FOR THE WATER MAIN REPLACEMENT PROJECT IN THE AMOUNT OF $324,055 Recommendation: Approve SUMMARY The City of Arcadia's Water Main Replacement Program is designed to replace aged and deteriorating water main pipes throughout the City's water distribution system. The water main replacement project identified as a part of the 2012 -13 Capital Improvement Program (CIP) includes the replacement of the water main and fire hydrants on Tenth Avenue between Camino Real Avenue and Longden Avenue. The replacement of the existing cast iron water main with ductile iron pipes will lessen the potential for future water main breaks and increase the fire flow in the City's water distribution system. It is recommended that the City Council authorize the City Manager to execute a contract with Dominguez General Engineering, Inc. for the Water Main Replacement Project, in the amount of $324,055. DISCUSSION The 6 -inch cast iron water main along Tenth Avenue was installed in the 1938. Public Works Services maintenance crews have frequently made emergency repairs to the water main along Tenth Avenue. The reason for frequent leaks on this water main is due to the age and material of the pipe. Cast iron was a common pipe material due to its strength and corrosion resistance; however, it is brittle and susceptible to leaks, limiting its durability and reliability. Pressure fluctuations combined with minor geological movement and settlement can Award Contract for Water Main Replacement June 4, 2013 Page 2 of 3 cause cast iron pipe to break. Ductile iron, which replaced cast -iron as the industry standard for water pipe, has the corrosion resistance and strength characteristics of cast iron, but can tolerate movement or deflection without breaking. The proposed project will replace the existing 6 -inch cast iron water main with a 10 -inch ductile iron pipe. This will result in improved fire flow and cut down on the potential for future water main breaks. The results will be improved water flow in the pipes, and overall reliability of the City's water system in the event of a catastrophic event. The project will also replace under -sized fire hydrants with a standard 6 -inch fire hydrant that meets current fire protection regulations. A Notice Inviting Bids was published in the City's adjudicated paper and bid packages were acquired by area contractors. Ontario $826,595 Staff has reviewed the bid documents for content and investigated the contractors' background and recent projects for competency. Subsequently, it has been determined that Dominguez General Engineering, Inc., is proficient and capable of completing the project for the City, and they are the lowest responsible bidder. ENVIRONMENTAL ANALYSIS This project involves the replacement and minor alteration of an existing utility system with no expansion of the system and therefore qualifies as a Class 2 categorical exemption per 15302 (2) of the California Environmental Quality Act. FISCAL IMPACT Funds in the amount of $400,000 have been budgeted as a part of the 2012 -13 Capital Improvement Program for the Water Main Replacement Project.
