CITY COUNCIL OF THE CITY OF ARCADIA
and the
ARCADIA REDEVELOPMENT AGENCY
ADJOURNED REGULAR MEETING (TEAM BUILDING WORKSHOP)
MAY 15,1998
The City Council and Ihe Arcadia Redevelopment Agency met in an Adjourned Regular
Meeting (Team Building Workshop) at 9:00 a,m" Friday, May 15, 1998 in Ihe
Community Center. The primary purpose of said meeting was to discuss City goals,
objeclives and work programs.

ROLL CALL: PRESENT: Council/Agency Members Chandler, Harbicht, Marshall and Kovacic
ABSENT: Council/Agency Member Roncelli (Arrived at 9:28 a,m,)
It was MOVED by Council/Agency Member Chandler, seconded by Council/Agency
Member Marshall and CARRIED to EXCUSE Ihe absence of Council/Agency Member
Roncelli.

SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS
None

AUDIENCE PARTICIPATION
Dorothv Denne, staled in part, thai she would be interested in serving on the proposed
multi-cultural commillee, il and when il is formed, II necessary she would drop of! 01 the
Arcadia Beauliful Commission to do so, Mayor Kovacic noted Ihis commillee was his
idea and he still strongly believes in it, however, he has spoken wilh a number of people
in the community who believe there may be beller vehicles so he will proceed with this
proposal with due caulion. .
Citv ManaQer Kellv announced the Arcadia Chapter of the American Red Cross will
celebrate it's 50th Anniversary at a party on May 17th, Council member Marshall will
allend and present a City proclamation to the Chapter on behall of the City Council.
4. PRESENTATION AND DISCUSSION OF TEAM-BUILDING AND CITY GOALS, OBJECTIVES
AND WORK PROGRAMS
0/10 . '1- r, Cily Manager Kelly presented the results of recent surveys distributed by each
Councilmember to lamily, friends and associates, The resulls, when evaiuated, indicate
the management style 01 the Councilmember. According to this concept there are four
major leadership styles prominent within individuals: A) Directing (risk takers, action
oriented, initiate change, task oriented); B) Emoting (visionary, flamboyant, like center

stage, creative, intuitive); C) Supporting (glue in the organization, people oriented, good I
listeners and mediators); and, D) Analyzing (delailed problem solvers, task oriented,
know how long the job will take and all the steps in between), The City Manager
explained Ihe decision making time frame within the management styles, and the
categories wilhin which each Councilmember and management stafi fit, based on the
surveys completed by family, friends, associates, Councilmembers and City personnel.
The premise behind the concepl is thai knowledge of Ihe peer group management slyle
would help each Councilmember better understand and work with their peers, the City
Manager and Cily departmenl heads.
As part of the leam building concept each Council member and Ihe City Manager
presented a brief self introduclory profile of their background, family, education, business
experience, and olher areas of interest as summarized below:
Council member Gail Marshall - Born in Michigan; moved to Calilornia al age nine:
attended Lulheran School and San Gabriel High School; graduate of City 01 Hope X-ray
and Technology School; worked in medical field; married with two children; operated
own business for five years; sold skin care and nutritional products.
Mayor Gary Kovacic - Born in 1951; grew up in Arcadia; attended Arcadia Schools,
U,C.L.A" law school; while studenl worked for Arcadia Recreation Department, Barron's
Pharmacy, law firm; passed State bar in 1976; attorney with Sullivan, Workman and Dee
law lirm since passing State bar; married to Barbara; two children, Kelly and Kasey; likes
to camp, fish and travel; active at Church of The Good Shepherd,
Council member Gino Roncelli - Born in Los Angeles; grew up in Pasadena/Altadena;
attended SI. Andrews, Elliot Junior High, John Muir, Pasadena Community College; in I
U,S, military; married 10 Bingo; Ihree children and Ihree grandchildren; moved to Arcadia
many years ago; worked in plastics industry; opened own plastics business January 1,
1969; likes to travel and has visiled 121 countries; looking forward to working with the
Council forthe best 01 the City.
Mayor Pro tem Roger Chandler - Born in Canada on Vancouver Island, B,C., during
World War II; naturalized United States citizen; moved to Temple Cily; attended Temple
City High School, played baseball and football; met Jane in high school; later married
Jane; two children; residenl of Arcadia since 1972; attended P,C,C., Pasadena Police
Cadet; Arizona Stale; B.S, degree from Cal State - L.A.; Masters degree from U.S.C,;
with County Sheriff's Department; injured 1980 while on duty; retired from Sheriff's
Departmenl with medical disability; served as Police Chief for City of Los Angeles's
Housing Authority for three years; previously elected to the City Council in 1986; very
happy 10 be back on the Council.
Council member Robert Harbicht - Nalive Californian; grew up in City of Duarte; moved
to Arcadia lwenty-four years ago; attended Duarte High School; graduated San Fernando
Valley State College (now Cal-State - Northridge); worked his way through college; met
and married Patsy while in college; two children; worked for marketing research firms;
owner and President of Harbicht Research (marketing research and consulting); active in
Duarte JC's; City of Duarte Councilmember and Mayor; 11th year as a member of the
Arcadia City Council; Mayor of Arcadia twice; athletic activities include bicycling and
racquetball,

