The City Council and the Arcadia Redevelopment Agency met in a Regular Meeting on
Tuesday, May 19, 1998, at 5:00 p,m, in the City Hall, Administrative Conference Room,

City Attomey Miller announced the item considered at the Closed Session,
PRESENTATION
Arcadia Beautiful Commission Chairman, Helen Dahlstrom, explained the establishment,
history and annual activities of the Arcadia Beautiful Commission, Mrs, Dahlstrom also
introduced commission members Pat Eicherly, Dorothy Denne, Sandy Wu, Jan
Torrington, Gloria Vertz and Gary Brewer. Mrs, Dahlstrom thanked staff members
Melissa Ornelas and Corky Nicholson for their assistance to the commission,
Nomination procedures, selection criteria and processes were explained, The
commission reviewed approximately 150 nominations in the judging process for this
year's awards, A new award this year in honor of former Mayor Dennis Lojeski, the

Chairman Dahlstrom congratulated and thanked the recipients of the awards, Mrs,
Dahlstrom recognized former Arcadia Beautiful Commissioners present, Mary Hansen,
Peter Ulrich and Elsie Hetherington, A reception followed the award ceremony in the
Council Chamber Conference Room and foyer,

PRESENTATION
Mayor Kovacic presented the first Mayor's Community Service Award to Jesse
Vanlandingham for his outstanding and never-ending volunteer work, The Mayor
commented, in part, stating that Mr, Vanlandingham has been quoted in the Arcadia
Weekly as saying that the people he admires most are those who give of themselves,
with humility, expecting nothing in retum, An appropriate comment from someone
whose life is filled with philanthropic efforts, An Arcadia resident since 1953, Mr.
Vanlandingham is an active member of a number of charitable organizations, honored
several times for his generous donations of time and money, was instrumental in forming
the Arcadia Public Library Foundation and has served as its chairman since its inception,
The Arcadia City Library has benefited greatly as a result of his new fundraising ideas
and methods, which has resulted in the new library fumiture and equipment.
Mr, Vanlandingham expressed his appreciation to all of the donors who have made the
Arcadia Library a place of which to be proud, He also thanked the Library Foundation
Board of Directors for their hard work, -
PRESENTATION
Mayor Kovacic presented the Mayor's Business Recognition Award to Galiand
Roberson, Arcadia Business Association President. The Mayor commented, in part,
that Mr, Roberson was instrumental in bringing about the Farmer's Market, the holiday
decorations on Huntington Drive and First Avenue, and encouraging businesses to get
involved and participate in the process of revitalizing Downtown Arcadia, Mr. Roberson
has a positive, enthusiastic attitude that encourages others. His spirit and desire to

make things happen has been as important as the amount of time he spends on ABA
activities,
Mr. Roberson commented ,hat he is honored to receive the award and thanke-d the'
Arcadia Business Association Board of Directors for their time in working with the City
over the years on, many different issues, Mr. Roberson stated that after funding was
secured for the Farmer's Market, Kirk Minard volunteered as it's coordinator working with
the participating merchants and farmers,
PRESENTATION
Mayor Kovacic commented, in part, that budget challenges, down-sizing, increased
work loads, no salary increases for several years have impacted the City employees
employees, The Mayor stated that an Employee Advisory Committee (EAC) was
formed in 1995 comprised of representatives from various City departments and serves
as a communication link for employees in matters of interest and concern to all parties,
The goals of ihe EAC demonstrate the spirit with which City employees go about their
duties, Despite recent budget challenges the EAC has put together a number of
programs for employees that cost little or nothing to maintain a positive, innovative and
upbeat environment. The EAC has also supported and facilitated employee involvement
in a number of charitable events in the City throughout the year. '
EAC Chairman, Sgt. Gene Gioia, commented that the entire membership of the EAC
continues with the committee's goals, Sgt. Gioia thanked all the members for their work,
City Manager Kelly for starting the committee, and each of the department heads who
support committee endeavors, Mayor Kovacic presented the Mayor's Employee
Recognition Award to EAC members David Bell, Bryan Boeskin, Jason Corona, Janice
Cumming, Judy Gabaldon, Linda Garcia, Tom Higham, Rose O'Sullivan, Connie
Schacatano, Beth Stogner, Cara Wilhelm and Sgt. Gene Gioia, Former EAC members
Lt. Ed Ostashay, Guy James, Rita Kurth, Robin Lugar, and Jerry Parker were also
presented with the Mayor's Employee Recognition Award,

