SUBJECT: SELECTION OF EXECUTIVE SEARCH FIRM FOR HUMAN
RESOURCES ADMINISTRATOR RECRUITMENT
Recommendation: Approve
SUMMARY
The Human Resources Administrator resigned from the City in February to accept a
position with the City of Commerce as their Director of Human Resources. With two
possible in -house candidates in the Human Resources Division that will compete for the
vacancy, a request for proposal was sent to 14 known recruitment firms to assist with
the recruitment to ensure that the process is impartial and professionally conducted.
Six firms submitted proposals. Five of the six firms are headquartered in California with
one in Florida. All firms are highly qualified to assist with the recruitment as they all
have expertise in recruiting for a Human Resource Administrator. Based on overall
expertise, recent relevant recruitments, and cost, it is recommended that City Council
approve the selection of Bob Murray & Associates to assist with the recruitment for a
Human Resource Administrator, in an amount not to exceed $23,000, and authorize the
City Manager to execute a contract on behalf of the City.
DISCUSSION
The current staffs in the Human Resources offices are very busy with day -today
operations of the Division and overseeing more typical recruitment efforts. The
workload does not provide sufficient time to handle specialty recruitment such as this
one. A professional recruiting firm can facilitate the preparation of the recruitment flyer
and would have significant networking connections to identify potential candidates who
meet the City's expectations regarding qualifications. The firm will also screen the
applicants to a number that the City will want to consider for interviews.

With the direction from the City Manager, a Request for Proposals (RFP) was prepared
and distributed to 14 firms from which six submitted proposals. After reviewing the
proposals, it is recommended that Bob Murray & Associates (BM &A) is selected to
assist with this recruitment.
While all six firms were very experienced in providing recruitment services to cities and
in particular for Human Resources Administrator positions, what stood out most were
the number of Human Resources Administrator recruitments BM &A has conducted
recently, including many in Southern California. In fact, it was BM &A that recruited our
former Human Resources Administrator to the City of Commerce. Additionally, BM &A
is already familiar with the City and have in -depth knowledge of the City's management
culture as they assisted the City with the hiring of our current City Manager.
It will take approximately four months to complete the process, from preparation of the
candidate profile to interviews and selection of a new Human Resources Administrator.
The actual start date for the Human Resources Administrator would depend on any
notice required to a current employer and any relocation if necessary. Based on the
schedule and timeline submitted by BM &A, we expect to have a qualified candidate to
start with the City sometime in September 2103. Given that this is extremely close to
anticipated start of labor negotiations, City staff and BM &A will do everything possible to
compress this timeline.
FISCAL IMPACT
The cost to conduct the recruitment based on the proposal submitted by BM &A will be a
fixed amount of $16,500 plus expenses, which is estimated at $6,500. Expenses will
include such items as cost of travel, newspaper and magazine ads, clerical support,
background checks, and copying costs. No funds are currently budgeted for this
expense but there are salary and benefits savings since the resignation of the former
Human Resources Administrator that would cover all of the costs of this recruitment.
