announcements have been made to the residents in the
form of door hangers and advertisements in the Arcadia Weekly.

AUDIENCE PARTICIPATION
Garland Roberson, Sullivan's Paint, 134 E, Huntington Drive, provided an update on
behalf of the Arcadia Business Association regarding the April 18th Farmer's Market
stating, in part, that it was a success with over three-thousand (3,000) people in
attendance; more people than was expected. Very high quality produce and products
were sold with many vendors sold out by 10:00 a.m. The Association will have a
meeting on April 22 to discuss and fine-tune the event. Citizens, vendors and merchants
alike seemed to enjoy the Farmer's Market. Additional vendors will participate in the
coming weeks. Mr. Roberson thanked the citizens of Arcadia and the surrounding
communities for attending, and thanked the City for its support of this event.

At the April 14. 1998 General Municipal Election seven candidates qualified for the ballot
for three full four-year terms as Members of the City Council: Roger Chandler, Sheng
Chang, Gary A. Kovacic, Barbara D. Kuhn. Gail A. Marshall, Lyle S. Wilson and John
Wuo. In addition, two candidates qualified for the short two year term: George W.
Fasching and Gino Roncell!. Two measures were also submitted to a vote of the
electorate.
City Clerk 'June Alford recited the results of the General Municipal Election held in the
City on the 14th day of April, 1998, and declared the results thereof indicating the
election of Gary A. Kovacic, Gail A. Marshall, and Roger Chandler to the City Counc[l for
full four (4) year terms; and the election of Gino Roncelli to the City Council for a short
two (2) year term. A majority of the qualified voters voting on Measure A did not vote in
favor of the proposed increase of two (2%) percent to the City's Utility User Tax rate, and
said measure did not carry. A majority of qualified voters voting on Measure B voted in
favor thereof of the revision to the Arcadia City Charter thereby placing non-
management Library employees into the City classified service.
The City Clerk presented for adoption and read the title of Resolution No. 6045: "A
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA
RECITING THE FACT OF THE GENERAL MUNICIPAL ELECTION HELD IN SAID
CITY ON THE 14TH DAY OF APRIL, 1998, DECLARING THE RESULT THEREOF
PURSUANT TO THE PROVISIONS OF THE CITY CHARTER."
It was MOVED by Mayor Pro tem Kovacic, seconded by Councilmember Young and.
CARRIED on roll call vote as follows that Resolution No. 6045 be and is hereby

"I did not know that I had done so many things to deserve so many certificates and
plaques.
"First of alii want to thank the citizens of Arcadia for electing me to the City Council four
years ago. During the past four years I have learned a lot about City government and its
operation. I'm indebted to all City employees and my colleagues on the Council,
Barbara Kuhn, Mary Young, Gary Kovacic and Bob Harbicht for all their support in the
past years. If I have contributed something to our community it is because of their help.
Like every party there is always an end, although for me it has come earlier than
expected. I will assure the citizenry of Arcadia that I will still be around and available,
call me. I am always at your service.
"Congratulations Gino Roncelli and Gail Marshall. Now that you are on the Council, I
trust that the community will benefit from your dedication and contribution. Good luck

REMARKS BY OUTGOING COUNCILMEMBER BARBARA KUHN
"Thank you, that really is almost overwhelming. I would, first of all, like to introduce to
you my husband, which I think most of you know, but, Jim, would you please stand for
recognition please. I tell you, without your full support there is just no way that I would
have been able to serve, and I thank you greatly. Also 1 would like to thank my
daughter, Kasey, and my son-in-law, Scott Welty. They had a prior commitment and
were unable be with us this evening. They have given me a great deal of support
through the years.
"Well, politically I have felt the joy of victory and also the agony of defeat. I can tell you
it is a lot more fun winning, but losing is not fatal. A message I have always given my
daughters through the 'years was that victory gives you confidence, and that is a very
good thing: but failure builds character and character builds strength. I am convinced

