SUBJECT: PURCHASE OF ONE BC1500 BRUSH CHIPPER FROM VERMEER
CORPORATION IN THE AMOUNT OF $44,006.57
Recommendation: Approve
SUMMARY
The Fiscal Year 2013 -14 Equipment Acquisition Program provides for the replacement
of one brush chipper in the Public Works Services Department. Staff researched
various brush chippers that would best fit the needs of the Department and found that
the process could be streamlined under the National Joint Powers Alliance (NJPA)
cooperative purchasing program. Vermeer Corporation provided the best pricing for a
BC1500 brush chipper that met the City's specifications. Therefore, it is recommended
that the City Council authorize and direct the City Manager to approve the purchase of
one BC1500 brush chipper from Vermeer Corporation in the amount of $44,006.57.
DISCUSSION
The existing brush chipper was purchased in 2003 and currently meets the hour usage
and age criteria in the City's Equipment Replacement Program. Due to its age and
heavy usage, the existing brush chipper suffered a crack to its frame and is currently
inoperable. This vital piece of equipment is continuously used by the Public Works
Services Department's tree crew during trimming and the removal of City trees. Debris
that is generated during trimming and the removal of City trees is loaded into the
chipper and reduced into fine wood chips so that it can be easily hauled away for
disposal.
The new 2013 Vermeer brush chipper has several functional advantages over the
existing brush chipper. For example, the new brush chipper has a SmartFeed system,
which monitors the engine and senses jams, automatically stopping or reversing the
rollers as needed. It has a more powerful and efficient engine that meets current
federal emission standards and allows for additional hours of use before refueling.

The California Government Code authorizes public agencies to participate in
cooperative purchasing agreements like those established by the National Joint Powers
Alliance while still remaining within the City's adopted rules and procedures for
purchasing. The National Joint Powers Alliance nationally solicited bids for the
procurement of landscaping and grounds related equipment in 2009 and entered into a
five -year purchasing contract with Vermeer Corporation. The bidding process and the
contract with Vermeer Corporation have been reviewed and both meet the City
requirements and specifications. The current brush chipper will be declared surplus
property and auctioned off per City policy.
FISCAL IMPACT
The total cost for the purchase of one BC1500 brush chipper is $44,006.57. Funds in
the amount of $45,000 have been budgeted in the Fiscal Year 2013 -14 Equipment
Replacement Fund for this item.
RECOMMENDATION
It is recommended that the City Council authorize and direct the City Manager to
approve the purchase of one BC1500 brush chipper from Vermeer Corporation in the
amount of $44,006.57.