City Manager William Kelly - Parents moved to Arcadia County area forty-eight years I
ago; attended Annuncialion Church School and Bosco Tech; Cal Poly - Pomona under-
graduate degree in City Planning; MBA's from U,S,C. and Claremonl Graduate School,
later in Ph.D, program at Claremont; inlemed at City 01 Rosemead; worked for Cities of
Glendora, San Bruno, Baldwin Park, Brea and Burbank; redevelopment management

consulting lor three years before coming to Arcadia as Assistant City Manager, Interim
City Manager, appointed Cily Manager in 1994; married to Chris who is a department
head at the City of Cypress; one daughter and two step-children; leaches Organizational
Theory and Behavior at Cal Stale - Long Beach; runs in trialhlons.
CITY MISSION
STMNT, &
GOALS
In the discussion of the Cily 01 Arcadia Mission Statement and Goals, which was.updated
in 1997, the Council expressed their Ihoughts on the subject and generally agreed to let
the Mission Statement and Goals stand as wrillen, The City Manager distribuled the
draft of the Managemenl Work Programs lor Fiscal Year 1998-1999, which was prepared
by stafl at the direction of the City Manager, in concert with Ihe goals established by Ihe
Council. The Cily Manager explained the managemenl process begins with the Mission
Stalemenl, flows to the Goals; Goals to the Managemenl Work Program Ihen to the
budget and Capital Improvement Program,
City Manager Kelly announced that a Cilizen's Budget Forum will be held al the City
Library on June 3rd. Stafl will present the FY 1998-99 budget, work programs, and a
comparison of cily to city taxes, assessments and benefits, The Cily Manager noted thai
Arcadia residents receive a much higher level of services lor Iheir tax dollar than
neighboring cities, The Monrovia tax bill has a low property tax, however, there are six
to twelve special taxes lor reliremenl, fire, police, library, recrealion, etcetera,
Monrovians pay twice as much lor a property than they would pay for similar property in
Arcadia, according to Mr. Kelly, Arcadia provides a higher level 01 service with a lot less
money being pul into the system by the residents. A city to city comparison of the level
of services will be shown also al this cilizen's meeling. The goal of staff is 10 present
this information to the residents once every year.
Considerable discussion ensued about the proposed Budget Forum, Councilmember
Marshall thought the forum was a good idea, II would give the residepts an opportunity to
ask questions. The meeting could be televised on cable TV, The City Manager advised
the forum would be video taped and run on Ihe cable system during Ihe week, Mayor
Kovacic felt this type of communication is part of governing and would be educational
and good markeling. Councilmembers Marshall and Roncelli agreed with the Mayor on
that issue, Councilmember Harbicht fell this type meeting was not necessary,
In relerence to the Management Work Program - FY 1998-99 booklel, Mayor Pro tem
Chandler questioned the source of the staff work assignments oullined in Ihe booklet.
The City Manager explained the work assignmenls were developed by stafl in response
to the Mission Stalement and revised City Goals which were approved by the City
Council in January, 1998 to reflect Council's objectives for the future. The work
assignments are those which stafl believes Ihey can accomplish along with their regular
work schedules, The draft work programs were presented to the Council for approval or
direction to stafl this date.
Mayor Pro tem Chandler stated in part thai in comparing current City operations with his
previous term on the Council, City stafl are now spending a large amount of money and
time on public relations. The main mission of the City government is to deliver the
services 10 which the citizens have become accustomed... that is the best PR program
the City can ever deliver, He would not like to see this Council become a defensive City
Council trying to justify the various programs or positions.
In further explaining the Management Work Programs the City Manager noted these are
the benchmarks he uses in evaluating the department manager's performance, just as
Council has a certain measure for evaluating his performance, In addition the draft
under discussion can be revised by the Council if it is perceived' thai a work program in
the booklet is not necessary, These changes can be accomplished al a future Council
-'.meeting after further study by the Council. Mayor Kovacic noted that all Of the

