AUTHORIZE AND DIRECT THE CITY MANAGER TO EXECUTE A
PROFESSIONAL SERVICES AGREEMENT WITH CIVILTEC
ENGINEERING INC. FOR FLOW ANALYSIS AND DESIGN OF SIXTH
AVENUE SEWER PROJECT IN THE AMOUNT OF $23,320
Recommendation: Approve
SUMMARY
The Public Works Services Department recently solicited proposals for a Professional
Services Agreement (PSA) for flow analysis and design of a 10-inch sewer pipe on
Sixth Avenue. Following a review and evaluation of the proposals received, Civiltec
Engineering Inc. was determined to have the best proposal. Therefore, it is
recommended that the City Council authorize the City Manager to execute a PSA with
Civiltec Engineering Inc. for the flow analysis and design of a 10-inch sewer pipe on
Sixth Avenue in the amount of $23,320.
BACKGROUND
The City’s Sewer Master Plan Update addresses the needs of the City’s sewer system
through the calendar year 2026 and establishes the maintenance and improvement
framework the City uses to make decisions on future operational goals and capital
improvement projects.
As part of the Sewer Master Plan Update, hydraulic modeling of the City’s sewer system
was performed to determine the performance of the sanitary sewer system and the
results were analyzed for average day flows, peak flows, and wet weather flows. The
results of this modeling identified the sewer pipe at Sixth Avenue between Verner Circle
and Live Oak Avenue to be flowing above capacity and to be deficient for peak
estimated flows (Exhibit A). This assessment has been confirmed by the City’s sewer
maintenance personnel. The Sewer Master Plan recommends that the sewer pipe in

this section be replaced with a larger pipe in order to increase the capacity of the pipe
and eliminate the possibility of a sewer backup.
The Sewer Master Plan Update recommends that design of a sewer pipe project be
scheduled in one fiscal year and the construction of the project be done in the following
fiscal year. This is done to ensure that sufficient funds are available in the Sewer
System Reserve Fund. As a result, construction of the 10-inch sewer pipe is scheduled
to be completed in Fiscal Year 2013-14.
DISCUSSION
Request for Proposals were sent to various firms known to be experts in sewer design
and analysis for this project. Request for proposals were sent to five sewer design
firms, and advertised in the local newspaper. A total of two proposals were received,
reviewed, evaluated, and ranked by staff with the following results:

In accordance with the Arcadia Municipal Code, the evaluation of proposals was based
on demonstrated competence and qualifications necessary for the satisfactory
performance of the professional services required to be performed at fair and
reasonable prices. Based on this review and interviews with both firms, Civiltec
Engineering Inc. was considered the most qualified to do the work because they
demonstrated specific experience in providing similar services to other municipalities
with their cost significantly below other competitors.
Therefore, it is recommended that the City Council authorize the City Manager to enter
into a PSA with Civiltec Engineering Inc. for the flow analysis and design of a 10-inch
sewer pipe on Sixth Avenue in the amount of $23,320.
FISCAL IMPACT
The proposed cost of the design and analysis will be $23,320. Funds in the amount of
$50,000 have been budgeted in the Fiscal Year 2012-13 Capital Improvement Program
for the design of a 10-inch sewer pipe on Sixth Avenue.

RECOMMENDATION
It is recommended that the City Council authorize and direct the City Manager to
execute a Professional Services Agreement with Civiltec Engineering Inc. for Flow
Analysis and Design of Sixth Avenue Sewer in the amount of $23,320.
