REGULAR MEETING MINUTES
TUESDAY, APRIL 2, 2013
Pursuant to the adjournment of the March 19, 2013, Regular Meeting of the City Council /Successor
Agency to the Arcadia Redevelopment Agency, the Chief Deputy City Clerk appeared at the time
and place of adjournment at 6:00 p.m. and announced that no quorum was present until 6:30 p.m.
CALL TO ORDER - Mayor Pro Tern Segal called the meeting to order at 6:30 p.m. in the Council
Chamber Conference Room.
ROLL CALL OF CITY COUNCIL MEMBERS
PRESENT: Council Member Amundson, Kovacic, Wuo, and Segal
ABSENT: Mayor Harbicht
A motion was made by Council Member Amundson seconded by Council Member Wuo, to excuse
Mayor Harbicht from this meeting.
PUBLIC COMMENTS — No one appeared
CLOSED SESSION
a. Pursuant to Government Code Section 54956.9(d)(2) to confer with legal counsel
regarding the Claim of Frank and Andres Uballez.
No reportable action was taken on the Closed Session item.
The Closed Session ended at 6:40 p.m.
CITY COUNCIL REGULAR MEETING
CALL TO ORDER - Mayor Pro Tern Segal called the regular meeting to order at 7:00 p.m.
INVOCATION - Reverend Ron Fraker, Victory Chapel, Church of the Foursquare Gospel

ABSENT: Mayor Harbicht
A motion was made by Council Member Amundson, seconded by Council Member Wuo, to excuse
Mayor Harbicht from this meeting.
REPORT FROM CITY ATTORNEY ON CLOSED SESSION ITEM
City Attorney Deitsch reported that the City Council met in a Closed Session to consider the one
item listed on the posted agenda related to a vehicle accident; no reportable action was taken.

SUPPLEMENTAL INFORMATION FROM CITY MANAGER REGARDING AGENDA ITEMS
City Manager Lazzaretto announced there was no supplemental agenda information.
MOTION TO READ ALL ORDINANCES AND RESOLUTIONS BY TITLE ONLY AND WAIVE THE
READING IN FULL
A motion was made by Council Member Amundson, seconded by Council Member Wuo, to read all
ordinances and resolutions by title only and waive the reading in full.
PRESENTATIONS
a. Presentation by Executive Director Andrea Travis - Miller of the San Gabriel Valley
Council of Governments, regarding the San Gabriel Valley Energy Wise
Partnership.
b. Presentation by the City of South Pasadena Mayor Richard Schneider, and
Council Member Michael Cacciotti regarding the 710 Freeway Project.
C. Presentation of a Proclamation designating April 2, 2013, as Arbor Day.
1. PUBLIC HEARING
a. Consideration of Special Use Permit to allow the "626 Night Market" an Asian -
themed food and retail night market within the Paddock Gardens at Santa Anita
Park on four separate weekends during summer 2013.
Recommended Action: Conditionally Approve
Assistant City Manager /Development Services Director Kruckeberg and Senior Planner Flores
presented the staff report.
Mayor Pro Tem Segal opened the public hearing.
Wendy Chung, an Arcadia resident appeared and expressed her concerns regarding the 1:00 a.m.
ending time of the event and possible security issues.
Julie Li, an Arcadia resident appeared and expressed her concerns regarding the 1:00 a.m. ending
time of the event and the sale of alcohol.
A motion to close the public hearing was made by Council Member Kovacic, seconded by Council
Member Amundson, and seeing no further objection, Mayor Pro Tern Segal declared the public
hearing closed.
At the request of Council Member Kovacic regarding comments made by the speakers, Police Chief
Guthrie reported that the Police Department will be working with Race Track Security and their
command team to monitor issues that may arise, including the consumption of alcohol; and advised
that at last year's event, noise readings were conducted during the event and sound levels were
well below Arcadia Municipal Code limits.

At the request of Council Member Kovacic, the City Attorney suggested revising Condition No. 14 to
read "the Development Services Director shall monitor consumption of alcohol and other issues
pertinent to the event. Any problems identified by the Development Services Director may be
brought forward to the City Council for consideration of possible permit revocation or
additions /modification of conditions of approval. Prior to submitting such possible permit revocation
or addition /modification of conditions of approval to the City Council, the Development Services
Director may modify or add conditions of approval, subject to appeal to the City Council."
It was moved by Council Member Kovacic, seconded by Council Member Wuo, and carried on roll
call vote to approve Special Use Permit No. SUP 13 -03, subject to the conditions of approval noted
in the staff report, and that Condition #14 be revised, as suggested by City Attorney Deitsch.

PUBLIC COMMENTS
Winnie Tin, an Arcadia resident, appeared and commented on police related issues she is having
with Arcadia Police Department.
At the request of City Manager Lazzaretto, Ms. Tin provided staff with the documentation she
referenced in her comments and contact information for follow -up.
REPORTS FROM MAYOR, CITY COUNCIL AND CITY CLERK (including reports from the City
Council related to meetings attended at City expense [AB 1234]).
Council Member Kovacic thanked South Pasadena Council Member Michael Cacciotti for appearing
and presenting his position on the 710 Freeway extension, and wished his mother, Valerie Harper,
who is going through some health issues, well; he congratulated Joanna Liang for being selected as
President of the Arcadia Chinese Association; he solicited essays for the "More Visions of Arcadia"
book, and commented on some of the topics of the essays he has received to date; he
congratulated Arcadia High School graduate Paul De Leon who was recently promoted to Major in
the United States Army and noted that he will be teaching at West Point in the fall, and he
congratulated his parents, Juan and Ann De Leon.
Council Member Wuo noted the light traffic during the spring break.
Council Member Amundson announced that April 17 is the deadline for Arcadia Beautiful
Commission nominations; he encouraged everyone to subscribe to www.nextdoor.com and get
information on what is happening in the community; he noted that April is "National Distracted
Driving Awareness Month" and asked parents to talk to their teenage drivers.
City Clerk Glasco announced that April 16 is the dedication and unveiling of the Lucky Baldwin
statue and the placement of a Historical Marker by the Arcadia Historical Society, and invited
everyone to attend.
Mayor Pro Tern Segal announced that April 16 is the City Council Reorganization and encouraged
everyone to attend.

2. CONSENT CALENDAR
a. Approve the Special Meeting Minutes of October 31 2012 and the Regular
Meeting Minutes of March 19, 2013.
Recommended Action: Approve
b. Accept all work performed by Vargas Olson Enterprises for the City Hall Interior
Renovation Project as complete.
Recommended Action: Approve
It was moved by Council Member Amundson, seconded by Council Member Wuo, and carried on
roll call vote to approve Consent Calendar Items 2.a and 2.b.

3. CITY MANAGER ITEMS
a. Housing Element Update and discussion of Housing Element goals and policies
Recommended Action: Provide Direction
City Manager Lazzaretto, Assistant City Manager /Development Services Director Kruckeberg, and
Senior Planner Flores presented the staff report.
It was moved by Council Member Kovacic, seconded by Council Member Amundson, and carried
on roll call vote to authorize staff to submit the updated Housing Element to the California
Department of Housing and Community Development for compliance review.
