PURPOSES AS SET FORTH IN PARCEL MAP 71791 AT 609 SOUTH
SECOND AVENUE

SUMMARY
On January 10, 2012, the Arcadia Planning Commission tentatively approved Parcel
Map No. 71791, subject to Conditions of Approval. The Parcel Map proposes to
subdivide one lot on Second Avenue between Fano Street and Genoa Street into three
condominium units. Under the conditions of approval, the subdivider was to provide a
12-foot wide strip of land for street purposes along the frontage on Second Avenue.
The final Parcel Map has been submitted for approval with the street dedication. The
subdivider has met all the Conditions of Approval and the prerequisites for map
approval. With the City Council acceptance of the street dedication, the map will be
administratively approved and forwarded to the County for recording. It is
recommended that the City Council accept the dedication as set forth in Parcel Map No.
71791.
DISCUSSION
An application for Tentative Parcel Map 71791 was submitted to the City by the property
owner, Sun Homeland, Inc. The map proposes to subdivide one lot into three
condominium units. A copy of the map is attached as an exhibit to the resolution.
On January 10, 2012, the Arcadia Planning Commission tentatively approved Parcel
Map No. 71791 subject to Conditions of Approval including a condition to provide a 12-
foot wide strip of land for street purposes along the frontage on Second Avenue.
Second Avenue has, for years, been classified as an Enhanced Collector on the City’s
adopted Roadway Master Plan. This is consistent with the latest General Plan Update.
Over the years, the City has required additional street dedications from all new
developments along Second Avenue, as part of the tract or parcel map process to be

consistent with the General Plan designation. Neighboring properties have made their
dedications, including the property directly to the north, and the property on the opposite
side of the street. Although there are currently no plans to widen Second Avenue,
accepting the dedication provides flexibility for a variety of future street right-of-way
improvements. The developer has submitted the final Parcel Map to the City for
approval with the street dedication and has complied with all the Conditions of Approval
and prerequisites for map approval. In accordance with the Subdivision Map Act and
the Arcadia Municipal Code, it is recommended that the City Council accept the street
dedication shown on Parcel Map 71791 and the Exhibit “A” to the resolution.
ENVIRONMENTAL IMPACT
The Development Services Department prepared an initial study for the tentative parcel
map. The initial study did not disclose any adverse impacts and, therefore, a Negative
Declaration was filed.
FISCAL IMPACT
By this action, the City will gain a dedication of land for street purposes, which has value
to the City’s streets and roads network. There will be no maintenance responsibilities
until the City improves the land.
RECOMMENDATION
It is recommended that the City Council adopt Resolution No. 6862 accepting a
dedication for street purposes as set forth in Parcel Map 71791 at 609 South Second
Avenue.
