SUBJECT: AUTHORIZE AND DIRECT THE CITY MANAGER TO EXECUTE A
CONTRACT WITH SOUTHLAND SPORTS ASSOCIATION TO PROVIDE
BASKETBALL OFFICIALS FOR THE ADULT AND YOUTH BASKETBALL
LEAGUES FROM JULY 1, 2013, THROUGH JUNE 30, 2014, IN AN
AMOUNT NOT TO EXCEED $35,000.

SUMMARY
It is recommended that the City Council authorize and direct the City Manager to
execute a contract with Southland Sports Association to provide basketball officials for
youth and adult basketball leagues from July 1, 2013, through June 30, 2014. On July
1, 2012, the City executed a contract with Southland Sports Association to provide
basketball officials for youth and adult basketball leagues through June 30, 2013. The
contract was executed with an amount not to exceed $35,000, and included an option
for (3) one year renewal periods thereafter, at the City's discretion. Approval of this
agenda item would extend the contract for one year to June 30, 2014.
DISCUSSION
The Recreation and Community Services Department offers both youth and adult
basketball leagues. Southland Sports Association has been providing satisfactory
officiating services for these programs for the past year. The adult basketball league
operates on a year around basis, consisting of approximately 36 teams per season.
Typically, there are four season per year. League games are scheduled each Sunday
at the Dana Gym between the hours of 8:00 A.M. - 10:00 P.M. Approximately 14
games are scheduled each week, requiring two (2) officials per game. The youth
basketball league operates for six (6) weeks, consisting of approximately 25 teams.
Games are scheduled each Friday between the hours of 4:00 P.M. - 10:00 P.M. and
each Saturday between the hours of 8:00 A.M. - 5:00 P.M. Approximately 14 games
are scheduled each week, six (6) requiring one (1) official and eight (8) requiring two (2)

City's basketball leagues at a cost of $21 per official, per game. A new contract was
submitted to Southland Sports Association and the cost proposal for officiating services
has not increased. The City has the option to renew this contract for three (3) one (1)
year renewal periods.
FISCAL IMPACT
The proposed budget for basketball officials for Fiscal Year 2013 -14 is $35,000. The
proposed budget is sufficient to cover the cost of officials for the youth and adult
basketball programs, based on the bid provided by Southland Sports Association.
RECOMMENDATION
It is recommended the City Council authorize and direct the City Manager to execute a
contract with Southland Sports Association to provide basketball officials for youth and
adult basketball programs for the period of July 1, 2013, through June 30, 2014, in an
amount not to exceed $35,000.