City Manager William Kelly introduced Interim Fire Chief Jim Reed,
In response to Councilmember Roncelli's question regarding the cost breakdown of
Consent Agenda Item 13d, staff responded that the 12' Waterline Replacement Project
on Huntington Drive is $282,215; the Waterline Replacement at Stanford Drive is
$57,450; and the 1997-98 Fire Hydrant Installation Program is $87,500; for a total project
cost of $427,165, Responding to Mayor Kovacic's question, staff responded that the City
receives a better bid price by combining similar projects which can be done by one
contractor.
City Manager Kelly responded to Council member Marshall's question regarding Consent
Agenda Item 13b that the City has used Los Angeles County Animal Control previously,
but there were problems with the service, At that time staff researched alternatives and
found Pasadena Humane Society to be the best alternative, Since that time the City has
retained the Pasadena Humane Sociely based on their performance and economic
proposal. The fee proposal submitted by the Pasadena Humane Society was the lowest
received by the City,

AUDIENCE PARTICIPATION
Jerry Selmer, 55 E, Arthur Avenue, commented, in part, that he considers the proposed
project to construct a raised pavement section on Wheeler Avenue (Agenda Item 14d,
this date) one that would create a safer zone for pedestrians utilizing the street in front of
the Arcadia Post Office, As he stated in a recent letter to the Council and City Manager,
currently there is no indication of pedestrian crossing; drivers travel at various speeds on
this street and often are not aware of the pedestrian hazards, Mr. Selmer urged
Council's support and vote to approve the project.
Garland Roberson, Sullivan's Paint, 134 E, Huntington Drive, commented, in part, on
Agenda Item 14c, this date, discussion for the removal of stop signs on First Avenue
south of Huntington Drive, When the Association approached the City with the issue they
were concerned about the lack of people patronizing their businesses, However, with the
Farmer's Market now taking place, the businesses are experiencing an increase in sales
as a result. Mr. Roberson stated that the Arcadia Business Association has discussed
this issue and realized that with the current landscaping it is difficult for drivers to see
pedestrians and cross traffic, Removing the stop signs would create a safety hazard, Mr.
Roberson stated that the Association concurred with staff recommendation to not
remove any of the stop signs,
Judy McKinley, Sierra Madre Blvd" commented, in part, that the pedestrian safety issue I
on Wheeler Avenue in front of the post office has been a concern to her for quite some
time, Mrs, McKinley stated that she felt the City should install a stop sign and crosswalk
at that location,
Lyle Wilson, Arcadia resident, stated, in part, his concerns regarding Agenda Ite'm 153,
this date, the franchise agreement with TCI Cablevision, Mr. Wilson commented that he
hoped there has been some resolution regarding potential subscriber fee increases
related to TCI's franchise fees,
Mr, Wilson questioned the proposed sewer service charge increases and why repairs to,
the City's sewer system have not been done on an on-going basis over the last 50 years,
The third concern expressed by Mr. Wilson involved Agenda Item 15b, Ordinance No,
2089, regarding appeal of Planning Commission decisions, Mr, Wilson commented that
he hoped there would be discussion and clarification of what changes would occur with
the approval of Item 15b,
Mr. Wilson commented on statements made at the May 5, 1998 Council meeting
regarding the Arcadia Firefighters Association and the failure of Measure A in the April
14,1998 General Municipal Election,
Mayor Kovacic responded to Mr. Wilson's concerns stating, in part, that the issues were
discussed in detail at the May 5, 1998 City Council meeting, The Mayor stated that the
last sewer rate increase was 20 years ago; the proposed rates presented in the staff
report indicated that the City of Arcadia will still be charging the lowest rates of any city
in the area, Mr, Kovacic explained that the matter regarding the Planning Commission I
decision appeals is that the City Council, as a group, does not need to appeal an item,
an individual Councilmember can appeal any item, Mayor Kovacic stated that the TCI
Cablevision franchise was discussed at length at two previous Council meetings, and
that the majority of Council felt it was an appropriate contract,

