FOR THE REPLACEMENT OF CITY TREES LOST IN THE DECEMBER 2011 WINDSTORM EVENT AS COMPLETE AND AUTHORIZE THE FINAL PAYMENT TO BE MADE IN ACCORDANCE WITH THE CONTRACT DOCUMENTS, SUBJECT TO THE RETENTION OF $9,763.15 Recommended Action: Approve SUMMARY On November 20, 2012, the City Council awarded a contract to CLS Landscape Management, Inc. in the amount of $195,263, for the replacement of City trees lost in the December 2011 windstorm event. The terms and conditions of this project have been complied with and the work has been performed to staff's satisfaction for a total project cost of $195,263. It is recommended that the City Council accept all work performed by CLS Landscape Management, Inc. for the Replacement of City Trees Lost in the December 2011 Windstorm Event project as complete and authorize the final payment to be made in accordance with the contract documents, subject to retention of $9,763.15. DISCUSSION On February 1, 2012, Supervisor Michael D. Antonovich announced the 2012 Competitive Tree Planting Grant Program. The Tree Planting Grant Program was a grant for communities that suffered unprecedented tree loss as a result of the December 2011 windstorm event. The City of Arcadia submitted two proposals that included the replacement of City trees in residential neighborhoods and City trees located in parkways of commercial areas, parks, and multifamily neighborhoods. On September 11, 2012, the City received notification that both grant applications were approved for grant funding. On November 20, 2012, the City Council awarded a Accept Replacement of Trees Lost in 2011 Windstorm July 16, 2013 Page 2 of 2 contract to CLS Landscape Management, Inc. in the amount of $195,263, for the replacement of City trees lost in the December 2011 windstorm event. As a result, 241 trees were replanted in the public right -of -way in residential neighborhoods and 192 trees were replanted in the public right -of -way in commercial areas, multifamily neighborhoods, and in City parks. CLS Landscape Management, Inc. completed all work within the contract budget. All terms and conditions of this project have been complied with and the work has been performed to staff's satisfaction. FISCAL IMPACT The final contract amount was $195,263. A total of $223,800 was budgeted in the Fiscal Year 2012 -13 Capital Improvement Plan for the replacement of City trees lost in the December 2011 Windstorm event. The funding sources for this project include $36,800 from the City's Emergency Fund and $186,600 from the Tree Planting Grant Program. RECOMMENDATION It is recommended that the City Council accept all work performed by CLS Landscape Management, Inc. for the replacement of City trees lost in the December 2011 windstorm event as complete and authorize the final payment to be made in accordance with the contract documents, subject to the retention of $9,763.15.
