HomeMy WebLinkAboutItem 2h - Contract for PS.NET public safety software system support servicesIo ., 5, [ A­., 5, STAFF REPORT o��74nity of �o Police Department DATE: July 2, 2013 TO: Mayor and Members of the City Council FROM: Robert Guthrie, Chief of Police By: Jennifer Brutus, Management Analyst SUBJECT: AUTHORIZE AND DIRECT THE CITY MANAGER TO EXECUTE A TWO -YEAR PROFESSIONAL SERVICES AGREEMENT EXTENSION WITH EXECUTIVE INFORMATION SERVICES (EIS) FOR PS.NET PUBLIC SAFETY SOFTWARE SYSTEM SUPPORT SERVICES FROM JULY 1, 2013, THROUGH JUNE 30, 2015, IN THE AMOUNT OF $24,640 FOR FY 2013 -14 AND $25,872 FOR FY 2014 -15. Recommendation: Approve SUMMARY The City has a professional services agreement with Executive Information Services (EIS) for the PS.NET Public Safety System Support Project, and the current agreement will expire on June 30, 2013. It is recommended that the City Council approve a professional services agreement renewal with EIS from July 1, 2013, through June 30, 2014, in the amount of $24,640 with no contract price increase. In addition, it is recommended that the City Council approve a renewal option for FY 2014 -15, from July 1, 2014, through June 30, 2015, with a contract price of $25,872 inclusive of a five percent price increase. DISCUSSION Since 2003, the City has had an agreement with EIS for public safety software system support. EIS has the proprietary rights /ownership to the law enforcement safety software programs used by the Police Department. The software programs include: Law Records Management, Computer Assisted Dispatch (CAD), Report Writing, Mobile Digital Communications, Los Angeles County Interface, and a Customer Service Portal for submitting crime reports online, which was added in 2009. All these software programs are used in the Department's daily operation for data management. Executive Information Services — Public Safety Software July 2, 2013 Page 2 of 2 EIS has indicated there will be no price increase for FY 2013 -14, so the contract amount will remain $24,640. However, EIS has informed the Department that a five percent price increase will take effect July 1, 2014, resulting in a new contract amount of $25,872 for FY 2014 -15. The increase is a result of rising costs. It should be noted that the company last increased its fees in 2011. Over the years, EIS has had a good relationship with the Department and has been accommodating to the Department's needs and requirements. Therefore, it is recommended that the City Council extend the professional services agreement with EIS for two consecutive years. FISCAL IMPACT For the term of the professional services agreement, from July 1, 2012, to June 30, 2013, the fee for public safety software system support services will be $24,640. The amount has been budgeted in the City's FY 2013 -14 Operating Budget. The renewal cost for FY 2014 -15 is $25,872, which will be budgeted for in the City's FY 2014 -15 Operating Budget. RECOMMENDATION It is recommended that the City Council authorize and direct the City Manager to execute a two -year Professional Services Agreement extension with Executive Information Services (EIS) for PS.NET public safety software system support services from July 1, 2013, through June 30, 2015, in the amount of $24,640 for FY 2013 -14 and $25,872 for FY 2014 -15.
