FOR CONCRETE PAVEMENT REHABILITATION OF EASTBOUND
FOOTHILL BOULEVARD FROM SANTA ANITA AVENUE TO BALDWIN
AVENUE, APPROVE A 10% CONTINGENCY, APPROPRIATE AN
ADDITIONAL $110,000 FROM PROPOSITION C FUNDS AND
APPROVE THE PROJECT AS CATEGORICALLY EXEMPT PURSUANT
TO SECTION 15301 CLASS 1(c) FROM THE REQUIREMENTS OF THE
CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA).

SUMMARY
As part of the City's ongoing pavement management program, the City annually
appropriates Proposition C funding for an arterial repaving project. For the Fiscal Year
2012 -13 Capital Improvement Program (CIP), the City Council appropriated funding for
the Concrete Rehabilitation of Foothill Boulevard. The project was originally scheduled
for construction in late summer of this year, but that conflicted with the Baldwin Avenue
Rehabilitation project and the Gold Line Iconic Freeway Structure Bridge construction
freeway closures. It was decided to delay the project until now to allow for the
completion of the other projects to minimize traffic impacts.
The project was advertised for bids in June, and bids were opened on June 27, 2013.
E C Construction submitted the successful low bid in the amount of $551,365. It is
recommended that the City Council award a contract for the Concrete Pavement
Rehabilitation of Foothill Boulevard from Santa Anita Avenue to Baldwin Avenue to E C
Construction.

BACKGROUND
The City's Pavement Management Program, which analyzes the existing condition of
the street pavement, has identified Foothill Boulevard between Baldwin Avenue and
Santa Anita Avenue as a high priority street for repair with a Pavement Condition Index
(PCI) rating of 50, 100 being best, and zero being worst. The City annually appropriates
Proposition C funding for arterial street pavement projects. Foothill Boulevard is a
regional arterial roadway connecting foothill cities east and west of Arcadia, and it
carries 25,000 vehicles per day on average.
Foothill Boulevard is unique in that it is a concrete street. Concrete streets do not
require the same maintenance as asphalt streets. There are several options for
repairing concrete streets. One less expensive option is to overlay the street with
asphalt. However, experience has proven that asphalt does not adhere to concrete
very well in the long term and requires regular maintenance. While concrete repairs
may be a bit more expensive initially, a concrete street will last much longer than an
asphalt street and require considerably less maintenance. Portions of Foothill
Boulevard were constructed in the 1920's and 1930's and they have held up extremely
well with very little maintenance. Generally, the concrete pavement is in very good
condition, but several sections are experiencing cracks, settlement, and uplifting from
trees that are causing a poor overall ride factor. These sections continue to deteriorate
with traffic, weather conditions, and tree growth. This project will remove and replace
the damaged pavement sections, fill cracks, and lightly grind the entire street.
The City has not completed a concrete street repair project like this in the past so there
is no history of issues, details, and costs to draw from to prepare for this project. The
City's plan is to eventually rehabilitate the entire segment of Foothill Boulevard through
the City. For this initial project, staff has selected the eastbound lanes of the segment
from Baldwin Avenue to Santa Anita Avenue.
DISCUSSION
The project was advertised for bids in June, and bids were opened on June 27, 2013.
Bids from three (3) prospective contractors were received with the following results:

The City typically receives from seven to ten bids for asphalt pavement projects. It is
apparent from the number of bids received here that concrete street repair is a bit more
specialized. The engineer's estimate was $500,000 so the low bid was slightly higher
than anticipated. The results of this bid will help us to plan and estimate future concrete
street repair projects.

The bid documents have been reviewed for content, and E C Construction's
background and recent project history have been investigated for competency. Based
on this review, it has been determined that E C Construction can satisfactorily perform
the required work.
ENVIRONMENTAL IMPACT
The project is categorically exempt per Section 15301 class 1(c) from the requirements
of California Environmental Quality Act (CEQA).
FISCAL IMPACT
Proposition "C" funds in the amount of $500,000 have been approved in the Fiscal Year
2013 -14 Capital Improvement Program to complete this project. With the low bid at
$551,365, it is recommended that an additional appropriation of $110,000 be made to
cover additional project expenses.
The City receives approximately $800,000 in Proposition C funds annually from Metro.
Of that, approximately $600,000 is budgeted annually for arterial street projects. When
preparing the budget for this year, there was some uncertainty in the fund balance due
to unexpended Proposition C funds in past projects, and other projects underway at the
time, so the budget for this project was reduced to $500,000 to be safe. Some of those
unexpended funds have been returned to the fund balance so there are sufficient funds
to cover the additional appropriation.
RECOMMENDATION
It is recommended that the City Council authorize and direct the City Manager to
execute a contract with E C Construction in the amount of $551,365 for the Concrete
Pavement Rehabilitation of Eastbound Foothill Boulevard from Santa Anita Avenue to
Baldwin Avenue, approve a 10% contingency, appropriate an additional $110,000 from
Proposition C funds, and approve the project as categorically exempt pursuant to
Section 15301 Class 1(c) from the requirements of California Environmental Quality Act
(CEQA),.
