Modification Application No. MC 13 -06 and Sian Architectural Design Review No. SADR 13-08 11 W. Huntinaton Drive Applicant: Sonny Mediana The applicant is ,requesting the following approvals to an existing coffee shop (d.b.a. TAZA): a. Design review approval of a 99.3 square -foot mural sign at the southeast comer of the commerdal building at this property (south and east walls); b. A Modification to allow the portion of the 99.3 square -foot mural sign on the east wall of the building to exceed the maximum permitted sign area on this wall; 52 square -feet in lieu of 38 square -feet allowed; c. Design review approval of a 3.3 square -foot blade sign mounted -.on the south wall of the building; and d. Design review approval of an existing 24 square -foot mural painted on the inside wall of an attached covered patio. Recommendation: Conditional Approval There is a five working day appeal period. Appeals are to be filed by 5:30 p.m. on Tuesday, April 16, 2013. PUBLIC COMMENTS (5 minute time limit per person) Each speaker is limited to five (5) minutes per person, unless waived by the Modification Committee. Under the Brown Act, the Members are prohibited from discussing or taking action on any items not listed on the posted agenda. ADJOURNMENT The Modification Committee will adjoum this meeting to April 23, 2013, at 7:45 a.m. in the Council Chambers Conference Room, 240 W. Huntington Drive, Arcadia. Any writings or documents provided to a majority of the Modification Committee regarding any item on this agenda will be made available for public inspection in the City Clerk's office located at 240 W. Flores, Senior Planner By: Tim Schwehr, Associate Planner SUBJECT: THE APPLICANT IS REQUESTING THE FOLLOWING APPROVALS TO AN EXISTING COFFEE SHOP AT 11 W. HUNTINGTON DRIVE (D.B.A. TAZA.): A. DESIGN REVIEW APPROVAL OF A 99.3 SQUARE -FOOT MURAL SIGN AT THE SOUTHEAST CORNER OF THE COMMERCIAL BUILDING AT THIS PROPERTY (SOUTH AND EAST WALLS); B. A MODIFICATION TO ALLOW THE PORTION OF THE 99.3 SQUARE -FOOT MURAL SIGN ON THE EAST WALL OF THE BUILDING TO EXCEED THE MAXIMUM PERMITTED SIGN AREA ON THIS WALL; 52 SQUARE -FEET IN LIEU OF 36 SQUARE -FEET ALLOWED; C. DESIGN REVIEW APPROVAL OF A 3.3 SQUARE -FOOT BLADE SIGN MOUNTED ON THE SOUTH WALL OF THE BUILDING; AND D. Recommendation: Conditional Approval BACKGROUND & DISCUSSION The subject property is zoned CBD (Central Business District) with a Downtown Overlay, and is developed with a 900 square -foot commercial building and an attached covered patio that was formerly a carport. TAZA Coffee (coffee shop) began operating at this location in June 2012. The coffee shop shares a parking lot with a donut shop and a restaurant. TAZA currently has a portable A -frame sign displayed on the public sidewalk during business hours, and a temporary banner that is displayed on the east wall of the building. The portable sign was approved by the Development Services Department in November 2012. The temporary banner has exceeded the maximum 60 days allowed Modification Application No. MC 13 -06 & SADR 13 -08 April 9, 2013 Page 2 of 3 per calendar year, and will be required to be removed following the outcome of this hearing. A 24 square -foot mural is painted on one of the walls of the covered patio, and is considered wall signage. Approval of this mural sign is included as part of the applicant's request. The applicant proposes a new mural sign at the southeast corner of the building, on the south and east building walls. The mural consists of the business name "TAZA. ", business slogan "A Social Coffee House. ", and an image of a person. The dimensions and area of the various parts of the mural are indicated in the "Sign Area & Dimensions Table" attached to this report. The total area of the mural is 99.3 square -feet, with 52.0 square -feet of the mural on the east wall and 47.3 square -feet of the mural on the south wall. Murals are considered wall signs, and subject to a size limitation of 2 square -feet of sign area per linear foot of wall. This calculates to a maximum sign area of 90 square -feet for the south wall and 36 square -feet for the east wall. The mural complies with the maximum sign area allowed on the south wall of the building, but exceeds the maximum area allowed on the east wall; 52 square -feet proposed in lieu of 36 square - feet allowed for an 18 -foot long wall. A Modification to exceed the maximum allowed wall area on the east wall is proposed. The mural is also subject to design review approval. In addition to the mural, the applicant proposes a 3.3 square -foot blade sign at the south wall of the building near the front entrance of the coffee shop. This sign complies with all zoning code requirements, subject to a condition that a minimum 8' -0" height clearance is provided as measured from the sidewalk. As stated previously, a 24 square -foot mural has been painted on one of the inside walls of the attached covered patio. This mural complies with all zoning code requirements, but is subject to design review approval. It is staffs opinion that the Modification request would make an appropriate improvement to the property. The proposed mural is a hybrid of signage and public art, and as such consideration should be given to allowing a larger area than permitted for typical wall signs. The design of the mural is consistent with the goals and policies in the City's General Plan, anti will enhance the view from the public realm and downtown area. As a condition of approval, it is recommended that the existing address numbers on the building be relocated above the front entrance, front windows, or covered patio to remain readily visible to emergency services. The design of the small mural in the patio area is an interesting addition to the building, more public art than signage, and is only visible to patrons of the coffee shop and passing pedestrians. The small blade sign is artfully designed, small in size, and fits appropriately into the existing building facade. PUBLIC COMMENTS Public notice of this item was mailed on March 29, 2013 to the owners and tenants of those properties within 100 -feet of the subject site. Modification Application No. MC 13 -06 & SADR 13 -08 April 9, 2013 Page 3 of 3 RECOMMENDATION It is recommended that the Modification Committee approve Modification No. MC 13 -06 & Sign Architectural Design Review No. SADR 13 -08, subject to the following conditions: 1. The blade sign shall have a minimum 8' -0" height clearance above the sidewalk. 2. The existing address numbers shall be relocated to the wall above the front entrance, front windows, or covered patio. Approved: Lisa L.
