1. PLANNING COMMISSION LAND USE DETERMINATION - "CLINIC"
The issue is the definition of "clinic" or "emergency clinic" as a land use. Sectic
9266.1.1 of the Municipal Code allows "Emergency Hospitals, Clinics" in the M-
(Light
Industrial) zone. The Municipal Code does not provide a definition or any guidanc
on
the issue. The M-1 zone does not allow professional or medical offices. Thus, the
key question is how (or if) a clinic should be differentiated from a medical office use.

The Shops at Santa Anita Project includes a Specific Plan, General Plan Amendment,
Zone Change, Architectural Design Review, Design Guidelines, and a Development
Agreement.
The Project consists of development of an 829,250 square foot (sf) commercial, retail
and office development on the southern parking lot of the Santa Anita Park Racetrack
(804,250 sf of retail/commercial uses and 25,000 sf of office uses); adaptive reuse of the
western portion of the Santa Anita Park grandstand to construct an approximately 98,000
sf Simulcast Center within the grandstand area; a 1.4 acre landscaped open space area
linking the existing Paddock Gardens with the proposed new commercial, retail and
office center; a 7.5-acre landscaped open space area, including a 3.5-acre water feature,
to be located at the southern end of the property; and improvements to vehicle and
pedestrian access,parking, infrastructure.
The Planning Commission's recommendation on the project will be forwarded to the
City Council.

Commission deliberations and a potential recommendation.
