MOTION TO READ ALL ORDINANCES AND RESOLUTIONS BY TITLE ONLY AND WAIVE THE READING IN FULL A motion was made by Council Member Amundson, seconded by Council Member Segal, to read all ordinances and resolutions by title only and waive the reading in full. PRESENTATIONS TO OUTGOING MAYOR ROBERT HARBICHT Presentation by Mayor Pro Tern Segal on behalf of Senator Diane Feinstein Presentation by Tommy Tseng on behalf of Congresswoman Judy Chu Presentation by Iso Nakasato on behalf of Senator Ed Hernandez Presentation by Olivia Lee on behalf of Assembly Member Edwin Chau Presentation by Brian Mejia on behalf of Supervisor Michael Antonovich Presentation by Joann Steinmeier and Dr. Joel Shawn on behalf of the Arcadia Unified School District Presentation by Arlynn Robinson on behalf of the Arcadia Chamber of Commerce Presentation by Eric Barter on behalf of the Arcadia Rotary Club Presentation by Joanna Liang on behalf of the Arcadia Chinese Association Presentation by Mayor Pro Tern Mickey Segal on behalf of Mayor Mary Ann Lutz, City of Monrovia Presentation by Mayor Pro Tern Mickey Segal on behalf of the City of Arcadia REMARKS AND INTRODUCTIONS BY MAYOR HARBICHT Mayor Harbicht introduced his wife Pasty, and thanked her for all her support; he introduced his grandson, Robert who was present in the audience; he thanked City Manager Lazzaretto and staff for all their hard work and support during his year as Mayor; he discussed the responsibilities and duties of the Mayor, and provided a recap of his year as Mayor; he noted the conversion of paper agenda to electronic agendas, the many meetings he attended, and the number of certificates he presented; he concluded that he looks forward to working with the City Council and staff, and thanked everyone for the opportunity to serve Arcadia as Mayor. 04 -16 -13 55:0032 2. REORGANIZATION OF THE CITY COUNCIL a. The City Clerk called for the nomination of Office of the Mayor. Mayor Pro Tem Segal was nominated by Mayor Harbicht Noting no further names, the nomination was closed. AYES: Council Member Amundson, Harbicht, Kovacic, Wuo and Segal NOES: None b. The City Clerk called for the nomination of Office of the Mayor Pro Tem. Council Member Wuo was nominated by Council Member Kovacic Noting no further names, the nomination was closed. AYES: Council Member Amundson, Harbicht, Kovacic, Wuo and Segal NOES: None 3. REMARKS AND INTRODUCTIONS BY MAYOR Mayor Segal thanked everyone for the opportunity to serve as Mayor; he congratulated Council Member Harbicht on his excellent year of service as Mayor, and his service to the community for more than 20 years; he commented on his 12 years of service on the City Council, and remembered that his project during his first year as a Mayor was changing the street signs to reflective street signs; he suggested to staff and all bargaining groups that labor negotiations begin this year on October 1 and conclude no later than December 10, at the latest, rather than waiting until April or May of the following year, in hopes of finding an early solution to the contracts; he challenged the staff and his fellow Council Members to dedicate and prepare a budget that is balanced and fiscally responsible for years to come; he thanked the City staff and Department Heads for all the hard work they do every day to make Arcadia the great City it is; he stated that because his office is in Westwood, he requested that organizations schedule events early in the morning or late in the afternoon so that he can attend as many events as possible, but did state that the City Council will be represented at those events, even if he is not; he thanked his children, and his wife Lee for her support. 4. REMARKS AND INTRODUCTIONS BY MAYOR PRO TEM Mayor Pro Tem Wuo commented on Mayor Segal's leadership; he thanked City Manager Lazzaretto, all the Department Heads and City staff for all their hard work; he noted that decisions by the City Council are in the best interest of the community; he thanked his fellow Council Members for the opportunity to serve as Mayor Pro Tem; and he introduced and thanked his wife Jane for all her support. 04 -16 -13 55:0033 REPORTS FROM MAYOR, CITY COUNCIL AND CITY CLERK (including reports from the City Council related to meetings attended at City expense [AB 1234]). Council Member Kovacic introduced and thanked his wife Barb for her support; he introduced his children, Casey and Kelly, who were not present; he addressed the tragedy at the Boston Marathon; he congratulated Council Member Harbicht on his past year as Mayor; he acknowledged former Mayors and Council Members who were present in the audience; he congratulated Mayor Segal; and he announced his "More Visions of Arcadia" book and the deadline date of April 22; and noted that he is looking forward to another great year. Council Member Amundson thanked Council Member Harbicht for his leadership during his past year as Mayor; and congratulated