SUBJECT: AUTHORIZE AND DIRECT THE CITY MANAGER TO EXECUTE A
PROFESSIONAL SERVICES AGREEMENT WITH SILVERLAKE
CONSERVATION, LLC IN THE AMOUNT OF $22,000 FOR THE
CLEANING, REPAIR, AND RESTORATION OF THE CITY HALL
MURALS, AND APPROVE A 10% CONTINGENCY

SUMMARY
The City is currently administering the final phase of City Hall Renovation, which
includes the restoration of two murals in the breezeway between the two lower
buildings. In 2011, the City contracted with Silverlake Conservation LLC to perform the
preliminary investigation of the Mural Walls to determine the feasibility of restoration,
which were favorable. Based on their previous efforts on this project, Silverlake
Conservation LLC has been selected to perform the work in the amount of $22,000 with
an added 10% contingency.
BACKGROUND
In 2009, the City embarked upon a multi - phase, multi -year project to renovate the Upper
and Lower City Hall buildings. Phase 1 was the Energy Efficiency Retrofit which
covered internal work above and including the ceilings, such as a new HVAC system,
lighting, fire sprinklers, and windows. It utilized grant funding through the Energy
Efficiency Community Block Grant Program from the American Recovery and
Reinvestment Act of 2009. Phase 1 was completed last year. Phase 2 was the interior
renovation which covered everything below the ceiling, such as painting, flooring, doors
and miscellaneous wall improvements, and it was completed in March of this year.
Phase 3 is the exterior renovation which includes building painting and improvements,
and site improvements. The construction contract was awarded in March of this year
and construction is nearly complete.

In the summer of 2011, the City contracted with Silverlake Conservation LLC
(Silverlake) to perform the preliminary investigation of the Mural Walls to determine the
feasibility of restoration. The Mural Walls are located in the breezeway between the two
lower City Hall buildings. Silverlake reported that the murals are in very good condition,
and can be restored with a few minor repairs. The results of the investigation were
presented to the City Council in May of 2012, and the Council directed staff to proceed
with the restoration. Due to the specialized nature of the work and the desired special
qualifications of the contractor, this project was separated from the scope of the overall
City Hall Exterior improvements.
DISCUSSION
The restoration scope of work includes the removal of the texture coating over the mural
tiles, cleaning the tiles, and repairing or replacing damaged tiles. Proposals were
requested from two highly qualified and specialized firms, Silverlake Conservation LLC
from Los Angeles and Architectural Resources Group from Pasadena. Silverlake
submitted a proposal in the amount of is $22,000, and Architectural Resources Group
respectfully declined to propose. Staff has reviewed the proposal and is satisfied that
Silverlake can satisfactorily perform the work.
ENVIRONMENTAL IMPACT
This project is categorically exempt per Section 15301(d) of the requirements of the
California Environmental Quality Act (CEQA).
FISCAL IMPACT
This project was budgeted in the FY 2013 -14 Capital Improvement Program in the
amount of $30,000 from Capital Outlay funds. Sufficient funds are budgeted for this
project.
RECOMMENDATION
It is recommended that the City Council authorize and direct the City Manager to
execute a Professional Services Agreement with Silverlake Conservation, LLC in the
amount of $22,000 for the cleaning, repair, and restoration of the City Hall murals, and
approve a 10% contingency.