Council members could argue they did not want 10 see stall wasle time or money on I
some 01 the work program. Council member Harbichl commented, if the departmenl
managers feel that these programs are necessary to run Ihe City efficiently, he is
personally okay with thai. He believes Council should layout Ihe overall goals, and
through the budgel process deal with some specific programs, just as Council always has
done.., the Council sets policy in Ihe Mission Stalemenl and Goals", how the pr.ograms
are accomplished should be left up 10 the departmenls,
Following further discussion Ihe Council agreed that mosl of Ihe work programs should
be al the discretion of the City Manager and the Council would consider those programs
required to be approved by Council at the time they appear on an agenda, Direclion
regarding some of the items could be done formally or informally following discussion
this date, The City Manager noled il is his job to inlerprel the goals and write the work
programs supporting those goals. If there are any work programs that Council disagrees
with he needs to have this information and make changes to Ihe program.
The City Manager suggested each Councilmember informally give their suggested
changes 10 the Managemenl Work Program 10 him, he willlhen compile the ideas and
provide Ihe inlormalion to the entire Council,
CITY ADMINISTRATIVE MATTERS
Arcadia Beautiful Commission
In an overview of Ihis commission, the Cily Manager reported staff support was added
two years ago 10 help coordinate the awards ceremony.
Buildinq and Fire Code Appeals Board I
These boards were required by state law. They have not as yel met to consider any
appeals,
Human Resources Commission
There is one vacancy on Ihis commission which should be filled next month, Among
other duties Ihe commission hoids grievance hearings, The City Manager is the final
authority for employee disciplinary mailers,
Library Board
This board is regulated by the Slate Education Code, The trustees administer the Cily
Library independent of the City Council. Although a City employee, the City Librarian
works for the Library Board, The Council allocates budgel funds to Ihe Library, the
Library Board determines where the funds will be speni.
Parkinq Districl Commission
All Commission members must be property owners within the parking districls, which are
in the area to the north of Huntinglon Drive, This commission meels once or twice a
year. Currently, there is a vacancy on the commission for which staff is allempting to
find an appointee.
Planninq Commission
This commission meets two times a month, They are the busiest commission in City
govemment and a very important commission.
Recrealion and Parks Commission I
A very important commission also, they will deal with Ihe Youth Master Plan
implementation, The Ctty Council will hold a joinl meeting with this commission on July'
19th to discuss the Counly Park Bond funds and a proposal for expendilure,

Senior Cilizens Commission
Very active commission, Works separately from the Recreation and Parks Commission,
Sister City Commission
The commissioners have a lot 01 ideas, They depend upon stalf support to implemenl
their ideas. At issue is "what is the purpose of this commission?" The City l\iIanager
suggested that Council relocus the direclion of the commission and what staff support
should be provided,
The' City Council discussed the nominalion process for boards and commissions, which
will soon be agendized,
ADMINISTRATIVE The City Manager explained the currenl procedure 10 respond to leliers received
ISSUES by Council from the community and olherwise, The response to letters from the
corporale Council will usually go out over the Mayor's signature on behalf of the Council.
Letters to individual Councilmembers should be coordinated wilh the City Manager's
Office before the Council member responds, In reference 10 the City Manager's office
opening all mail addressed 10 any Council member, Councilmember Roncelli requested
that mail addressed 10 him nol be opened by stalf,
LEGISLATIVE
ISSUES
Slalf will drat! a letter for Ihe Mayor's signature on behalf of the Council in response
to legislalive issues, If a Councilmember is not in agreement, the City Manager or stalf
should be informed. If it is an emergency issue the Mayor will sign the letter and a copy
will be provided to the olher Council members,
SPECIAL EVENTS Slalf is preparing a generic presentalion cerlificale for last minute requests
PRESENTATIONS for certificates or proclamations which can be filled in at the event. If a Councilmember
is invited to an evenl, stalf may nol have that inlormation... the blank certificate is the
only means by which to cover this type of situalion,
COMBR.
BADGES
The badges given to each Councilmember which permit access to protecled or
sensilive areas will be redesigned to permit a "slip-in" name in order to control such
costs,

ADJOURNMENT Al 12:00 p.m, the meeting ADJOURNED to Tuesday, May 19,1998 at 5:00 p.m, in the
(May 19, 1998) Administrative Conference Room at City Hall lor a Regular Meeling to conduct the
business of Ihe City Council and Ihe Arcadia Redevelopment Agency and any Closed
Session necessary 10 discuss personnel, litigation matters or evalualion of properties.