the good Lord gives uS a bit of both in life to keep us balanced. It was my turn to grow in I
strength.
"I am so grateful to have had the opportunity, during the last four years, to serve this
community in a meaningful way. I was honored to have been your Mayor. As a
Councilmember I have met some of the most interesting and wonderful people, both
inside and outside of government. The employees and staff of this City are among the
best, and I thank each and every one of them for their dedication. During the last four
years the issues have been many and have demanded some difficult decisions. It is
important to me for you to know that I have always made those decisions by my
conscience and from my heart, from what I believe to be the best for the City. It has
been a pleasure serving with my colleagues, Mary Young and Dr. Chang, and I wish
them well. As for me, I am a volunteer and an activist, and that will never change. After
a brief rest to recharge my batteries and to enjoy my family, I will focus my attention on
women's health issues, all issues involving children, the Library, and the Live Oak
business district. That should fill my spare time. I certainly wish Bob and the new
Council the best, and my prayers will be with you. Congratulations to Gary, Gail, Gino
and Roger. The City of Arcadia is and always will be the best. Thank you."
Mayor Harbicht presented Councilmembers Chang and Kuhn with their portraits which
were hung in City Hall during their terms of office.

REMARKS BY OUTGOING COUNCILMEMBER MARY YOUNG
"Well, I am overwhelmed. Good evening everyone. This is certainly a pleasure for me
to be here tonight after what Art said and what Dennis said. I am planning to be around
a long time. I would like to introduce my family, and I have to say my long-suffering
family. Dick can now count on meals, I think. My husband, Dick Young. And, of my
three children, two of them are here tonight: one lives in Oregon and he didn't quite
make it. But Carolyn, our daughter is here with her two sons, Forrest and Elliot.
"I guess I'll start by thanking all of those who gave me all these wonderful plaques,
flowers, hard hat, clock; I'm overwhelmed, really, by all of that. And I want to thank all
the citizens of Arcadia for this wonderful twelve year opportunity. I've enjoyed serving I
all of you, and I've enjoyed the experience of being Mayor. Especially, I want to thank
the City staff and I hope they are all here, or at least listening: the Police Department,
Fire Department and every other department in the City for being so helpful, so friendly
and for making my experience so pleasant.

"It's amazing what has been accomplished during these years. I'll not name everything.
There has been a big change in the City in those twelve years. It was for the good, and
it certainly has improved the appearance of the City. The whole development east of
Second Avenue, except for the Derby and Embassy Suites, has been done in this length
of time; Third and Fourth Streets were closed; the City yards were moved, the rusty
equipment was disposed of; the Kiewit land to the far east, the company left town and
then they had to clean up their toxic land; and people were relocated. The whole south
side of Huntington Drive was developed. Residence Inn and Hampton Inn were built.
Two restaurants came to the south side and a private developer did the rest on the north
side. It all looks like a different city now. My pride and joy is the Community Center.
"Arcadia is a very special city. It is well worth putting much energy in and many hours
into its well-being. I feel good about my years. Always saying "Yes" to the future means
taking a risk. One has to assess the commitment to the City and the future. There is
always much to be done and 1 welcome and challenge the new Council to work as a
team. Each one to do his own thinking and voting, and to do what they think is best for
the City. Sometimes this means not quite what you personally want. I challenge this
new Council to create, nurture the City, and to remember past Councils where their
dedication and the firm foundation that was created and is here to work with. I thank you
one and all for giving me these years that I will always remember. And I'll not
disappear."

REMARKS BY OUTGOING MAYOR ROBERT HARBICHT
"Well I certainly do appreciate all the plaques, awards, and recognition. I'd like to start
out this evening by introducing someone who has put up with an awful lot over this past
year and it's my wife, Patsy. I'd also like to introduce someone who's not a family
member, but is a close buddy, who's also a sixteen year Councilman here in Arcadia,
four-time mayor, a good friend, Charles Gilb.
"I'd like to make some comments about Mary Young. Mary has finished twelve years on
this City Council; I've been here, just finishing out my tenth year, and I've shared this
table with Mary for eight of those ten years. It has truly been a pleasure, Mary. Mary is
someone who understands the issues, she's prepared, she's sincerely interested in
what's best for Arcadia, she showed compassion and care, but she was tough when she
had to be. Sometimes it's not easy to tell a room full of people "No" when they want you
to say "Yes., but there were times when Mary knew that that was the right thing to do and
did it. And I respect that. We agreed a lot, we disagreed a little, and there were even
occasions when 1 was successful in changing her mind, and she was successful in
changing my mind. And that's really what should be going on. I think the community
owes Mary a debt of gratitude. There's a lot of long hours involved in being on the City
Council; late nights, study that goes on at home when nobody knows you're studying the

