DISPATCHER 1/11, AND SENIOR ACCOUNTING TECHNICIAN.

It is recommended the City Council approve the revisions to the existing classification
specifications for Crime Analyst, Dispatcher 1111, and Senior Accounting Technician.

In an effort to provide the Police Department and Administrative Services Department
with more flexibility when considering applicants for Crime Analyst, Dispatcher 1/11 and
Senior Accounting Technician, it is recommended that the existing classification
specifications be modified to address changes due to new technology advances and
operating needs,
Crime Analyst
In 2002, the full time Crime Analyst position was created in the Police Department to
help assist with intense research, analysis, and distribution of crime data, both internally
and to the public. Technology and software platforms associated with this specialty
have continued to evolve over time and have greatly reduced the need for research
hours associated with crime analysis and predictive policing efforts.
In an effort to reduce costs and improve operational efficiency, the Police Department
believes utilizing part-time staff to monitor, maintain, and distribute crime data better
suits the overall needs of the Department. Additionally, to help reflect these changes,
the Police Department is recommending changing the job classification title to Crime

Analyst[[ nvestigative Support Specialist (Part-Time) and changing the job specification
to better reflect the position's job duties.
This Crime Analyst position is an unrepresented management position.
Dispatcher 1111
The Dispatcher 1111 position is a flexible staffing position in the Police Department. A
flexible staffing position allows the Department Head to advance an employee from the
entry level classification to the higher level classification without conducting a
recruitment. The current class specification requires candidates, at the Dispatcher 11
level to have two years of prior related experience as a Public Safety/Law Enforcement
dispatcher and be currently employed as a Public Safety/Law Enforcement dispatcher.
To provide the Police Department with more flexibility in recruiting at a part-time
Dispatcher 11 level, the Department is recommending changing the requirement of
"current" employment to "prior related experience within the past five (5) years" as a
Public SafetyfLaw Enforcement dispatcher, The proposed requirement will help the
Department recruit candidates for part-time Dispatcher It positions who have been recently
laid off due to budgetary cuts from other agencies while ensuring they have maintained the
necessary skills required for the job.
Management from the Police Department and representatives from the Arcadia Police
Civilian Employees Association (APCEA) have met and conferred on this issue and
both recommend the changes proposed to the existing job specification,
Senior Accounting Technician
The Senior Accounting Technician position performs a variety of complex technical
accounting duties involving accounts payable, accounts receivable, utility billing, and
cashiering. This position reports to the Accounting Supervisor.
The current experience level for this position requires four years of increasingly
responsible advanced technical accounting experience with some lead supervisory
experience. It is recommended that the requirement for "some lead supervisory
experience" be modified by removing it as a minimum qualification to apply, but retain
i'may exercise technical and functional supervision over technical accounting staff,"
listed under the Exercise Supervision section. This will allow applicants who otherwise
qualify for this position to apply, and thus increase the applicant pool, yet it will retain
the ability to require the position to supervise in the future if needed. Other minor
revisions to the existing job specification have also been made as those duties have
changed over the years.

Resources Commission on December 13, 2012,

The proposed changes to the existing classification specifications have no fiscal impact.

Under supervision (Dispatcher 1) or general supervision (Dispatcher II), to perform a
variety of duties involved in the operation of the emergency services systems and various
communication devices to receive, route, relay, and dispatch calls for emergency and non-
emergency law enforcement, ambulance, fire, and other services.
Dispatcher I -vThis is the entry level in the Dispatcher class series. Positions at this level
usually perform most of the duties required of the positions at the Dispatcher 11 level, but
ate not expected to function at the same shill level and usually exercise less independent
discretion and judgment in matters related to work procedures and methods. Work is
usually ,supervised while in progress and fits an established structure or pattern..
Exceptions or changes in procedures are explained in detail as they arise. Since this class
is often used as a training class, employees may have only limited or no directly related
work experience.
Dispatcher H -- 'Phis is the full journey level in the Dispatcher class series. Positions at
this level are distinguished frtarra the Dispatcher I level by the perfen— riance of the foil
range of duties as assigned.., workin ndependently, exercising judgment and initiative and
assisting in training new dispatchers. Positions at this level receive only occasional
instruction or assistance as new or unusual situations arise, and are fully aware of the
operating procedures and policies of the work unit. Positions in this class series are
flexibly staffed and positions at the Dispatcher 11 level are may mealy -- filled by
