'/0 MINUTES CITY COUNCIL OF THE CITY OF ARCADIA and the ARCADIA REDEVELOPMENT AGENCY REGULAR MEETING December 15, 1998 Pursuant to the foregoing adjournment of the December 1, 1998 Regular Meeting of the City Council of the City of Arcadia and the Redevelopment Agency, the City Clerk appeared at the time and place of adjournment. There being no Councilmembers present. at 6:00 p,m, the City Clerk declared the meeting adjourned to 6:30 p,m, this date for a regular meeting of the City Council and Arcadia Redevelopment Agency in the Conference Room of the Council Chambers. PRESENTATION MAYOR'S PRESENT: Council members Chandler, Harbicht, Marshall, Roncelli and Kovacic ABSENT: None " The City Attorney announced the subject of the Closed Session held earlier this evening, Mayor Kovacic announced the judging of the Holiday Home Decoration Awards would take place tonight and tomorrow night starting at 5:30 p.m, The Mayor instructed homeowners to have their Christmas lights turned on until midnight. Business' are eligible to participate in this event. Winners will be announced immediately after judging and the awards presentation will be made at the January 5. 1999 Council meeting, Mayor Kovacic presented the Mayor's Community Service Award For December to Jack and Janet Orswell in recognition of their dedication to the City, the School District, the 1 12/15/98 t>;1,<> 40:&%95 COMMUNITY SVC, AWARD (Orswell's) youth of the City and Scout troops, Mayor Kovacic noted many other organizations for which Mr. And Mrs, Orswell's has volunteered their time and talent over the years, Mayor Kovacic thanked Jack and Janet Orswell for making a difference in the lives of many and making a difference in Arcadia. I 4, PRESENTATION Mayor Kovacic presented the December Mayor's Youth Service Award to Jacob MAYORS YOUTH Sonnenberg a fifth grade student from Hugo Reid Elementary School. Mayor Kovacic SVC, AWARD noted that Jacob exhibited many fine leadership qualities in the position of Student (Sonnenbe'g) Council president an office he has held since October, he is an excellent speaker, Jacob conducted moming assembly at Hugo Reid School honoring our nations veterans on the eve of Veterans Day, With the assistance of his parents, Jacob has co-authored a book entitled, "Five Hundred and One Ways to Love Your Grandparents', to be published in the spring, Mayor Kovacic congratulated Jacob for being a super young man, 5. PRESENTATION MA YOR'S EMPLOYEE REC. AWARD (Clark) Mayor Kovacic presented the December Mayor's Employee Recognition Award to Craig Clark. Water Foreman in the Water Division of the Maintenance Services Department. Craig Clark began working for the City of Arcadia in 1985, Before becoming a Water Foreman he held the position of Maintenance Worker and Equipment Operator, he has maintained a positive attitude and his work performance has always been meritorious, On behalf of the Arcadia residents, Mayor Kovacic thanked Mr. Clark for his outstanding work and positive attitude, 6, PRESENTATION The December Mayor's Outstanding Community Service award presentation to Richard MAYOR'S Martinez, postponed to the City Council meeting of January 5, 1999, OUTSTANDING COMMUNITY SVC, AWARD ';;1 7, SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS 8, City Manager Kelly noted a correction to Agenda Item 12d" amending the date of the extension to the employment agreement for Interim Fire Chief, January 2, 1999 to June 30.1999, QUESTIONS FROM CITY COUNCIUREDEVELOPMENT AGENCY REGARDING AGENDA ITEMS None, ORD. & RES, READ BY TITLE ONLY It was MOVED by Mayor Pro tem Chandler, seconded by Councilmember Marshall and CARRIED that ordinances and resolutions be read by title only and that the reading in full be WAIVED, 9, AUDIENCE PARTICIPATION Dorothv Denne. an Arcadia resident. read a letter addressed to the Mayor. City Council and City Manager of the City of Arcadia, on behalf of Mildred Shaw who could not be present this evening, The letter stated that Mrs, Mildred Shaw, President of San Gabriel Valley Retired Teachers and Educators Association (CRTA) would like to express appreciation to Jerry Collins, Roberta White. Jim 'Venegas, Rita Davis and the entire 1 Arcadia Community Center staff for their support and help on Friday December 11, 1998, That day was CRTA's scheduled annual meeting day at the County Park Senior 2 12/15/98 I I> I, 10, MARSHALL (Award Recipients Speakers) 0;3// 40:0-296- Center, when they arrived for setting up at 10:00 a,m, they were infonned that another organization was having a Christmas party at the same location, Mrs. Shaw telephoned the Arcadia Senior Center and asked for help, she received a phone call back in five minutes telling her to move the meeting to the Arcadia Community Center. With the help of the Community Center staff Ms, Shaw was able to call the meeting to order at twelve o'clock sharp, In her letter Ms, Shaw noted that many members of CRTA caine to her and remarked about the beautiful Arcadia Community Center, She would like everyone to know what started out to be a disaster for the 450 CRTA members became a very successful and pleasant day thanks to Arcadia Community Center staff, Gartand Roberson, Sullivan's Paint, 134 East Huntington Drive, spoke on behalf of the Arcadia Business Association (ABA) stating in part, at the last City Council meeting statements were made, and some of the facts were left out, in regard to the Arcadia Fanners Market. In response