affairs of the City. but it has to be done. When I think of the things that have been I
accomplished since the mid-80's when Mary came on the Council. the things we've been
through, r think of the labor negotiations. the ribbon cutting, the budget study sessions,
the peacocks, stop signs, the buildings we've built, the Library, the Community Center,
the new Fire Station, the buildings we couldn't build, the badly needed new Police
Station, cocktails after the meetings, all of the commission meetings that Mary's
attended as liaison, the redevelopment projects, the gadflies, the occasional phone calls,
her expression of thanks, and on, and on. It's been quite a ride, Mary. I hope you've
enjoyed it as much as I have experiencing it with you. I'd like to thank you for being a
friend and for what you've done for Arcadia. I'm going to leave the podium for just a
second to pick up your picture that's been hanging in City Hall for four years. I'd like to
present you with that so that you can hang it with your other one. Thank you.
"To Barbara Kuhn and Sheng Chang, only someone who has served on this Council can
understand what a commitment it is to dedicate four years of your life to service to the
community and all of the things I mentioned for Mary, the time, the dedication, of course,
applies here too. I think the community owes you a debt of gratitude for those four years
and as Mayor I'd like to thank you on behalf of the 50,000 residents of this community. I
know that both of you will continue to be involved in our community.
"Congratulations to Gary Kovacic. I'm pleased to say I had a hand in appointing Gary to
this Council, and have never been sorry about that. I think he's been a real asset to the
Council and I'm glad he's going to be continuing here.
"I'd also like to say congratulations to Roger Chandler. Roger and I joined this Council
as newcomers in 1986, both of us being elected for the first time. We served four years I
together. I think Roger did a great job. I'm looking forward to working with you again,
Roger.
"I'd also like to offer my congratulations to Gino Roncelli and Gail Marshall; you've made
quite a commitment to your community. I have to tell you it's a lot of work, but it can
also be a lot of fun. I hope you enjoy it as much as I do, and I think you will. I'm looking
forward to sharing both the work and the fun with both of you. .
"At the beginning of this year I had some goals that I wanted to see accomplished. One
of them was to try to improve communications with the community, between the City and
the community, the official City family and the community. I realize that the most
powerful communication medium ever devised is television; we have this government
access channel, and I took advantage of that. One of the things that I've done is I've
been running a program called, "Speaking of Arcadia", which the purpose of that is to
educate people about what's going on in the community. We've done probably fifteen to
eighteen programs; done everything from discussing various departments, like the
Recreation Department, the Redevelopment, the Maintenance Services Department.
We've had a meeting where I had David Dreier as my guest. We've had one meeting
where we talked about Arcadia in the 20's and 30's; I had six people up here with me
who had lived here in the 20's and 30's. They talked about their childhood in a very
different Arcadia than we know today. We've had interviews with citizens at one of our
community concerts. We had a program on recycling. The one that's running right now
is on the Pasadena Humane Society which, of course, provides animal control services
to our City. The next volume that will be starting focuses on volunteers at the Methodist
Hospital. It runs on channel 20, if you haven't had a chance to look at it, take a look I
think you will find some interesting things about your community.
"The other thing I wanted to do this year, and did do, was have a "State of the City"
address. I hope this becomes an annual event. When you're up here dealing with the
various issues before you at every meeting, you're dealing with all these little individual

