Arcadia City Council Chambers The Planning Commission of the City of Arcadia met in regular session on Tuesday, September 12, 2006, at 7:00 p.m., in the Arcadia Council Chambers of the City of Arcadia, at 240 W. Huntington Drive, with Chairman Olson presiding. PLEDGE OF ALLEGIANCE ROLL CALL: PRESENT: Commissioners Baderian, Beranek, Hsu, Parrille and Olson ABSENT: None OTHERS ATTENDING Community Development Administrator Jason Kruckeberg Planning Services Manager Corkran Nicholson Senior Planner Lisa Flores Senior Administrative Assistant Billie Tone Councilman Peter Amundson SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS The minutes of the August 22, 2006 meeting will be corrected and resubmitted for review and approval at the September 26, 2006 meeting. MOTION: It was moved by Commissioner Beranek, seconded by Commissioner Parrille to read the resolution by title only and waive reading the full body of the resolution. The motion passed by voice vote with none dissenting. TIME RESERVED FOR THOSE IN THE AUDIENCE WHO WISH TO ADDRESS THE PLANNING COMMISSION ON NON-PUBLIC HEARING MATTERS —Five-minute time limit per person None PUBLIC HEARING ITEMS 1. PUBLIC HEARING CUP 06-09 1010 S. Baldwin Avenue Fastrackids Enrichment Center Greg Shen and Shirley Noda Greg Shen and Shirley Noda have submitted an application for a Conditional Use Permit for an enrichment center for children ages 3-7 with a maximum of 15 students per session. RESOLUTION NO. 1748 A Resolution of the Planning Commission of the City of Arcadia, California, approving Conditional Use Permit No. 06-09 to permit an enrichment center at 1010 S. Baldwin Avenue. There is a five working day appeal period after the adoption of the Resolution. Appeals are to be filed by September 19th The staff report was presented by Senior Planner Lisa Flores. The public hearing was opened. The applicants, Greg Shen and Shirley Noda, 841 W. Duarte Road, #3, Arcadia, explained that the objective of the enrichment center was to encourage confidence and leadership skills in children from three to seven years old. They both said that the center would be a good addition to the city and offered to answer any questions the Commissioners might have. Commissioner Hsu asked about safety considerations in relation to the parking and drop- off area for the children since the center is located on a busy street. Mr. Shen explained that they do not anticipate using Baldwin Avenue for pick-up and drop-off of students because the reception area is in the rear of the building and there are four short term (green)parking spaces behind the building specifically for this purpose. Commissioner Baderian asked if the applicants expect an increase in enrollment in the future and how many teachers will be employed. Ms. Noda said that there will be one instructor and she, herself, will be assisting, for a total of two adults. Mr. Shen explained that the program is designed for one class at a time with a maximum of fifteen students so they do not expect to increase enrollment. Commissioner Baderian asked the applicants if they had carefully reviewed and were in agreement with the conditions of approval in the staff report. Both Mr. Shen and Ms. Noda said they will comply with the conditions of approval. MOTION: It was moved by Commissioner Baderian, seconded by Commissioner Hsu to close the public hearing. Appeals are to be filed by September 19`h CONSENT ITEMS 2. MINUTES OF 8-22-06 The minutes of the August 22, 2006 meeting will be corrected and resubmitted for review and approval at the September 26, 2006 meeting. 3. TIME EXTENSION—TPM 03-019 1132-1136 Sunset Street Hong Cao Hong Cao has requested a one-year time extension of TPM 03-019 (Parcel Map #60117) for a two-unit condominium subdivision. RECOMMENDATION: Approve Commissioner Baderian asked if there was a limit on the number of time extensions the applicant could request. Community Development Administrator Kruckeberg explained that according to the Map Act, the applicant is entitled to a maximum of five years in time extensions. Commissioner Baderian asked what was the reason for the delay. Mr. Kruckeberg explained that the applicant has submitted the final plat to the city but is still working on the CC&Rs. Mr. Kruckeberg further explained that this extension should allow enough time for the applicant to complete everything. ROLL CALL: AYES: Commissioners Olson, Baderian, Beranek, Hsu and Parrille NOES: None PC AGENDA 9-26-06 Page 3 Adi Pik MATTERS FROM CITY COUNCIL AND PLANNING COMMISSION Councilman Amundson reviewed the activity related to the proposed Rusnak expansion. He said that the self-storage facility is in escrow and that an agreement has been reached on a price for the church property. Representatives for Rod's Grill have submitted an initiative which the City Clerk and City Attorney will review for validity. If it is authenticated, the city has 80 to 100 days to hold an election on the initiative. MODIFICATION COMMITTEE MEETING ACTIONS Chairman Olson said there were two items on the Modification Committee agenda this morning and both were approved. MATTERS FROM STAFF Mr. Kruckeberg said that the City Council will review General Plan Amendment 06-01 on noise standards for the city at their September 19 meeting. He also noted that the second Administrative Draft EIR on the Caruso project is due next Wednesday which keeps a schedule to provide a public version of the EIR in October.
