SUBJECT: INTRODUCE ORDINANCE NO. 2309 REPEALING IN ITS ENTIRETY,
ORDINANCE NO. 1876 RELATED TO THE STANDARDS AND TRAINING
FOR CORRECTIONS PROGRAM
Recommendation: Introduce
SUMMARY
On July 1, 2012, the City of Arcadia awarded a contract to G4S Secure Solutions for
Jail Services. G4S employees fully assumed jail operations in December of 2012,
making the Arcadia jail privately operated. Privately operated jail facilities are not
eligible to participate in the Standards and Training for Corrections Program (STC);
therefore, the City is not eligible to receive any State Aid through STC. It is
recommended that Ordinance No. 1876 be repealed in its entirety.
BACKGROUND
On February 2, 1988, the Arcadia City Council adopted Ordinance No. 1876 relating to
the STC Program. The STC Program provided the City with State funded
reimbursement for annual jail staff training costs.
The City of Arcadia is contracted with G4S Secure Solutions for jail services. By
privatizing all jail services in December of 2012, the City lost its eligibility to participate
in the STC Program because STC will only reimburse training for City and State
employees, not private company employees. .
DISCUSSION
Ordinance No. 1876, Section 1 states, "that while receiving any State Aid pursuant to
Article 3, commencing with Section 6040 of the California Penal Code, the City of
Arcadia will adhere to the standards for selection and training established by the Board
of Corrections."

In December of 2012, the Arcadia jail services were turned over to G4S Secure
Solutions, making the City's privately operated jail facility ineligible to participate in
reimbursement through the STC Program. It should be noted that G4S Secure
Solutions is required to abide by the California Penal Code and the California Code of
Regulations, Title 15, which govern corrections standards and such requirements are
outlined in the City's contract. In addition to mandated training of 24 hours per jailer,
the Department ensures compliance with State regulations through facility inspections
administered by the Board of Corrections. The City abided by the same provisions prior
to privatizing its jail operations.
FISCAL IMPACT
G4S Secure Solutions provides training at its own expense for jail services as listed in
the contract; therefore, there is no fiscal impact.
RECOMMENDATION
It is recommended that the City Council find that this action is exempt under the California
Environmental Quality Act; and introduce Ordinance No. 2309 repealing in its entirety,
Ordinance No. 1876 related to the Standards and Training for Corrections Program.

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF ARCADIA, CALIFORNIA, REPEALING IN ITS ENTIRETY,
ORDINANCE NO. 1876 RELATING TO STANDARDS AND
TRAINING FOR CORRECTIONS PROGRAM
THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA, DOES
ORDAIN AS FOLLOWS:
SECTION 1. Ordinance No. 1876, adopted by the City Council on February 2,
1988, relating to Standards and Training for Corrections Program is hereby repealed in
its entirety.
SECTION 2. The City Clerk shall certify to the adoption of this Ordinance and
shall cause a copy of same to be published in the official newspaper of said City within
fifteen (15) days after its adoption.