issues. II's a lillle bit like working a jigsaw puzzle, you're looking for just the right piece.
but sometimes we forget to step back and take a look at the whole picture of that jigsaw
puzzle. So the purpose of the "State of the City" address was to get away from all the
little issues, take a step back and take a look at our community as a whole. I admit my
expectations in having the opportunity to do that. I hope that it will continue.
"A second goal I had. and the entire Council had, was to stop our deficit spending.
During the past year, or actually, over the past two years we've made major cuts in
spending. I'm proud of the things that we did, I'm proud that we addressed this. I frankly
thought the community, conservative Arcadia, would applaud us for "taking the bull by
the horns" and saying we're not going to spend more than we take in. While I think many
in the community did, maybe a majority of the community did, when we got down to the
specific cuts we heard from plenty of people who didn't think we were doing the right
thing. We had to make some tough calls. I think, when I referred to, when Mary and the
rest of us had to say "No" when everybody in the room wanted us to say "Yes" or vice
versa. Those are tough calls to make, but it's something that needed to be done and I
think that we have addressed that. At least we've begun addressing it in a very large
way.

"We were unsuccessful in convincing the citizens of the need to pitch in with some
additional revenue. The Fire Assessment District failed by a seventy-one (71 %) percent
"No" vote. Then as we got into the specific cuts we had a number of people saying
people didn't like the way the Fire Assessment District was done; the mail ballot,
etcetera; put a Utility Tax increase on the ballot. So we did, and got another seventy-
one (71%) "No" vote. I, frankly, was a little surprised at that. I, as your representative,
assumed that the citizens of Arcadia wanted absolute first-class service. But, you don't
have to drop a piano on me, I get the message here. We will balance this budget. We
know that the only way its going to be done is to again sharpen our pencils and look at
places were we may have to cut services further.
"The final thing I wanted to see coming into this year was a revitalization of our business
community. I think we've seen a great deal of success. Some of this success, of
course, started earlier than this year. But some of the things that have come to fruition
during the past year is the three new hotels, one under construction, two others that have
been approved and are going to be starting construction shortly; the opening of the
largest restaurant in Arcadia, the Todai Restaurant in the mall; the Matt Denny's Ale
House downtown; and T<,31 Friday's that's going into where Bennigan's was. I think even
more importantly is that we have raised the consciousness of the community of the need
for business in our community to provide the revenues to provide the services that the
people of this community want. I was thinking back to the election two years ago when I
was running, nobody was talking about stimulating business, nobody was talking about
being business-friendly. Now two years later that's just about all we heard during the
campaign. I think that's a good thing. I'm hopeful that attitude will help us to deal with
the Santa Anita proposal and end up with a development which will be a very positive
thing for the City of Arcadia. I think it will.
"I have kind of mixed feelings here as I end my second go-around as Mayor. I have to
tell you I have absolutely enjoyed this year, it's been a lot of fun. On the other hand I'm
looking forward to having a little more free time. I think you should know that serving as
your mayor I count as one of my proudest accomplishments. I thank you all very much
for the opportunity to do that:

City Clerk June D. Alford administered the oath of office to Council members Elect Roger
Chandler, Gary Kovacic, Gail Marshall, and Gino Roncelli, and presented Certificates of
Election and Oaths of Office to each new Council member with congratulations.

City Clerk June Alford declared the Office of the Mayor of the City of Arcadia to be open
and called for nominations for that office for 1998-99. Council member Chandler
nominated Mayor Pro tem Kovacic as Mayor of the City of Arcadia for the ensuing year.
Hearing no further nominations, the City Clerk announced that nominations for the Office
of the Mayor were CLOSED and requested that Councilmembers prepare to cast their
vote for Gary A. Kovacic as Mayor of the City of Arcadia, April 21, 1998 to April 20,
1999.

