Kevin Merrill, Assistant Engineer SUBJECT: ACCEPT ALL WORK PERFORMED BY PRO TECH ENGINEERING FOR CONSTRUCTION OF MISCELLANEOUS TRAFFIC SIGNAL IMPROVEMENTS AT HUNTINGTON DRIVE AND HOLLY AVENUE Recommended Action: Approve SUMMARY On November 6, 2012, the City Council awarded a contract to Pro Tech Engineering in the amount of $47,880 to rewire, install pedestrian push buttons, install pedestrian countdown modules, and add a single video detection camera at the intersection of Huntington Drive and Holly Avenue. There was one (1) change order for extra work. With the final adjustment for actual quantities, the contract increased by $2,385. The terms and conditions of this project have been complied with, and the required work has been performed to the City's satisfaction for a final cost of $50,215. It is recommended that the City Council accept the project as complete and authorize the final payment in accordance with the approved contract documents. BACKGROUND In 2002, the County of Los Angeles administered a Traffic Signal Synchronization project to install new traffic signal controllers and cabinets along Huntington Drive to improve coordination throughout the corridor. The project, however, did not call for rewiring of intersections, which caused the Huntington Drive at Holly Avenue traffic signal to periodically go into a red flash mode. The City's traffic signal technician has been called to reset the traffic signal on numerous occasions over the past year. The purpose of this project was to eliminate the malfunctions by re- wiring the traffic signal. The project scope also included other improvements and enhancements for improved traffic signal operation. Fletcher Creamer & Son, Inc. installed a new traffic signal controller for the Huntington Drive at Holly Avenue intersection. With the new controller and the improvements in this project, the intersection will operate correctly, and coordination along Huntington Drive will again be achieved. DISCUSSION Pro Tech Engineering rewired the intersection, installed vehicle detection (video and loops), and installed pedestrian push buttons and pedestrian countdown modules, providing the necessary improvements. There was one (1) change order for extra work performed in the amount of $2,385 to add additional vehicle detection for the intersection. With the addition of the new controller, the traffic signal will operate more efficiently, and provides the ability to add more traffic signal phasing and timing options through our traffic signal control system in the future. FISCAL IMPACT Funds were budgeted in the FY 2012 -13 Capital Improvement Program in the amount of $50,000 from General Funds. The original contract amount was $47,880, with a 5% contingency for a total project budget of $50,274. With a single change order to the contract of $2,385, the final cost is $50,215. RECOMMENDATION That the City Council accept all work performed by Pro Tech Engineering for construction of Miscellaneous Traffic Signal Improvements at Huntington Drive and Holly Avenue.