to Council comments regarding the possibility of closing the Saturday's Fanners Market. Mr. Roberson stated that four years ago he supported redevelopment of the downtown area because it was about change, He did not agree with all the details of the project; certainly was not excited that all the parking space in front of his business would tum into landscaping, However, he was proud of seeing the downtown area developed, When the Downtown 2000 project was completed the ABA decided to make that project work, They worked with the Planning Commission for nine months to change the zoning of that area, Some of the Planning Commissioners and Council members had reservations about Huntington Drive becoming retail so they chose to give the ABA time to prove it. That is why they tried to create some activities in the downtown area such as Fanners Market. In his opinion, in addition to bringing people to this part of town. the market has also build a sense of community, The ABA entered into a partnership with the City in putting holiday lighting and year round lights on ' the palm trees, The members worked with a limited budget and volunteers, in order to have lights on weekly at the Fanners Market. Mr. Roberson read letters from business owners supporting the Fanners Market, who relocated their business to Arcadia because of the Saturday market. !. Mr. Roberson stated, in his opinion, the survey by the staff is a great idea, The ABA would like to be involved in questions on the survey, Mr. Roberson asked the City Council to weigh all the facts before closing down something that took a lot of time and money to develop. Robert Hoherd, 475 West Wistaria, member of the Citizens Financial Advisory Committee, addressed his remarks and voiced his disappointment to the Council's decision on not making the Committees recommendation on'the budgeting proposal a policy, In his opinion, establishing a strong fiscal policy to prevent a future situation from occurring is the only way, Mr. Hoherd urged the City Council to reconsider their position and vote to have the committee's recommendation on the budget adopted as policy for the City of Arcadia, Lvn Ramsev. the Director of ABA for the Fanners Market. announced; in the near future the ABA will have the Santa Anita Model A's Classic Auto Show at the Market; and classic Thunderbirds in February or March, The Fanners Market will be closed on December 16 and January 2, and will reopen on January 9.1999, MATTERS FROM ELECTED OFFICIALS Councilmember Marshall expressed congratulations to all the recipients of the Mayor's awards, and appreciation to everyone who spoke at the meeting this date. and 3 12/15/98 tJ!31 'Z- 40:{l.297 (Christmas Tree Mrs, Marshall announced that the Holiday Tree Recycling Program will take place from Recycling) December 28 through January 15, Trees may be placed at the curb on regular trash pick~up days, (Christmas) (Youth Master Plan) (Quote) I , Ms, Marshall wished all the Councilmembers, staff. their families and all citizens of Arcadia the most blessed Christmas and/or Happy Hanukkah and a very happy and healthy 1999, Ms, Marshall noted she attended the Youth Master Plan committee meeting this moming, The committee did a survey at Arcadia Middle Schools asking the students to list their desired activities, needs and concems, The results of the survey are ready, Councilmembers will receive a packet giving all the information in the near future. Councilmember Marshall's quote of the day: "Take time to think, it is the source of power; take time to read, it Is the fountain of wisdom; take time to pray, it is the greatest power on earth: Mayor Pro tem Chandler announced that the City Hall will close at 12:30 p,m, on Christmas Eve; Police and Fire dispatch will be open to assist the citizens, On December 31 City Hall will be open all day from 7:30 a,m, to 5:30 p,m, The City Library will be closed December 261h and January 2"". Mr Chandler wished everyone a Merry Christmas and happy and safe New Year, RONCELLI Councilmember Roncelll announced that the City will send a questionnaire to all the (Farmers Market business owners in the downtown area in regard to the Farmers Market; the deadline to questionnaire) retum the questionnaire is January 151h. ' CHANDLER (Holiday Hours) (Mr, Roberson) In response to Mr Roberson's comment. Councilmember Roncelli stated, he received a I number of complaints from business owners regarding the Farmers Market; by being a ; representative of the people, it is Council's duty to talk about and clarify the issues, (Real Estate Signs) (Mr, Hoherd) HARBICHT (Police Station Building) (Holiday) KOVACIC (Citizens Mr. Roncelll expressed concern regarding the posting of real estate signs in public places, streets and private properties. Councilmember Roncelll expressed appreciation to Mr, Hoherd for speaking tonight. Mr Roncelll thanked the Citizen's Financial Advisory Committee for their great job. stated in part, he agrees with the idea of making the committee's budget recommendations a policy, and added that the Council will discuss this issue at a future meeting, Mr, Roncelll wished everyone a happy holiday, Councilmember Harbicht encouraged the Council to direct staff to provide Council with information to start the process for building a professional police station in this community to enhance the efforts of our very professional police department. The existing building was built in the 50's. at