REMARKS AND INTRODUCTIONS BY MAYOR KOVACIC
"First of all I'd like to introduce my wife, Barb; next my son, Casey; our daughter, Kelly is
at U. C. San Diego and hopefully doing her homework right now. I'd like to introduce my
mom, Florence Kovacic, who lives in Arcadia; and my mother-in-law, Betty Apple.
"I want to thank all my friends in attendance tonight and the many friends and supporters
who helped during the campaign. I obviously appreciate everybody who voted for me,
but I also want to thank everybody who voted for somebody else. Thank you for
exercising a very important right. It's really presumptuous of somebody to complain
about the City, City government. City Hall, or City Council and then not take the time to
vote. So, if you voted, thank you very much.
"I want to personally thank Mary, Barbara and Sheng for their many years of dedicated
service to the City of Arcadia. They gave me a vote of confidence when I was appointed
two years ago, and they continued to be very supportive and helpful during my two years
on the Council. I want to welcome Gail, Roger, and Gino to the City Council.
Congratulations, and welcome to Arcadia's future.
"I'd like to follow a theme that Bob started last year. I really think communication and
participation should be the theme for the coming year. I'd like to talk briefly about
improving communication and citizen's participation. As mayor, Bob introduced severai
excellent programs that emphasized communication between City Hall and the
Community. I hope Bob, who I consider Arcadia's answer to Oprah Winfrey, will
continue his "Speaking of Arcadia" tour of Arcadia. So I hope you continue that show,
Bob. Bob also started something called "What's Brewjng With the Mayor" for the senior
citizens; I plan to continue that, as well, and the community forums that we've had on
occasion. Even though the thought of listening to me speak for thirty minutes sounds
about as inviting as a root canal, I will take up Bob's invitation to make a "State of the
City" address next February.
"Secondly, I think we need to continue our commitment to improve communication
between the City Council and the school board. We made excellent progress this year,
and improved communication should remain a top priority of this City Council.
"Third, I will ask the City Council to consider two new opportunities for citizen
participation. I would like to see an intercultural commission established to promote
mutual understanding, and to sponsor more community events that bring all of us closer
together. I would also' like to explore the possibility of an ad-hoc citizen advisory
committee to study budget and economic development issues.
"Next, I'd like to, in order to recognize the exceptional contributions Arcadians make
through the year, present on a monthly basis awards to individuals, groups or programs
in the areas of youth services, senior citizen services, service to the community, and
service by an Arcadia employee or department.
"Finally, I'd like to host quarterly town hall meetings for the entire community to discuss
critical issues such as gangs or redevelopment in greater detail. My goal is to have this
City Council, the City employees, area businesses and residents work together to
achieve what was the fairty consistent message of this election and the campaigns that
preceded it. Arcadians obviously want safe and beautiful neighborhoods, effective
police, fire and paramedic service, outstanding schools, extended library hours,
implementation of the Youth Master Plan, excellent senior services, and efficient
municipal services; but only within the confines of a balanced budget, which means
more economic development and conservative fiscal policies.

"In conclusion, as many of you know I help coach the Arcadia High School Constitution I
Team. One of the concepts we discuss is the social contract that exists between the
people and the government in a constitutional democracy. It is based on consent of the
governed. which is the foundation of both the Declaration of Independence and the U.
S. Constitution. In all contracts, to get something, you must give up something. In the
social contract each citizen promises to give up the absolute right to do any1hing he or
.she wants to do. In return each citizen receives the protection and the community
services that can be provided by a government. By consenting to obey the laws and
supporting the City of Arcadia you live up to your part of the bargain. By providing
dedicated and unselfish service with available resources Arcadia's employees live up to
their part of the bargain. For us, as a City Council. to live up to our part of the bargain,
each of us must show up at every meeting prepared. remain independent but work
towards building a consensus, consider all facts and the opinions of others before
making a final decision, treat the City and its residents with respect, and do what's right
for the common good of the entire City. I am confident that this City Council will live up
to its part of the bargain. The future of Arcadia looks very bright if we all work together.
As every baseball and Gary Cooper fan knows, Lou Gehrig considered himself the
luckiest man on the face of the earth. Well 1 consider myself pretty lucky tonight; I have
a great family, fantastic friends, and I live in Arcadia. Thank you very much:

