SUBJECT: WAIVE THE FORMAL BID PROCESS AND APPROVE
QUARTERMASTER AS THE UNIFORM VENDOR FOR THE POLICE
DEPARTMENT IN AN AMOUNT NOT TO EXCEED $55,000
Recommendation: Approve
SUMMARY
The Police Department has allocated $55,000 to purchase uniforms, leather gear, and
related support equipment for employees, reserve officers, and volunteers. The City
Council authorized the purchase of new modified uniforms for the Police Department
from Quartermaster in February 2012. The Department requests approval to continue to
use Quartermaster as the uniform vendor for Fiscal Year 2013 -14, and approve a
renewal option for FY 2014 -15.
DISCUSSION
For many years, the Police Department retained multiple uniform vendors during a
single fiscal year. In recent years, however, the quality of the inventory and
workmanship from the various vendors has declined, which resulted in varying degrees
of mismatched uniforms. A Uniform Committee was formed, and it was determined that
a single vendor capable of maintaining a large inventory of uniforms and related support
equipment would better serve the needs of the Department. A vendor that is able to
provide "one -stop shopping" would prove to be more efficient and cost effective for the
Department and its personnel.
After a formal bid process, the City Council authorized the Department to purchase new
uniforms from Quartermaster in FY 2011 -12. The project to outfit Department personnel
was completed according to schedule. The uniforms and its accessories were also
obtained without delay due to the vast inventory maintained by Quartermaster.

The experience with Quartermaster has been positive and the product pricing has been
competitive. The initial Request for Proposal allows for a total of three additional one
year renewals through FY 2014 -15. On July 17, 2012, the City Council waived the
formal bid process and approved Quartermaster as the Police Department's uniform
vendor for FY 2012 -13. Therefore, it is recommended that the City Council waive the
formal bid process and approve Quartermaster as the Police Department's uniform
vendor for FY 2013 -14, and approve a renewal option for FY 2014 -15.
FISCAL IMPACT
The amount of $55,000 has been allocated in the Police Department budget request for
uniforms and related support equipment for FY 2013 -14 and FY 2014 -15.
RECOMMENDATION
It is recommended that the City Council waive the formal bid process and approve
Quartermaster as the uniform vendor for the Police Department in an amount not to
exceed $55,000.
