COLON COATINGS, INC. FOR THE TORREY PINES RESERVOIR RECOATING PROJECT IN THE AMOUNT OF $168,200 AND AUTHORIZE AN ADDITIONAL APPROPRIATION OF $18,200 FROM THE WATER FUND. Recommendation: Approve —1hydifiril The Torrey Pines reservoirs are two 160,000 gallon bolted steel tank reservoirs that were constructed in 1994 and serve the Whispering Pines Estates neighborhood. Scheduled inspections of the exterior and interior of the reservoirs have noted that many of the bolts have rusted and should be cleaned and/or replaced and the reservoir interiors should be recoated with a protective coating to prevent further deterioration of the connections and seams. To ensure the City is receiving the most competitive prices and' quality service for the Torrey Pines Reservoir Recoating Project, a formal bid was conducted. On December 11, 2012, the City Clerk opened sealed bids and based on the bid results, it is recommended that the City Council authorize the City Manager to execute a contract with J. Colon Coatings, Inc. for the Torrey Pines Reservoir Recoating Project in the amount of $168,200 and authorize an additional appropriation of $18,200 from the Water Fund. Torrey Pines reservoirs provide water storage and' maintain a balanced water pressure for Zone 4 of the City's water distribution system. This zone provides domestic water and fire suppression supply for the Whispering Pines Estates neighborhood. The tanks and water distribution system in Zone 4 were originally constructed in 1994 as part of the development of Whispering Pines Estates, and this will be the first time that the tanks have been recoated or required any substantial level of maintenance. Honorable Mayor and City Council January 15, 2013 Page 2 of 3 In 2006, as part of a regularly scheduled reservoir inspection program, the City hired a professional diver to perform routine inspection on both reservoirs. Notable zones of corrosion were found at bolted connections and panel seams as well as connections of the steel rafters to the center support column. The condition of the connections has continued to be monitored through routine inspections. The most recent inspection in 2011 confirmed that the condition of the corrosion at the connections and seams continues to decline at a slow but steady rate. In order to maintain a reliable supply of municipal water storage to Zone 4, a project to clean, repair, and recoat the reservoirs was recommended and approved as a part of the Fiscal Year 2012-13 Capital Improvement Program. A Notice Inviting Bids was published in the City's adjudicated newspaper and bid packages were distributed to area contractors. The City Clerk received four sealed bids on December 11, 2012, with the following result: Rank Bidder Location Bid 1. J. Colon Coatings, Inc. Alta Loma, CA $ 168,200 2, Industrial Coating, Inc. Hemet, CA $ 400,702 The bid documents were reviewed for content, and the background and recent projects of the lowest and most responsive responsible bidder were investigated for competency. It was concluded that J. Colon Coatings, Inc. can perform the work required in the bid documents for the Torrey Pines Reservoir Recoating Project. The budget approved for this project as a part of the FY 2012-13 Capital Improvement Program is $150,000 and was based on the original engineer's estimate provided in the Water Master Plan as well as review of the inspection reports and photographs with coating industry specialists. However, due to constrained site access and the inability to take the tanks out of service during the bidding process, all of the bids received appear to have reflected some level of contingency to take these factors into consideration and thus, exceeded the engineer's estimate. This increase in cost has caused the total cost of the project to exceed the approved budget by $18,200. For this reason, an additional appropriation of $18,200 is being requested to be paid from the Water Fund and be added to the project budget for the completion of this work. 910M��� This reservoir recoating project is considered a Class 1 exemption as defined in Section 15301(b) of the California Environmental Quality Act since the project consists of the maintenance of existing public facility providing public utility service. Honorable Mayor and City Council January 15, 2013 Page 3 of 3 FISCAL IMPACT This project is included in the Fiscal Year 2012-13 Capital Improvement Program with a total budget of $150,000. Total costs to complete this work are estimated to be $168,200 and will require an additional appropriation of $18,200 from the Water Fund. It is recommended that the City Council approve the following: 1. Authorize the City Manager • execute a contract with J.
