Staff researched various stump cutters that would best fit the needs of the department and found that the process could be streamlined under the National Joint Powers Alliance (NJPA) cooperative purchasing program. Vermeer Corporation provided the best pricing for a stump cutter that met the City's specifications. Therefore, it is recommended that the City Council award a purchase order contract to Vermeer Corporation for the purchase of one SC372 stump cutter in the amount of $33,615.60. DISCUSSION The existing stump cutter was purchased in 1992 and has outlived its useful life. The stump cutter currently meets the hour usage and age criteria in the City's Equipment Replacement Program. Due to its age and heavy usage, the existing stump cutter had become harder to steer and its rotating cutters are not as durable, resulting in increased repair costs and down time. This vital piece of equipment is continuously used by the Public Works Services Department's tree crew for removal of tree stumps. The new 2013 Vermeer stump cutter has several functional advantages over the existing stump cutter. For example, the new stump cutter is lighter in weight providing easier navigation, it comes with a hydraulic chip blade that eliminates the need for manual raking, and it contains a new user - friendly operation system that provides additional safety. The new stump cutter also comes with a newly designed auto sweep system that monitors engine speed and automatically adjusts the cutter wheel to maximize productivity and reduce premature wear. Vermeer SC372 Stump Cutter March 19, 2013 Page 2 of 2 The California Government Code authorizes public agencies to participate in cooperative purchasing agreements like those established by the National Joint Powers Alliance while still remaining within the City's adopted rules and procedures for purchasing. The National Joint Powers Alliance nationally solicited bids for the procurement of landscaping and grounds related equipment in August 2009 and entered into a five -year purchasing contract with Vermeer Corporation. The bidding process as well as the contract with Vermeer Corporation have been reviewed and both meet the City requirements and specifications. The current stump grinder will be declared surplus property and auctioned off per City policy. FISCAL IMPACT The total cost for the purchase of one SC372 stump cutter is $33,615.60 and funds in the amount of $50,000 have been budgeted in the Fiscal Year 2012 -13 Equipment Replacement Fund. RECOMMENDATION It is recommended that the City Council award a purchase order contract to Vermeer Corporation for the purchase of one SC372 stump cutter in the amount of $33,615.60.
