DATE: November 28 , 1990 TO: Mayor and Members of the City Council FROM: jDavid Feinberg, Administrative Assistant SUBJECT: FY 1991 Transportation Development Act Funding Attached for the City Council 's review are copies of the City of Arcadia Dial-A-Ride's Transportation Development Act (TDA) claim form for Fiscal Year 1991. The claim form was prepared by City Staff and will be submitted to the Los Angeles County Transportation Commission (LACTC) and the Southern California Association of Governments (SCAG) . The City is expected to . receive $323 , 100 in TDA funding for FY 1991. - The Transportation Development Act is a State grant which allocates funds to cities. The Local Transportation Fund (LTF) has been in existence since 1972 and is derived from 1/4 cent of the 6 cent retail sales tax collected statewide. • The 1/4 cent is returned by the State Board of Equalization to each county according to the amount of tax collected in the county. In Los Angeles County, the LACTC distributes the funds to each of the included municipal operators. The $313 , 000 operations portion provides the Arcadia Dial-A-Ride with approximately 37% of its operating budget for FY 1991. Recommendation It is recommended that the City Council approve Resolution No. 5560, a Resolution approving the submittal of the Transportation Development Act claim form to receive funds for the operations of the City of Arcadia Dial-A-Ride for Fiscal Year 1990-91. The attached housing inventory report sheets (pages 4 and 5) were prepared by BCD to assist your agency in meeting requirements added to Health and Safety Code Section 33080.4 by AB 2080, Chapter 1140, Statutes of 1989. The information is to be provided' for all housing units in a redevelopment"project area which have occupancy or affordability restrictions imposed by agreements or recorded conditions, covenants, and restrictions. (Use a separate copy of pages 4-and 5 for each project area.) We recognize that agencies may not have been tracking all this information. However, to avoid incurring a penalty for late reporting, the inventory report sheets (along with all other components of the mandated report) should be returned to the Controller prior to 1991 with whatever inventory information the agency has been able to develop and a notation to explain the actions being taken to bring the agency into full compliance with the new requirements. NOTE: In the column headed "Units Occupied by Ineligible Households," enter the number of units with occupancy or affordability restrictions which were occupied by households not meeting the criteria for occupancy imposed by CC&Rs or agreements. 3 • LASER IMAGED - • Arcadia Redevt; xnent Agency NAME OF REDEVELOMENT AGENCY) REPORT FOR FY ENDING ON 6/30 19 90 • • SCHEDULE HCD - B (ONLY ONE COPY NEEDED PER AGENCY) {• ; •.
