Monday. August 31. 1998. at the Arcadia Community Center. 365 Campus Drive. 1. Applied Planning Frank Forbes None None AUDIENCE PARTICIPATION MATTERS FROM ELECTED OFFICIALS AND PLANNING COMMISSION PRESENTATIONS SANTA ANITA As presented this date the Specific Plan for the Santa Anita Commercial Center COM'L CENTER (SACe) is a land use planning document providing guidance for development of a PROJECT commercial center with entertainment uses on an eighty-one (81) acre portion of the (Santa Anita existing Santa Anita Race Track southerly parking lot. The 81 acre site is situated in Enterprises) the approxima1e center of Arcadia and would create a new centralized commercial (/';,7, ,', / district within the City, Redevelopment of this underutiilzed race track parking area Nt 8131198 40:0225 would generate long-term income to the City, The Specific Plan document contains a listing of the requirements in the California Government Code. Section 65451. for a Specific Plan. as well as details of the goals for such a pian for this portion of race track property, I The Santa Anita Commercial Center Specific Plan proposes the infill of 590,510 square feet of development in the southerly parking lot of the race track. The components of the project include entertainment uses complemented by food and beverage uses; a market; and large mid-priced retail. specialty and general retail uses. The Santa Anita Medical Plaza is included within the boundaries of the southwestern portion of the project site. The project site is bounded on the north by the Santa Anita Race Track, on the west by Santa Anita Fashion Park Mall. on the east by Huntington Drive and on the south by Huntington Drive and multiple family residences. Adoption of the SACC Specific Plan by the City Council will allow the development of commercial/retail and entertainment uses on the site, These designations would be implemented through the adoption of a Specific Plan-1 (SP-1) zoning district for the property. Mr. Donaid Nevins and Mr. Michaei Flynn of the architectural/design firm of Holmes and Narver. Inc,. were introduced by Mr, Tom Austin. Santa Anita Enterprises, Inc.. owners of the project site. Also. Mr. Jerry Ohta. Lynn Capouya. Inc,. Landscape ,Design, Messrs. Nevins. Flynn and Ohta presented an overview of the proposed Santa Anita Commercial Center Specific Pian components. concept, design. landscaping. traffic I circulation, infrastructure/services. etcetera The architectural elements proposed to incorporate the eclectic architectural style of the existing 1930's race track grandstand, and other architectural features common to the 1930's and 1940's. The four (4) components of the project include a 231.000 square foot Entertainment Component with a 24 screen theater anchor and specialty retail. non-ticketed entertainment, and a sit-down restaurant; the Neighborhood Component. 78.000 square feet, would include a food market, retail shops and a fast-food restaurant; Promotional Component, 191,510 square feet, incorporates a retail area and a non-fast-food restaurant; the Office Component. incorporates a 90.000 square foot medical office building. It was noted that building sizes are conceptual and may change depending on individual user needs. Further noted. the Neighborhood Component is the only area where service commercial uses are permitted within the retail category. Mr. Nevins commented that the architects had addressed the concerns of the Council and the Commission related to view corridors to the race track grandstand. site access to parking. circulation, security of public facilities. all of which were the architects concerns as well. Following the presentation, Mr, Austin. the archi1ects and the landscape designer responded to concerns expressed by the Council and Commission regarding signage; quality public rest rooms: lighting of buildings.., minimize the use of neon; ample parking on-site on race days and/or shuttle service; the architect/designers to provide an elevation plan of the buildings in relation to views of the grandstand; maximize open green areas and water conservation; the 1930's and 1940's design theme to be maintained; the -title" or "identify" of the project may change; security personnel witl be throughout the Center: there will not be off-track wagering areas in this updated Specific I Plan; the developer had conSidered many other uses for the subject property. such as, housing. hotels. stadiums, linkage with the Mall. etcetera. and believe the Specific Plan as presented, to be the most workable for the site; a drive through opening in the current fence separating Mall parking and the proposed project area is still under 8/31/98 I I I 40:0226 discussion... it was felt that an opening in the fence would benefit both the Mall and the Center if all the issues could be resolved; the developers have control of the exterior design of the buildings.., the tenants of such buildings will be aware of this, and City Planning Services will review the plans for each building before construction begins; general parking for race days will be available through Gates 5 and 6 off of Colorado Place. rather than Gate 3. which will lead into the project area; the Irvine Spectrum Center would be the area most similar to the proposed commercial/entertainment project; the proposed fast-food restaurants would be similar to a "Boston Market" type of establishment; a drive-through type restaurant is a possibility also; the loading areas will be screened. and some will have landscaping also; and. the plaza area could accommodate small concerts, ADJOURNMENT At the conclusion of the discussion. the City Council and Arcadia Planning Commission (Sept. 1, 1998) ADJOURNED; the City Council to Tuesday. September 1.1998 at 7:00 p.m. in the City Council Chambers for a Regular Meeting of the City Council and Arcadia Redevelopment Agency; and the Planning Commission to Tuesday.