"Thank you, Mr. Mayor. How does that sound? I hope we can all keep up with you. I'll
be right there playing my part as a team member and I'm very happy to be here for the
purpose 0.1 helping to make a team.
"I'd like to thank a lot of people that really went through a lot with me and helped me a I
lot. I'd like to start wilh my family; my wonderful wife. Jane Chandler. Jane's done this
before with me. She was my treasurer this time; we didn't spend much money but we
made every dime count. So, thank you so much, Jane. Jane and 1 have two sons, one
is in New York after graduating with a master's from Columbia, his name's Greg, he lives
in New York and he graduated from Arcadia High. Our youngest son; Jeff, lives in Santa
Barbara; he also graduated from Arcadia High. At the side of my wife is my mother,
Dorothy Chandler. Thank you, Mom. Jane's mom and dad are at home and they're
watching on television, so I'll say thank you, Jack and Pat; thank you very much.
"There's somebody I need to thank, 1 can't possibly thank everybody, but there was a
young fellow around here sixteen years on the City Council, four times mayor, Charles
Gilb, are you still here, you're not here. Well, Charles, if you're at home, my silent
campaign manager, Chartes Gilb and Ruth Gilb; I really want to thank them, they helped
me immeasurably. Some other people that need to be mentioned are Hal and Carol
Libby; Richard Irwin, he's a neighbor of Gail and I; Warren and Mildred Shaw, very
helpful to me; Mike and Priscilla Shively, Mike Shively my dear friend, Mike and I built
the signs in his workshop, and he helped me the last time we did this, so thank you very
much, Mike. Harvey and Beverly Tyman. Beverly is at home, but Harvey is here and put
out all the signs in the great southem section of Arcadia, and thank you very much,
Harvey. Gerald Busse is a fellow that helped me out a great deal, I'd like to mention
him. Don and Lillian Hage; Don is a former mayor of Arcadia and a former neighbor of
ours when my mother and father lived on Norman Avenue. David and Monica Olson;
David brought his two lovely children Lauren and Derrick. The Rasic Family, once again
our neighbor. Walter and Zlata Rasic and their sons, Peter, Junior and Frankie. I'd like
to thank the Parrille's, Tony and Jean Parrille; Mary Melanson; Doris and Jerry Selmer; I
David and Mary Moraga, once again neighbors of ours; and Jane Bellin; Ken and Mary

"Well you did the entire neighborhood, Roger, so I don't have to do that. After Roger
and I were elected together, we thought it might be a good idea that we could move City
H~f1 on Lee Avenue between the two houses for a little convenience for us, but we didn't
think they'd go for that.
"The first thing I'd like to do is introduce my husband of 34 years, Burt. He was my
biggest fan, and by the way, he grew up in the EI Rancho area and graduated from
Arcadia High School. Thank you for the dinners you made, keep the good cooking up
you're going to have to feed me for a while here, and you were the wind beneath my
wings, I thank you. My mom and dad are out of town so I said I would tape this particular
program for them; hi Mom and Dad, I love you, hope you're having a good time and
winning lots of money. My brother and sister-in-law, Bob and Pat Harkness. My brother-
in-law and sister-In-law, Bill and Arlene Marshall, thank you for everything. Arlene thank
you for walking some of the precincts with me, you were great company to me. My
niece and great-niece, Alberta and Kristin Schofield. My great-niece and great-nephew,
AShley and Christopher Marshall.
"I'd like to thank Drew Krynicki; Drew was my campaign manager. Thanks for all of your
time, I really don't think I could have done this without you, I do appreciate all your time.

"The highest honor a person is bestowed is the confidence and the vote of the people. I
humbly accept this honor and am ready to represent a first-class city called, Arcadia.
Arcadia is a first-class city, not only because of our Fire Department, Police Department,
and beautiful homes, but most of all Arcadia is a first-class city because of its first-class
citizens. I spent two and one-half months walking and talking to the citizens of Arcadia
every day. As I walked the precincts in the wind and rain I had my mental stability
questioned many times by people asking, "Are you crazy?" I would like to thank those
residents that I probably bothered on those rainy E1 Nino days that were receptive to me.
I was offered coffee, tea, and even lunch. But the best was their offer of friendship and
support in my quest for a Council seat. We do have magnificent people in our
community. I earned their vote the hard way, and now I owe them an obligation.
Listening with an open mind to all sides of every issue is the key to a successful future.
My promise to you is I will be a servant of the people. Our work is cut out for us and I
am ready to tackle it with eager determination and common sense. God Bless each and
every one of the citizens of Arcadia for your vote and your participation in the election.