MATTERS FROM ELECTED OFFICIALS
Councilmember Marshall announced that this year is the 50th Anniversary of the Arcadia
Red Cross and recommende1i that citizens consider donating blood to celebrate- this '
anniversary,
Council member Marshall asked if it would be possible to authorize staff to insert
informational flyers in the water bills regarding common items that cause problems and
biockages to the City's sewer system, and recommend the appropriate method of
disposal of these items, Perhaps these flyers could be done in the various languages
spoken by the citizens, Mrs, Marshall also suggested that information might also be
televised through cable television,
City Manager Kelly confirmed that notifications of this sort can be approved by a Council
directive to staff. Mayor Pro tem Chandler concurred with Councilmember Marshall's
suggestion,
Council member Marshall announced that due to continuing water conservation efforts by
Arcadians, rainfall from EI Nino, City staff reducing expenditures, completion of a leak
detection program and a large meter testing program all have resulted in no water rate
increase in fiscal year 1998-99,
Council member Marshall suggested for consideration a celebration for the year 2000
which could inciude an area parade (Monrovia Arcadia Duarte - MAD,) possibly on
Huntington Drive through the three cities concluding at the Santa Anita Race Track, and
a celebration at the Arcadia County Park which would accommOdate a large number of
people, This celebration could be a collaborative effort among the three cities,
Councilmember Marshall's quote of the day, "The best things in life aren't things."
Mayor Pro tem Chandler announced that the City has received Los Angeles County's
proposal for contracting Arcadia Fire Protection Services, The initial proposal projects a
$1.2 million savings for the City of Arcadia, based on 1997-98 figures, There are some
obstacles of which staff is seeking clarification from the County, such as Arcadia's police
dispatch system which is currently combined with the Fire Department. Response
regarding staff concerns will be forthcoming from the County, Updates and more
information will be presented to the community as they occur.
Councilmember Roncelli announced that on June 3 at 6:30 p,m, in the Arcadia Library
Auditorium the City will hold a Budget Workshop to encourage community involvement
and greater awareness of the budget process, A general overview of the budget will be
presented and there will be a time for questions and answers, A public hearing on the
budget is tentatively scheduled for June 16, 1998,
As liaison to the Arcadia Beautiful Commission, Councilmember Roncelli commented on
the Commission's goals and the Arcadia Beautiful Awards,
Councilmember Roncelli thanked the citizens who addressed the Council this date,
Councilmember Roncelli commented, in part, that he considers conducting a salary
survey and compiling a hiring priority list important before the City hires more
employees, Mr. Roncelli listed City departments that may need additional staff to
maintain services,

As Council liaison to the Centennial Commission, Councilmember Harbicht commented
that the Commission has begun planning events for the Centennial Celebration, The
Commission will have a logo design and slogan contest for the Centennial and are
asking anyone interested to send their ideas to the Centennial Commission in care of the'
City Manager's office, Arcadia school students will also be included in the contest. It is
hoped the contest will generate enthusiasm for the celebration, The winners of the
contest will be honored at a future City Council meeting,

Mayor Kovacic thanked the Arcadia Beautiful Commission for their continuing efforts to
make Arcadia a beautiful City and donating the flower arrangement for the Council
meeting this date,
Mayor Kovacic announced that on Thursday, May 21 the Arcadia Rotary Club will host
their annual Salute to Seniors Celebration, The highlight of the event is the presentation
of the 1998 Senior Citizen of the Year Award; the recipient' will be former
Council member Mary Young, The Mayor commented that this is a well-deserved award,
thanked Mrs, Young for her community involvement, and congratulated her for being this
year's award recipient.
Mayor Kovacic stated, in part, that he and Director of Maintenance Services, Patrick
Malloy, recently spent two days visiting with the Army Corps of Engineers, the Federal
Emergency Management Agency (FEMA), and the State of California Office of
Emergency Services to explore funding sources for infrastructure improvement projects,
In their search they found that the Army Corps of Engineers will fund studies, but not
projects; FEMA has funds but they send them through the State Office of Emergency
Services; and the State Office of Emergency Services has funds available, but only in
the event of an emergency, The search for funds will continue, The Mayor commented
that in this day and age it is critical for every city to learn to live within its means and rely
upon itself to go forward,

Mayor Kovacic presented an overview of his day as Mayor of Arcadia, which included
giving a lecture to a first grade class at Holly Avenue Elementary School, visiting
Arcadia Gardens Retirement Hotel to help celebrate Mildred Soskins' 100lh Birthday,
and a ride in the City's helicopter with Sgt. Ken Kuwahara, The Mayor stated that even
from the sky Arcadia is a beautiful city,
The Mayor congratulated the City of Monrovia on their 111lh Birthday, and thanked Mall
Beveridge, son of an Arcadia firefighter, who represented Arcadia well in the soapbox
derby,

(Recruit & Hire - Officer, stating, in part, that this is a key position within the City, The functions performed

