FOR THE WELL INSPECTION AND REHABILITATION OF ORANGE GROVE WELL 1A AND WELL 2A PROJECT IN THE AMOUNT OF $305,205.96 Recommendation: Approve SUMMARY The Public Works Services Department has a groundwater well inspection and rehabilitation program to ensure that the City's municipal wells are in good working condition. To ensure the City is receiving the most competitive prices and quality service for the inspection and rehabilitation of Orange Grove Well 1A and Well 2A, a formal bid was conducted and Layne Christensen Co. submitted the lowest responsive bid. Therefore, it is recommended that the City Council authorize the City Manager to execute a contract with Layne Christensen Co. for the Well Inspection and Rehabilitation of Orange Grove Well 1A and Well 2A Project in the amount of $305,205.96. DISCUSSION The City operates 15 groundwater wells, which produce an average of 16,500 acre -feet of water to City of Arcadia customers each year. This equates to 5.4 billion gallons of water per year, or about 270 gallons per person per day. In order to ensure the reliable operation of these wells, regular well maintenance and rehabilitation is crucial to water quality and the efficient operation of the well system. The municipal water industry standard for well maintenance is to remove and inspect well pump assemblies and inspect the well pump and casing every 7 to 10 years. This practice is also supported by the American Water Works Association. The City staff has developed a well inspection and rehabilitation program following these guidelines. Each year, one to two wells are selected for inspection, based on the time since the last Orange Grove Wells 1A & 2A Inspection and Rehabilitation Project March 19, 2013 Page 2 of 3 inspection, and the results of efficiency tests performed on the wells. This preventive maintenance protects against unplanned well outages and avoids the need to supplement the City water supply with expensive imported water. The wells to be inspected and cleaned for this fiscal year are Orange Grove Well 1A, last cleaned in 2004, and Orange Grove Well 2A, last cleaned in 2005. Orange Grove Well 1A was drilled in 1921 and Orange Grove Well 2A was drilled in 1928; the wells are part of a group of four wells that are the only source of supply from the Santa Anita Subarea of the Raymond Groundwater Basin. Both of the wells have been rehabilitated multiple times during their operational life. The production of Orange Grove Well 1A and Orange Grove Well 2A are significantly below their optimum performance, most probably due to the build -up of mineral deposits on the well casings and the wear and tear on the pump components. As part of the inspection program, staff works with Southern California Edison representatives to test the efficiency of all the City wells on an annual basis and then to determine the annual energy savings and incentive payments that could be available to the City as a result of performing efficiency improvements on the wells. Applications have been submitted to Edison for Orange Grove Wells 1A and 2A for incentive payments back to the City of $9,735, and expected annual energy savings of $64,000 for the two wells. It is difficult to anticipate what might need to be done to the wells until they are removed and inspected by the contractor and staff. Therefore, a "shopping list" of possible repairs is prepared in the bid specifications to include activities and materials expected to be needed in the rehabilitation of the wells. Once the inspection of the wells is completed a final scope of work will be defined. In most cases, not all of what is included in the bid specifications is actually used, and it is anticipated that the final cost of the work will be much less than the awarded bid price. A Notice Inviting Bids was published in the City's adjudicated newspaper and bid packages were distributed to area contractors. The City Clerk received three sealed bids on February 19, 2013, with the following result: Rank Bidder Location Bid 1. Layne Christensen Co. Redlands, CA $305,205.96 2. Colton, CA $522,838.00 Bid documents were carefully reviewed for content and the contractors' backgrounds and recent projects were investigated and all references reported positively to the contractor's competence and performance in completing projects of similar size and scope. In addition, it should be noted that Layne Christiansen Co. performed the last rehabilitation of Orange Grove Well 1A and Live Oak Well in 2004 and all work was successfully completed to the City's satisfaction. It has, therefore, been determined that Orange Grove Wells 1A & 2A Inspection and Rehabilitation Project March 19, 2013 Page 3 of 3 Layne Christensen Co. has provided the lowest responsive bid to perform the work. Therefore, it is recommended that the City Council authorize the City Manager to execute a contract with Layne Christensen Co. for the Well Inspection and Rehabilitation of Orange Grove Well 1A and Well 2A Project in the amount of $305,205.96. ENVIRONMENTAL ANALYSIS This well inspection and rehabilitation project is considered a Class 1 exemption as defined in Section 15301(b) of the California Environmental Quality Act since the project consists of the maintenance of existing public facility providing public utility service. FISCAL IMPACT This project is included in the Fiscal Year 2012 -13 Capital Improvement Program with a total budget of $300,000. The cost of the contract recommended to be awarded is $305,205.96. However, it is anticipated that not all of the budget will be used. The bid specifications included all work that could be done with unit costs for labor and replacement of equipment. Once the well is pulled a defined project cost will be determined. In addition, applications have been submitted to Edison for Orange Grove Wells 1A and 2A for incentive payments back to the City of $9,735. Therefore, the existing budget should be adequate for this project. RECOMMENDATION It is recommended that the City Council authorize and direct the execute a contract with Layne Christensen Co. for the Well Rehabilitation of Orange Grove Well 1A and Well 2A Project ii $305,205.96.
