Attached is a letter from Los Angeles County Chief
Administrative Officer, Richard Dixon, requesting
that the City Council appoint its designated member
to the newly - formed San Gabriel Valley Mosquito
Abatement District ( SGVMAD). The appointee need not
be a Council member, but must be an Arcadia resident.
An orientation meeting for the members of the SGVMAD
Board of Trustees is scheduled for 9:30 a.m., on
Friday, August 25. The first official meeting of
the Board of Trustees will be held on Monday,
September 11. Subsequent times and frequency of
meetings will be, determined at that meeting.

On April 12, 1989, the Local Agency Formation Commission (LAFCO)
adopted a resolution approving the formation of the San Gabriel
Valley Mosquito Abatement District (SGVMAD) . The proposed district
encompasses those cities, a total of 23, who have requested
inclusion in the new district (Attachment I) . As your city has
chosen to participate in the new district, the following pertinent
information is being provided.
Board of Supervisors Hearing
As part of the LAFCO procedure, a public hearing to determine
whether public necessity or welfare requires formation of the
district is scheduled to be held before the Los Angeles County
Board of Supervisors on July 27, 1989. Attachment II is a copy of
the public notice which provides further logistical information on
the hearing. Upon a finding of public necessity or welfare, LAFCO
will execute and record a "Certificate of Completion" for the
formation of SGVMAD.

According to California Statutes (reference Health and Safety Code,
Section 2240 et seq.), the governing body of a mosquito abatement
district is its board of trustees. Each participating city's
governing body is entitled to appoint a member of the district's
board of trustees. The appointed member must be an elector and
resident of the respective city; an elector is a person who is a
United States citizen 18 years of age or older and a resident of
an election precinct at least 29 days prior to an election.

State law further requires that the board of trustees hold its
first meeting on the first Monday subsequent to 30 days after
LAFCO's filing of the certificate (reference Health and Safety
Code, Section 2247). The first SGVMAD Board of Trustees meeting
is anticipated to be on September 11, 1989, pending the finding of
public necessity or welfare by the Los Angeles County Board of
Supervisors on July 27, 1989.
Requested Action
It is recommended that your City Council appoint its designated
member to the SGVMAD Board of Trustees prior to the first meeting
date. In order to assist the newly formed SGVMAD in facilitating
its implementation, a .schedule of anticipated milestones
(Attachment III) is included. Listed is an orientation meeting
for the members of the SGVMAD Board of Trustees, which has been
scheduled for:

NOTICE OF PUBLIC HEARING
BOARD OF SUPERVISORS OF THE COUNTY OF LOS ANGELES
NOTICE IS HEREBY GIVEN that the Board of Supervisors of the County of Los
Angeles will hold a public hearing to consider the proposed formation of the
San Gabriel Valley Mosquito Abatement District.
1. Proceedings for the subject proposal were initiated by resolution adopted
by the Board of Supervisors of Los Angeles County, submitted to and
approved by the Los Angeles County Local Agency Formation Commission.
2. The boundaries of the subject territory are described as follows:
PARCEL 1
Beginning at the intersection of the easterly boundary of the County
of Los Angeles, as same existed on January 6, 1989 and the north line of
Fractional Section 24, Township 1 North, Range 8 West, S.B.M.; thence
westerly along section lines to the west line of the east half of Section
14, Township 1 North, Range 9 West, S.B.M.; thence northerly along said
west line to the north line of said last mentioned section; thence
westerly along section lines to the northeast corner of the northwest
quarter of Section 18, said last mentioned township and range; thence
southerly and westerly along the east and south lines of said northwest

a.m., in the Board of Supervisors Hearing Room, Room 381 Hall of
Administration, 500 West Temple Street, Los Angeles, California 90012, as
the date, time and place for a public hearing on the proposal, at which
time and place the Board of Directors will hear and receive any testimony,
objection or evidence which is made, presented or filed.