Mr. Dale responded to Councilmember Roncelli that the all City purchases are processed
through the purchasing officer and that it is not possible for the City to wait until a salary
survey is completed to fill the position, Mr. Dale also stated that the position was
recently vacated, Currently there is a temporary, part-time person assisting the City; the
purchasing operations of the entire City would close down if this position is not filled, An
alternative of decentralizing the City's purchasing operations would not be in the best
interest of the City, Authorization for purchase amounts are made by each department;
the purchasing officer completes the purchasing transaction for all departments in
accordance with the appropriate authorization,

ADMIN SVCS/ Director of Administrative Services James Dale presented the staff report and
INFO, SVCS, recommendation requesting authorization for staff to fill the position of computer
(Recruit ~!Ht~Y' support specialist stating, in part, that this, too, is a key position within the City's data
comput~ proceSsing operations, There are two positions that are currently budgeted in data
Support processing; one is the supervisor of that operation, the second is the position of
Specialist) computer support specialist. The main tasks of this position are to maintain the operation
(APPROVED) of all City personal computers; configure the software and connect new computers to the
i) ~J}() ~ 6>> City system; and perform day-to-day computer maintenance, Other areas also covered
" by thiS position some of which includes running of all City reports on a daily basis such
as water billing, payroll checks, and other routine matters, This position is also
responsible for the City's conversion to the NT network environment in preparation for
the year 2000, The current salary range for this position is $2,664 to $3,238/month plus
benefits which are budgeted in the current year's operating budget and the 1998-99
proposed budget.

Mr. Dale responded to Councilmember Marshall that this position is not a new position,
but one that was recently vacated, Upon surveying cities similar to Arcadia Mr. Dale
found that the City of Lakewood, which contracts, out their police and fire services and
does not have a city library, has a data processing staff of four full-time people, Without
filling this position to bring the staffing level back up to two, the City basically shuts down
the data processing capabilities, which is a serious concern,
Councilmember Harbicht commented that computers have been a tremendous savings
to the City allowing it to operate with fewer staff, He also noted that the Library currently
has a number of personal computers that have "Out of Order" signs on them because
there is no one to repair them; clearly this is a critical position that needs to be,filled,

City Manager William Kelly presented the staff report and recommendation concerning a
request by the Arcadia Business Association (ABA) for removal of stop signs on First
Avenue south of Huntington Drive stating, in part, that the specific locations in question
on First Avenue were Alta, Bonita and California Streets, These stop signs were added
to the north/south traffic flow on First Avenue at each of the above named intersections
in conjunction with the construction of angled parking and landscaped islands as part of
the Downtown 2000 Project, Each intersection became a four-way stop controlled
location since easUwest traffic was already controlled, These four-way stop intersections
have been in place for approximately two years,
The traffic counts were obtained on First Avenue in April 1997 in concert with the
proposal to close the street for the Farmer's Market Staff compared these counts with
those taken prior to construction of the First Avenue improvements, The comparison
showed virtually no change in northbound traffic and approximately a 30% change in
southbound traffic, Staff has serious safety concems regarding the removal of any of
the stop signs on First Avenue at any of the noted locations, Although the landscaping

City would need to consider modifying the landscaped areas, as well as the end parking
spaces,
City Manager Kelly responded to Mayor Kovacic that it is staff recommendation that the
stop signs not be removed,
The request to remove the stop signs from First Avenue stems from concerns regarding
reduced traffic volumes on First Avenue, Some First Avenue merchants have
aSSOCiated the alleged drop in traffic volumes to a reduction in business opportunities,
Councilmember Harbicht commented that based upon information contained in the staff
report and his visit to the area under discussion he is satisfied with the staff
recommendation to leave the stop signs where they are, Mr. Harbicht commented also
that Mr. Roberson reported that based upon his further investigation the original request
for stop sign removal was being withdrawn, Councilmember Harbicht stated that he is
willing to receive and file the report, and take no action, leaving everything as it is,
Council member Marshall commented on the proximity of First Avenue School to the
subject area and maintaining the safest possible traffic situations for the students, Mrs,
Marshall stated she visited the area and concurs that the stop signs should remain;
reconfiguring landscaping and parking spaces would change what was accomplished by
the Downtown 2000 Project,
No motion was put forth on this item, Council RECEIVED and FILED the report,

to E, C" Construction Company in the amount of $74,211 for the rehabilitation of
Hacienda Drive from San Carlos Road to Caballero Road and construction of a raised
pavement section on Wheeler Avenue; and to appropriate an additional $8,670 in
Parking District 2 funds to construct the raised pavement section on Wheeler Avenue in
front of the U, S, Post Office, Mr. Kelly stated, in part, that the'City received no bids
for either project which were merged together in an attempt to maximize the construction

