'/f:) MINUTES CITY COUNCIL OF THE CITY OF ARCADIA a nd the ARCADIA REDEVELOPMENT AGENCY REGULAR MEETING September 15,1998 The Arcadia City Council and the Redevelopment Agency met in a Regular Meeting on TueSday September 15, 1998, at 6:00 p,m, in the Conference Room of the City Council Chambers, PRESENT; ABSENT: Council/Agency Members Chandler, Marshall, Roncelli and Kovacic Council/Agency Member Harbicht It was MOVED by Council/Agency Member Chandler, seconded by Council/Agency Member Roncelli and CARRIED to EXCUSE the absence of Council/Agency Member Harbicht. AUDIENCE PARTICIPATION None, CLOSED SESSIONS Pursuant to Government Code Section 54956,9 to confer with William R. Kelly, Don Penman and Peter Kinnahan regarding negotiations with Linda Crosby, Owner and Carole Walker, broker/agent for the property located at 214 North Santa Anita Avenue (formerty Arcadia Lumber) on the terms and conditions of a possible owner-participation agreement.. Pursuant to Government Code Section 54957,6 to confer with City labor negotiators, William Kelly, Carol Przybycien and Dan Cassidy regarding Teamsters Local 911, AFSCME Local 2264, AFFA, APOA, Management and non-represented employees, At 6;04 p,m, the City Council RECESSED to the Closed Session, The Regular Meeting RECONVENED in the Council Chambers at 7:00 p,m, INVOCAllON Reverend Jolene Cadenbach, Arcadia Congregational Church PLEDGE OF ALLEGIANCE Jack Teel ROLL CALL: PRESENT: Councilmembers Chandler, Marshall, Roncelli and Kovacic ABSENT: Councilmember Harbicht It was MOVED by Mayor Pro tern Chandler, seconded by Councilmember Marshall and CARRIED to EXCUSE the absence of Councilmember Harbicht. The City Allorney announced the subject of the Closed Sessions held earlier this evening, 1 9/15/98 4, Mayor's Community Service Award (Libby) 5, Mayor's Employee Recognition Award (Meacham) Business Recognition Award (Teamates) 6, 7, ORD, & RES, READ BY TITLE ONLY 40:0240 PRESENTATIONS I Mayor Kovacic presented the September 1998 Mayor's Community Service Award to Carol Libby stating, in part, that shortly afler Mrs, Libby became a Libby family member she began participating in community affairs, Mrs, Libby and her husband Hal raised four children, all of whom attended Arcadia Schools, She was active in PTA at all levels including serving as Council President. Mrs, Libby was instrumental in founding the, Alpha Auxiliary for the Methodist Hospital. In 1983 she joined the Arboretum Los Voluntarios working as needed, Mrs, Libby joined the Altrusa club and the Arcadia Historical Society, she served as president of both and became curator of the Arcadia Historical Museum in 1985, MayOr Kovacic congratulated Mrs, Libby and thanked her for taking volunteerism seriously, Mrs, Libby commented that she is honored to receive the award and stated that volunteerism is a great experience, Volunteers meet wonderful people, they are involved in many good deeds and also help build a community and make it a little bit beller, "I am proud to be a volunteer", Mayor Kovacic presented the September 1998 Mayor's Employee Recognition Award to Kathy Meacham, Children Services Librarian at the Arcadia Public Library stating, in part, that the programs offered by the children's division at the library are very popular. the summer reading program alone attracts over fourteen hundred participants, As Children Services Librarian Mrs, Meacham is an excellent resource for youngsters, she does a great job of administering the wide variety of programs and activities for the children's division, also she is involved in maintaining the library's computer system, During the expansion and remodeling of the Library her expertise was especially helpful, she planned and coordinated the relocation of her division, In recognition of her achievements she has been honored by the Girl Scouts of the Santa Anita Reading Council. Mayor Kovacic congratulated Mrs, Meacham and stated he is especially proud to present this months award to Kathy due to the fact that they have been classmates through Santa Anita Elementary School, Dana Junior High and Arcadia High School. I Mrs, Meacham thanked the Library administration, other division supervisors and the Children Services staff for providing the inspiration, dedication, determination, creativity and talent for the Children Services programs, Mayor Kovacic stated that the August 1998 Business Recognition Award to Teamates Sporting Goods will be presented to the owners of Teamates Sporting Goods at their store, Mayor Kovacic thanked the Teamates for their dedication to the young athletes of Arcadia, SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS None QUESTIONS FROM CITY COUNCIL/REDEVELOPMENT AGENCY REGARDING AGENDA ITEMS Councilmember Roncelli requested that Agenda Item 11 e be removed from the consent calendar for discussion It was MOVED by Mayor Pro tem Chandler seconded by Councilmember Marshall and CARRIED that ordinances and resolutions be read by title only and that the reading in full be WAIVED I 2 9/15/98 I I I 8, 9, MARSHALL (Cyberspace) (Schools) (Anoakia) (Santa Anita Project final design) (City of Hope) (Quote) CHANDLER (Home Imprv't program) (Football fund raising) RONCELLI (Libby and Meacham) 40:0241 AUDIENCE PARTICIPATION None MATTERS FROM ELECTED OFFICIALS Councilmember Marshall announced that Arcadia has now entered cyberspace, Computer buffs can check out the City's website at www,cLarcadia ca,us or e-mail us at arcadia@tstonramp,com, The City is continually