FOR THE SIDEWALK ACCESSIBILITY ON COLORADO STREET BETWEEN COLORADO PLACE AND HARVARD DRIVE PROJECT AS COMPLETE Recommended Action: Approve SUMMARY On May 11, 2012, the City Council awarded a contract to Arc-Accucon Construction, Inc. in the amount of $156,800 for Sidewalk Accessibility on Colorado Street between Colorado Place and Harvard Drive. There were five (5) change orders for extra work, and with the final adjustment for actual quantities, the contract increased by $10,101.73. The terms and conditions of this project have been complied with, and the required work has been performed to staff’s satisfaction for a final cost of $166,901.73. It is recommended that the City Council accept the project as complete and authorize the final payment in accordance with the approved contract documents. BACKGROUND The City of Arcadia receives an annual allotment of Community Development Block Grant (CDBG) funds from the U.S. Department of Housing and Urban Development (HUD). The funds can be used for a variety of programs and projects that meet HUD’s broad objective of providing decent housing and a suitable living environment. On January 4, 2011, the City Council approved the Statement of Objectives and Projects which included $170,000 for a project to construct sidewalk from the intersection of Colorado Place/Street and Colorado Boulevard to Harvard Drive along the west side of Colorado Street. The purpose for the project is to provide a safe pedestrian path of travel across Colorado Place/Street and access to the bus stop on the west side of Colorado Street and Harvard Drive. There had never been a sidewalk on the west side of Colorado Place/Street because the steep slope from curb to property line made construction very difficult. Also, there was no place for pedestrians to safely cross Colorado Street Accessibility March 5, 2013 Page 2 Colorado Place/Street because the only traffic signal in the vicinity, at Colorado Place/ Street and Colorado Boulevard, did not have a pedestrian access sidewalk on the west side. The City’s project constructed a retaining wall and sidewalk on the west side of Colorado Street from the Colorado Place/Street and Colorado Boulevard intersection to Harvard Drive, and added a pedestrian crossing signal phase and crosswalk to the intersection. The project was advertised in March 2012 and bids were opened April 5, 2012. The low bid was from TSR Construction at $110,850; however, they withdrew their bid, leaving Arc-Accucon as the low bidder at $156,800. A contract in the amount of $156,800 was awarded to Arc-Accucon Construction on May 1, 2012. DISCUSSION Although the contract was awarded in May 2012, construction did not begin until November 2012. There were several issues causing the delay. One issue was that the insurance initially submitted by the contractor did not meet the City’s requirements. Also, there were interfering utilities that needed to be relocated. The relocation involved three (3) power poles, two (2) meters, and a power booster station. The utility companies cleared their facilities, the contractor acquired the appropriate insurance, and work began on November 19, 2012, and is now complete. There were five change orders for extra work in the amount of $10,101.73. The extra work involved upgrading the block material to a split-face block from a plain concrete cinder-block, adding a decorative cap, adding some landscaping above the wall, replacing some curb and gutter, and adjustments to the final material quantities. After adjusting for extra costs and quantities, the final contract price is $166,901.73, which is a 6% increase over the original contract price. FISCAL IMPACT Funds in the amount of $170,000 from Community Development Block Grant funds were budgeted in the 2011-12 Capital Improvement Program for this project. The cost of the construction contract is $166,903.73. CDBG budgeted funds are available to cover all costs. Colorado Street Accessibility March 5, 2013 Page 3 RECOMMENDATION It is recommended that the City Council accept all work performed by Arc-Accucon Construction, Inc. for the Sidewalk Accessibility on Colorado Street between Colorado Place and Harvard Drive Project as complete.
