Projects Manager45, SUBJECT: APPROVAL OF A PEDESTAL DESIGN AND DEDICATION PLAQUE LANGUAGE FOR THE LUCKY BALDWIN STATUE DONATED TO THE CITY OF ARCADIA BY MARGAUX VIERA AND HEATHER GIBSON Recommendation: Approve § I I t1 ► I -I �-.J When the City Council accepted the donation of a statue of Lucky Baldwin from his great, great, great granddaughters, staff advised that the pedestal portion of the project would be brought to the City Council for approval at a future date. This report requests approval of the proposed pedestal design; It also provides additional details about the site where the statue will be located, and requests approval of the language that will go on the dedication plaque attached to the pedestal. DISCUSSION Attached is the proposed design for the statue pedestal, which approximates the color the donors and artist are suggesting (Kemiko Malay Tan). A second attachment Is a computer-generated depiction of what the statue will look like in the rose garden. The statue is 9 feet tall and the pedestal is proposed to be 4 feet high x 3 feet wide, constructed with stained concrete. With the City Council's approval, the dedication plaque on the pedestal will Include, in the noted order, the following information: Mayor and City Council — Baldwin Statue Pedestal and Dedication Plaque January 15, 2013 Page 2 of 3 "A Dawn in the West" Elias Jackson "Lucky" Baldwin 1828-1909 Dedicated XXXXX XX, 2013 Sculpture by: Alfred Paredes This statue was commissioned by and donated to the City of Arcadia by Lucky Baldwin's great, great, great granddaughters: Margaux Gibson-Viera Heather Gibson Arcadia City Council Mayor Robert C. Harbicht Mayor Mickey Segal, Mayor Pro Tern Council Member Peter M. Amundson Council Member Gary A. Kovacic Council Member John Wuo City Clerk Gene Glasco The third attachment to this report is an illustration showing the location of the statue in the rose garden and the approximate location of the Arcadia Historical Society's Historical Marker. A new decomposed granite path will be created on either side of the statue, the rose bushes in the garden will be refreshed, new mulch will be added around the bushes, and a 4 foot wide horizontal ground-level light fixture will be installed on the front and back sides of the statue. The existing hedges will remain in place. FISCAL IMPACT In November 2011 the City Council approved the use of $25,000 in designated public art funds for this project. The cost for the pedestal and site improvements is estimated at $15,500 with City staff doing the majority of the work. Other expenses include the cost of the dedication plaque, transporting the statue to Arcadia, and installing the statue on the pedestal. While staff has been exploring various options for transport and installation assistance, an exact figure for such was not available at the time this report was written. It is anticipated however, that the entire cost of the project will be within the allocated $25,000. It is recommended that the City Council approve the Lucky Baldwin Statue pedestal, and the language to be placed on the statue dedication plaque, as outlined in this report.