a time when the Police Department was much smaller and had no computers. This building is totally inadequate for the professional Police Department that we now have, Mr Harbicht asked staff to provide Council with three (3) items in rough form: 1 - The size of the facility and special features that are needed; 2 - A rough idea of the cost to build the kind of facility that we need; and 3 - A list of the various financing options which are available to the City, and the plus or minus of each option. Council concurred, Councilmember Harbicht wished everybody a Happy Holiday and a Happy New Year . Mayor Kovacic thanked Mr Hoherd and members of the Citizens Financial Advisory Committee for their hard work, He fell comfortable with the direction Council took. which I 4 12/15/98 -- I, 1 Financial Advisory Committee) (Police Station) (Wilhite 100 B'day) (Happy Holidays) 11. 11a, MINUTES (December 1. 1998) (APPROVED) 11b, ARA ANNUAL REPORT (FY 1997-98) (APPROVED) 06/0- /~- 03/;3 40;Q.293 was to adopt a significant number of the recommendations, There was some discussion about whether some issues should be a goal or policy and the Council decided to make it a goal at this time, All the items will come before the Council for additional debate during the budget sessions, Conceming the police station building, Mayor Kovacic agreed with Councilmember Harbicht The Mayor noted that the Council could make it one of their goals for 1999 to appoint an advisory committee, to look at the issues of building a new police station and come up with solutions, Mayor Kovacic visited Arcadia Gardens Retirement Hotel this moming to celebrate Edna Wilhite's 100 year birthday, Mayor declared this day to be Edna Wilhite Day, Mayor Kovacic wished everyone a Happy Hanukkah. Merry Christmas and a joyous New Year. The Mayor encouraged all Councilmembers to attend the Council's first meeting in January with some good New Year's resolutions, JOINT MEETING OF THE CITY COUNCIL AND THE ARCADIA REDEVELOPMENT AGENCY It was MOVED by Agency Member Harbicht, seconded by Agency Member Chandler and CARRIED to APPROVE the December 1, 1998 Minutes of the Arcadia Redevelopment Agency Regular Meeting. Consideration of the report and recommendation to approve the Redevelopment Agency Annual Report (FY 1997~1998), Califomia Redevelopment Law (Health and Safety Code 933080) requires that all redevelopment agencies file an annual fiscal and housing activity report with the Legislative Body (City Council). the State of Califomia Department of Housing and Community Development (HCD) and State Controller within 6 months of the end of the fiscal year. Since this document is to report on Agency status for FY 1997-98. the infonnation provided represented Agency activities as they existed on June 30, 1998, The report was divided into a number of sections, all prescribed by law, The primary components of said report included a fiscal statement; a financial audit of the Agency's' past year; a review of the Agency's goals and objectives; a work program for FY 1998- 99; and a statement regarding the status of the Agency's housing program and housing seta side fund, Staff responded to the Agency's questions in regard to a geographic infonnation system (GIS) stating, in part. the geographic infonnation system is a computer and parcel based system which provides infonnation for the City such as where all the parcels in town are located, and also helps staff to identify infonnation that can be used in regard to utilities and zoning, In the discussion Agency Member Roncelli questioned the amount of money the Agency granted to the Fanners Market Staff reported the Redevelopment Agency granted about $15,000 the first year with the possibility of an additional $15,000, The ABA submitted the request for the next fiscal year, which will be coming before the Agency for consideration next calendar year. 5 12/15/98 0:3/"/ 40:~ MOTION (Redevelopment Agency) It was MOVED by Agency Member Chandler, seconded by Agency Member Harbicht and CARRIED on roll call vote as follow to PRESENT the FY 1997-98 Annual Report to the Arcadia City Council for approval and authorization to transmit it to HCD and the State Controller. Radio network - (PAUDb, Hp'T9E' 1D.)5.99) The City received a request from Metricom Inc" for authorization to attach radio o transceivers on City-owned light poles in the public right-of-way, Granting such C 'i f t ' (" authorization requires an approval of a franchise agreement preceded by a public hearing on the issue, which was scheduled for January 5, 1999, Metricom is proposing to bring a new digital wireless data transfer network called "Ricochet" to Southem Califomia, This network, when installed in an area, allows the use of wireless computer modems to communicate with online services, networks and other facilities accessible through telephone circuits, It functions as a standard telephone modem, with the exception that it does not require a phone jack, Metricom has entered into an agreement with Southem Califomia Edison (SCE) to install radios on SCE-owned poles and now seeks approval to do the same on City-owned light poles, Metricom proposes to pay to the City of Arcadia $60 per pole per year, plus a 5% franchise fee on gross receipts, as well as any applicable permit or inspection fees, The agreement shall be for a five-year period with renewal every five years, based upon staffs review and recommendation prior to each renewal.
