SUBJECT: ACCEPT ALL WORK PERFORMED BY ALL AMERICAN ASPHALT FOR
BALDWIN AVENUE REHABILITATION
Recommended Action: Approve
SUMMARY
On December 18, 2012, the City Council awarded a contract to All American Asphalt in
the amount of $508,000 for Baldwin Avenue Rehabilitation. There was one (1) change
order for additional striping and a contract modification to allow a substitution of a
certain material with an extension of the required warranty period. The overall contract
amount decreased by $3,868.81, decreasing the original contract from $508,000 to
$504,131.19.
The terms and conditions of this project have been complied with, and the required work
has been performed to staff's satisfaction for a final cost of $504,131.19. It is
recommended that the City Council accept the project as complete and authorize the
final payment in accordance with the approved contract documents.
BACKGROUND
The City's Pavement Management Program, which analyzes the existing condition of
the street pavement, has identified north Baldwin Avenue between
Foothill Boulevard and Orange Grove Avenue as the highest priority street for repair
with a Pavement Condition Index (PCI) rating of 37, 100 being best, and zero being
worst. The City annually appropriates approximately $600,000 in Proposition C funding
for arterial street pavement projects. North Baldwin Avenue is an arterial roadway
connecting the Foothill Freeway, Sierra Madre, and northern Arcadia neighborhoods.
Traffic volumes are continuously high and the existing pavement conditions were
extremely poor.

Due to its importance, North Baldwin Avenue was scheduled for rehabilitation in the
2011 -12 Capital Improvement Program utilizing the annual allotment of Proposition "C"
funds of $600,000. Plans and specifications were developed to remove and replace the
worst areas while re- enforcing the remaining balance of pavement with a geotextile
interlayer.
DISCUSSION
There was one change order on the project to modify the striping from the existing
condition. This segment of Baldwin Avenue is very wide and north of Hampton Road
lacked the striping to define the vehicle lanes. Drivers tended to make two lanes out of
one wide lane, which was confusing. This modified the striping to add a two -way left
turn lane for the entire segment and also added a white edge line to clearly delineate
one travel lane in each direction north of Anoakia Lane. A bike lane was included on
each side of the street in the remaining shoulder area beyond the white edge line. Staff
coordinated with Caltrans and the City of Sierra Madre on the final striping details as
they impact those jurisdictions at either end of Arcadia's segment. The final details
were not approved in time to include in the original bid and were thus added as a
change order.
There was one additional modification to the scope that resulted in a reduction in cost.
The contractor requested a change to the type of interlayer to be used and, upon
negotiations, the City agreed to the change with a reduction in cost and an extended
warranty period. The final contract amount was $504,131.19, which is a decrease in the
original contract amount of $508,000.
FISCAL IMPACT
Funds in the amount of $600,000 from Proposition "C" were budgeted in the 2010 -11
Capital Improvement Program. The cost of the construction contract is $504,131.19;
therefore, Proposition "C" funds are available to cover all costs.
RECOMMENDATION
That the City Council accept all work performed by All American Asphalt for Baldwin
Avenue Rehabilitation.