Maintenance Program to rehabilitate the asphalt pavement from San Carlos to Caballero

The main portion of this item concerns Wheeler Avenue in front of the U, S, Post Office,
At this location, Wheeler Avenue is not a normal street in terms of design concept; there
are curb and gutters on the majority of the street, but the parking lots on the south side
of Wheeler have driveway entrances and exits in many locations, Wheeler Avenue
functions as a 200 foot plus crosswalk because of the parking lot's configurations, After
much analysis staff determined the proposed project to be the best alternative providing
the most pedestrian safety, Raising the pavement in a section of the roadway is
intended to slow traffic and enhance pedestrian safety in the area, The project includes
construction of a concrete and brick crosswalk, asphalt concrete overlay, bollards, and
pavement striping in front of the U, S, Post OffIce,
The original project estimate was approximately $23,000; an alternate bid adding
engineering costs 'for cost accounting purposes was done, When the bids were received
they exceeded the engineering estimate by approximately $5,000, One of the concepts
in the original project was to install lighted bollards costing $14,700; unlighted bollards
would be approximately $3,500, Staff did not suggest the installation of lighted bollards,
Installation of unlighted bollards would provide some visual designation of a unique
zone,
In response to Council member Roncelli, staff responded that the design shows four
concrete bollards for the project.
Traffic Engineer Ed Cline responded to Mayor Kovacic's inquiries stating, in part, that the I
brick pavers and concrete bands would not look like a crosswalk, it will be a raised
section of the roadway that would designate the area to pedestrians, Mr. Cline also
commented that bollards would provide the delineation the City is attempting, but as to
the benefits of lighted or unlighted he did not express an opinion, The brick pavers
provide a tactile warning to motorists to slow down, and the pedestrian will be able to
hear the vehicle as motorists drive over the brick pavers, The suggestion to place a stop
light or stop sign at the subject area was considered not appropriate at this mid-block
location and would probably be ineffective,
Mr. Cline responded to Councilmember Marshall stating a constant caution light tends to
be ineffectual because they blend into the landscape and people do not see them as
readily as necessary, and that studies have shown that the initial impact of flashing
beacons goes away after a short period of time, Councilmember Marshall stated she did
not feel the bollards were necessary or would keep pedestrians within the confines of the
area; that the City could save $14,700 by elimin~ting them from the project, She felt
that something needs to be done to ensure pedestrian safety, the project is a good
concept and would approve the project if the bollards were eliminated,
It was MOVED by Council member Harbicht, seconded by Councilmember Marshall and
CARRIED on a roll call vote as follows to AWARD a contract in the amount of $74,211
to E, C, Construction Company for the rehabilitation of Hacienda Drive from San Carlos

At Council member Roncelli's request City Manager Kelly provided clarification for
audience participant, Lyle Wilson, stating, in part, that the passing of franchise fees from
TCI to cable subscribers is such that the TCI is allowed to attempt to spread their costs
accordingly; the City must review and approve these attempts, if the City objects a
protest can be filed which involves the Federal Communications Commission (FCC),
The attempts for recouping costs and appeals are part of an ongoing process and will
continue to be as long as the City deems fees inappropriate, '
Councilmember Harbicht commented that the franchise fee is delineated on subscriber
billings as with other utility companies; businesses generally pass taxes they incur on to
their customers,
City Attorney Miller commented that this is one franchise where all the rules are called
for by the FCC, and in recent rulings the FCC has sustained the passing on of this cost;
there is not much the City can say about it because of the acts of Congress which
predominate in this area,
Mayor Kovacic reiterated that TCI will attempt to recoup their franchise fees and that the
agreement is the best possible agreement the City could negotiate under the FCC
regulations,

Councilmember Roncelli commented, in part, that after spending time with Maintenance
Services Director Patrick Malloy reviewing and discussing this item it was his opinion the
City needs to move forward with the Sewer Master Plan, Discussion with Mr. Malloy
included various methods to fund the plan, the adoption of this ordinance appears to be
the best alternative, City Manager Kelly confirmed the Consumer Price Index (CPI)
increase to be used in the charge schedule of this ordinances is for the Los
Angeles/Anaheim/Riverside area, Mayor Kovacic commented that review or revisiting
this matter can occur at any time the Council so chooses,
There was also discussion and concern regarding a cap on the CPI, if it would be I
appropriate or beneficial. It was stated that when the CPI increases, costs also increase
for the City, Councilmember Harbicht commented that the City has not increased sewer
rafes in the last 20 years, has borne increased costs and should not be criticized for
increasing fees now when it is necessary,
