The Arcadia City Council/Redevelopment Agency and the Sierra Madre City Council
met in an Adjourned Regular Joint Meeting on Wednesday, August 26, 1998 ai 6:30
p.m. at the Arcadia Community Center, 365 Campus Drive,

Patrick Malloy, Arcadia Maintenance Services Director, and Bruce Inman, Sierra Madre
Public Works Director, presented a report and slides of a joint water study related to the
Cities of Arcadia and Sierra Madre Water System Seismic Reliability Project. The
slides depicted the need for the project in the event of a major earthquake in the area.
Staff noted four major earthquakes in Southern California over the past twenty-five
years, Both cities are located between. the Raymond Fault and the Sierra Madre Fault.

The water systems in these earthquake fault areas was constructed prior to I
implementation of rigorous earthquake standards and are vulnerable to disruption and
damage during major seismic activity, Staff explained the common goals conceming
local water availability following a local seismic event and commented that cooperative
projects between Arcadia and Sierra Madre are more competitive for federal funding if
such an event should occur. Other funding sources were explored also, Since 1995
activity on the Cities Water System Seismic Reliability Project has cost $1.300,000, of
which $1.125,000 are federal monies; $35,000 in Sierra Madre funds and $140,000
from Arcadia, Staff explained the use of these funds to-date, the project description,
the comprehensive 1996 Reconnaissance Study and 1997 Feasibility Study, which
identified several improvement alternatives for each city and an estimate of cost for
each alternative, The studies included areas within Arcadia and Sierra Madre of severe
pressure loss, with and without the proposed improvements to the water systems as
recommended by staff, Construction of the improvements would be completed in the
year 2000. A thorough review of the project description through the design phases, and
a study of site faqility improvement needs was discussed. Further, a report of the
appropriations necessary for local matching funds and potential sources for future
funding assistance from the U.S, Army Corps of Engineers. Federal Emergency
Management Administration (FEMA), the U, S. Environmental Protection Agency
(EPA) , and the Califomia Office of Emergency Services (OES),
Staff presented a summary of the pending actions to be taken regarding the Project
which included:
Continued cooperation between Arcadia and Sierra Madre.
Continued advocacy efforts at state and federal levels for construction funding,
Move forward with the Santa Anita Creek study. I
Evaluate the potential for securing additional water rights from the Raymond Basin.
Appropriate funds necessary to cover local contributions for the Project,
In the discussion following the presentation it was noted the Water System Seismic
Reliability Project is extremely important for future water supply and stability to protect
properties if fires break out following an earthquake or any other disaster of magnitude.

Council to Monday. September 14, 1998 at 6:30 p.m, at the Sierra Madre Council