Mayor Segal on his term as Mayor; he introduced his wife who was not in attendance; he announced that he attended the General Membership Meeting of the League of California Cities Los Angeles County Division regarding pension issues in California, and commented on the Gold Line Bridge ground breaking ceremony held on Friday. Council Member Harbicht had no additional comments. Council Member Wuo had no additional comments. City Clerk Glasco congratulated Mayor Segal and Mayor Pro Tern Wuo; he thanked Congresswoman Chu for the Certificate of Congressional Recognition to the Arcadia Historical Society and he presented to the City Council a petition that was handed to him regarding the possible renovation of the Chandelier Room at the Santa Anita Race Track. PUBLIC COMMENTS Jennifer Aston, PTA President, Camino Grove Elementary School, appeared and reported on various events and activities going on at Camino Grove Elementary School. Beverly Street, an Arcadia resident, representing the Arcadia Historical Society, appeared and expressed concerns regarding the future of the Chandelier Room at the Santa Anita Race Track. Scott Hettrick, Executive Director of the Chamber of Commerce, congratulated Mayor Segal and Mayor Pro Tern Wuo on their appointments; he thanked Council Member Harbicht for his leadership as Mayor; and he read a letter from Margaux Viera regarding the preservation of the chandeliers and gold plated palm trees in the Chandelier Room at the Santa Anita Race Track. 5. CONSENT CALENDAR a. Approve the Regular Meeting Minutes of April 2, 2013. Recommended Action: Approve b. Authorize and direct the City Manager to execute a contract with Arcadia Unified School District for Transportation Services for recreation activities from June 1, 2013, through June 1, 2014, in an amount not to exceed $43,000. Recommended Action: Approve 04 -16 -13 55:0034 Authorize and direct the City Manager to execute a contract with Custom Signs, Inc. in the amount of $55,250 for the City Hall Signage Project and approve a 10% contingency. Recommended Action: Approve Authorize and direct the City Manager to increase the purchase order for Overdrive, Inc. from $14,500 to $19,500, so that an additional $5,000 in electronic books can be Durchased with funds donated by the Arcadia Public Library Foundation for this purpose. Recommended Action: Approve It was moved by Council Member Amundson, seconded by Council Member Harbicht, and carried on roll call vote to approve Consent Calendar Items 5.a through 5.d. AYES: Council Member Amundson, Harbicht, Kovacic, Wuo and Segal NOES: None ABSENT: None The City Council adjourned to Closed Session at 8:07 p.m. 6. CLOSED SESSION a. Pursuant to Government Code Section 54956.9(a) to confer with legal counsel regarding the case of Alhambra, et al. v. County of Los Angeles, et al., (Los Angeles Countv Superior Court Case No.: BS116375. b. Pursuant to Government Code Section 54956.9(a), to confer with legal counsel regarding the case of Hongwei Sun, an individual; Xuemei Gang, an individual; Mengyuan Sun, a minor appearing by and through her Guardian Ad Litem Xuemei Gang v. City of Arcadia, a municipality corporation; et al., Los Angeles Superior (Pasadena) Court Case No. GC049593. No reportable action was taken on the Closed Session items. ADJOURNMENT Mayor Segal adjourned this meeting in memory of Paul Rooker, a long -time Arcadia resident, at 8:20 p.m. to May 7, 2013, 6:00 p.m. in the City Council Chamber located at 240 W. Huntington Drive, Arcadia. 0 Gene Glasco, City Clerk r' Lisa Mussenden Chief Deputy City Clerk /Records Manager 04 -16 -13 54:0035 CITY COUNCIL /SUCCESSOR AGENCY TO THE ARCADIA REDEVELOPMENT AGENCY SPECIAL MEETING MINUTES TUESDAY, MAY 23, 2012 CALL TO ORDER - Mayor Segal called the meeting to order at 5:30 p.m. and announced that all members of the City Council were present. a. Report, discussion and direction regarding the Proposed 2013 -14 Fiscal Year Budget. City Manager Lazzaretto, and Administrative Services Director Quach, provided an overview of Fiscal Year 2012 -13, 2013 -14 and 2014 -15 Budgets, Summary of Baseline Budget, General Fund Revenue Comparisons, General Fund Expenditure Comparisons, New Budget Methodologies, Proposed New Programs, Future Budget Pressures; Equipment Replacement Fund, Capital Improvement Fund, Summary of Revenue Enhancement Options, Financial Model 5 Year Outlook and Policy Decisions. The City Council requested a copy of the Budget Study Session PowerPoint presentation and the 5- year Financial Model be forwarded to them along with the Policy Decisions and requested a copy of a list of potential program cuts to be considered for cost saving purposes. There being no other business, the Mayor adjourned this meeting to a continued Special Meeting on Tuesday, April 30, 2013, at 5:30 p.m., in the Police Department, EOC Room for purposes of discussing the proposed 2013 -14 Fiscal Year Budget.