been most patient with my questions regarding paperwork. I thank you, June. I also
want to thank the past Council members for your service to our community.
"Tonight I will close with a quote from Senator Phil Gramm from Texas. Phil says, "The
genius of the American system is that we have created extra-ordinary results from plain
old ordinary people." As we look around our beautiful community of Arcadia on the eve
of it's hundredth birthday we too can say that our citizens have achieved extra-ordinary

"Thank you, Mayor. I congratulate you on some of your new ideas. I really think they're
great; I think you're getting off to a great start, those are great, positive ideas. I applaud

"I'd like to introduce my family first. My wife, who I've been married to for 40 years, the
fabulous Bingo Roncelli. I'd like to introduce you to my two daughters, Jana Roncelli and
Jill Cole. My son-in-law, Riley Cole. My grandchildren, Allison Cole and Christopher
Cole. I have an older son, but he's not here this evening; he's home in Mill Valley,
California with our other granddaughter, Raven. I'd also like to introduce my sister, Chris
and her husband, Tom, and their daughter. my niece, Jennifer. They are all ex-
Arcadians; they came up to help us out tonight. I'd like to thank all my family for
supporting me through this. This was not an easy last two months, I'll tell you. I was
especially happy at my grandson, Christopher, came out and walked precincts with me.
I thought that was very special.
"I would like to thank members of my committee. My campaign committee chairman,
Fred Jahnke, I'd like to thank him very much. Our other committee members Jim Dolan;
Don Hopf; Dick Parker; Bob Cheney; Bob and Marcella Whitmore; Linda Daggett, .she
can't be here tonight, she's out sick. I appreciate it very much; all those people.who
helped me. Everyone. there's a lot of other people who worked, and I really appreciate
their efforts. Without them, believe me, I would not be here tonight. I'd like to thank all
of you who've placed your trust in me. I'll do everything possible to live up to your
expectations. After all, we're all here to serve the citizens of the City.
"You know, in basketball many of the best teams have what they call the sixth man.
He's not a starter, but he's vital to the team's success. I view those who take the time to
come to the Council meetings and step up to the rostrum to share their views with us as
the Council's sixth man. You are vital to our success. The same applies to those who
take the time to call or write us. I'm always welcome to your ideas, airing of your
concems and your expressions of constructive criticism. I encourage each of you to
communicate with your Council or with me directly.

"Finally, let me mention that I think our City Council offers some unique diversity to the
citizens. We are fairly well-spread around the City for once; this time we have two
members from the south, one from the middle, and two from the north. Our
backgrounds include law enforcement, small and medium business, and the legal
profession. We're all fortunate to have a Council person representing the feminine view-
point. Such diversity will no doubt bring varying views to the issues before us, but I trust
this diversity will also bring strength and understanding. With each of us dedicated to I
serving the City we will move forward over the next few years to a better-than-ever
Arcadia. Thank you."

HARBICHT
(In memory of "Herbert Harry Goddard was born in Edgemont, South Dakota, on June 25, 1905. He
Herb Goddard) was a foster son to William "Buffalo Bill" Cody and often reflected on stories of his youth.
He spent nearly fifty years in Arcadia as a successful realtor, an active member of the
Arcadia Masonic Lodge, and a community leader. Herb served as president of the High
Twelve Club, was selected as Citizen of the Year in 1986, helped to start the Arcadia
Elks Club, was instrumental in forming the Arcadia Historical Society, and served on the
Arcadia Historical Commission from 1982 to 1986. His motto was always, "You must put
back into the community more than you take from it," and his life reflected that motto.
Herb passed away on April 3; he was preceded in death by his wife of 64 years, Bernice,
and is survived by three children, many grandchildren, great-grandchildren, and one
great-great grandchild. A memorial service has been scheduled at 11 :00 a.m. on April
25 at the Masonic Temple. Herb was a great guy, a real credit to the community. I
adjourn this evening's meeting in memory of Herb Goddard."