adding new information, the citizens can check back and let the City know the kind of information they want to see included, Council member Marshall reminded that the schools are back in session and requested that motorists be especially careful in school zones for the safety of the students, Councilmember Marshall commented that she has been asked about the status of the Anoakia house and the development that is going into that area She would like information so she can respond to these inquiries, in particular, preservation of the Anita Baldwin house, In reference to the Anoakia property, City Manger Kelly responded stating, in part, that an application is pending, Once the application is formally accepted, environmental and historical work will begin, then staff will return with a report in a public forum, Councilmember Marshall questioned the Santa Anita Project final design stating. in part that she hopes to receive a suggestion from staff regarding the Council's input in the final design of the project. Development Services Director Don Penman responded to Councilmember Marshall's question regarding the Santa Anita Project stating, in part, that if the Council wishes to have the final review of the specific development plan, they can write any standard in the plan and that is the standard that will be followed, The staff will go through the hearing process of the specific plan and can be directed to incorporate that type of language in the plan, Councilmember Marshall announced that the City of Hope Medical Center and Research Institute is having their yearly fitness and leisure walk fund raiser on Sunday October 25 at the City of Hope in Duarte, Councilmember Marshall's quote of the day taken from the words of Mother Teresa, "Kind words can be short and easy to speak but their echoes are truly endless," Councilmember Chandler announced that the City has a Home Improvement Program for people that are in need of assistance which is made possible through Community Development Block Grant. The program will grant qualified homeowners up to ten thousand dollars (S10,OOO) In order to make necessary improvements to their homes, Applications are available in the Community Development Department, Planning DiVIsion Councilmember Chandler announced that tile Arcadia High School Football Pigskin Rally fundraiser will be held on September 16 at 6,00 p m at the High School. Councilmember Roncelli congratulated Carol Libby and Kathy Meacham on their awards, 3 9/15/98 (Student Gov'mt Day) 40:0242 Council member Roncelli announced that a Student Government Day will be held on Friday Septernber 19th, Every year the leadership class at Arcadia High School spends a morning with Council members and various staff members to learn how local government operates, The highlight of the morning will be the mock City Council meeting which will be held in the Council Chambers, I (Oak Tree) Council member Roncelli announced that the Oak Tree racing meet will open on September 30, (Building Code) Councilmember Roncelli noted receipt of an issue of concern from an Arcadian regarding City regulations for the demolition of houses, The City allows the owner to finish the job in a six month period, In his opinion this is a terrible imposition on any neighborhood to have a house half way torn down for six months, perhaps regulations need to be revised to change this to 30 or 60 days, (Art School) (Weather Station) KOVACIC (Town Forum) (Schooi year program) (Hoiiday Festival) (Signs) City Manager Kelly responded to Councilmember Roncelli's concerns regarding City demolition rules and regulations stating, In part, that due to the Uniform Building Code there is a six month time period for completing a job, If the issue is safety staff can look at it and return to Council with more information, Councilmember Roncelli stated that he received a leller regarding denial of an application for a permit to open an art school on Morlan Place, The application was denied due to the zoning regulations, Councilmember Roncelli suggested businesses be allowed to rent City vacant spaces on a monthly basis, He would like to see a report on that issue, Mayor Kovacic responded to Councilmember Roncelli's suggestion and stated, in part, I that previously Council had discussion regarding renting vacant areas to businesses and decided to continue the restrictions for another year. Development Services Director Don Penman stated, in part, that Central Business District zoning regulations provide that schools, tutoring centers and education centers require a conditional use permit and are permitted above the ground floor only, Considerable discussion ensued, The City Attorney advised placing this issue on an agenda if further discussion was desired, Councilmember Roncelli reported a letter received from Mr, Vince Di Fronzo regarding the City's weather station, Mr, Di Fronzo and his family would like to be involved in this program, Councilmember Roncelli thanked the Di Fronzo family for their commitment to serving the community, Mayor Kovacic invited everyone to attend the ftrst Town Forum which will be held on Wednesday, September 23rd The topics of discussion Will include public safety, public services, neighborhood appearance, economic development and cultural issues, The program will be taped for later broadcast Mayor Kovacic announced that the Arcadia Recreation Department has the school year program and actiVities brochure ready, It is available at the Recreation Department.
