SUBJECT: FY 1991 Transportation Development Act Funding
Attached for the City Council 's review are copies of the City
of Arcadia Dial-A-Ride's Transportation Development Act (TDA)
claim form for Fiscal Year 1991. The claim form was prepared
by City Staff and will be submitted to the Los Angeles County
Transportation Commission (LACTC) and the Southern California
Association of Governments (SCAG) . The City is expected to .
receive $323 , 100 in TDA funding for FY 1991. -
The Transportation Development Act is a State grant which
allocates funds to cities. The Local Transportation Fund (LTF)
has been in existence since 1972 and is derived from 1/4 cent
of the 6 cent retail sales tax collected statewide. • The 1/4
cent is returned by the State Board of Equalization to each
county according to the amount of tax collected in the county.
In Los Angeles County, the LACTC distributes the funds to each
of the included municipal operators. The $313 , 000 operations
portion provides the Arcadia Dial-A-Ride with approximately 37%
of its operating budget for FY 1991.
Recommendation
It is recommended that the City Council approve Resolution No.
5560, a Resolution approving the submittal of the
Transportation Development Act claim form to receive funds for
the operations of the City of Arcadia Dial-A-Ride for Fiscal
Year 1990-91.

SUBJECT: ARA FY 1989/90 Report to the State Department of Housing
and Community Development. (Note: this is also City
Council Agenda No. 6e. )
California Redevelopment Law (Section 33080) requires
that all redevelopment agencies file an annual fiscal and
activity report with the California Department of Housing
and Community Development (HCD) . , This report contains
the following:
1. An independent financial audit report and
compliance opinion prepared by Lance, Soll and
Lunghard Certified Public Accountants (this report
was provided to the City Council on November 1,
•
1990) ;
2 . A fiscal statement for the State Controller
(Attachment A) ;
3 . A description of the Agency' s activities affecting
housing, displacement and the set-aside fund for
low and moderate income housing (Attachment B) ; and
4. The Agency's current project and administrative
budget (Attachment C) .
California Redevelopment law requires that this report
be approved by the City Council and transmitted to
HCD by the end of the calendar year.
RECOMMENDATIONS
AGENCY: That the Arcadia Redevelopment Agency present the
FY 1989/90 HCD Report to the Arcadia City Council
for approval and authorization to transmit it to
HCD.
CITY COUNCIL: That the Arcadia City Council approve the FY
1989/90 HCD Report and authorize staff to
transmit it to HCD.

We have audited only the following Form No's: Consolidated Report
Pages 04 and 05, Project Area Page 05 and Schedules A-RP and B-RP of the
Annual State Controller' s Report (LGFA Form 80) of the Arcadia
Redevelopment Agency for the fiscal year ended June 30, 1990. This
report is the responsibility of the Agency's management. Our
responsibility is to express an opinion on certain parts of the report
based on our audit of the Agency's financial records.
We conducted our audit in accordance with generally accepted
auditing standards. Those standards require that we plan and perform the
audit to obtain reasonable assurance about whether the forms are free of
material misstatement. An audit includes examining, on a test basis,
evidence supporting the amounts and disclosures in the State Controller's
Report. An audit also includes assessing the accounting principles used
and significant estimates made by management, as well as evaluating the
overall report form presentation. We believe that our audit provides a
reasonable basis for our opinion.
The report has been prepared on a form prescribed by the State
Controller, Division of Local Government Fiscal Affairs, and therefore
includes only that information required to .be presented by the form.
Accordingly, the accompanying report is not intended to present financial
position and results of operations. This report is intended solely for
filing with the State Controller and is not intended for any other
purposes.
In our opinion, the above noted forms numbers of the State
Controller's Report which we audited, contained in Form LGFA 80 of the
Arcadia Redevelopment Agency for the fiscal year ended June 30, 1990,
present fairly, in all material respects, the information shown therein
in accordance with the applicable provisions of the Controller's Report
including instructions thereto. As indicated in the first paragraph, we
do not express any opinion on the information contained in other forms

FY 1989/90
1. Processed building permit applications through the Agency's
design review process.
2 . In accordance with AB265 adopted Arcadia Redevelopment Agency
Resolution 135, which stated that the Agency is unable to set
aside 20% or less for low-mod housing due to the Agency's
existing obligations, programs, projects, and activities.
3 . Conducted public relations activities with developers and the
general public. Provided materials on available commercial -
property in Arcadia.
4. Prepared agenda, meeting set-up, minutes, correspondence,
staff reports, and other related materials for the Parking
Place Commission.
5. Prepared capital and administrative work program/budgets.
6. Acquired properties.
7. Relocated residential and business tenants.
8. Sought development proposals for approved projects through the
Request for Proposal process.
9. Entered into an Exclusive Right to Negotiate.
10. Remediated hazardous waste.
11. The Agency was involved in litigation on loss of Goodwill and
on the costs of hazardous waste removal.
12. Amended the Agency's Relocation Rules and Regulations

CENTRAL REDEVELOPMENT PROJECT
FY 1989/90
1. North Side Project
Continued to pursue litigation with former property owner of
property acquired by the Agency which was found to contain
hazardous waste in the soil; worked in cooperation with County of
Los Angeles personnel to gain approval of remediation plans for
handling the hazardous Waste present on the forgoing property;
continued to process plans (design review, parking modification,
etc. ) submitted by the Chandler Group for the Kiewit West site.
2 . South Side Project
Negotiated and executed Amendment II to the DDA; monitored the
DDA and construction activities including the construction of a
23, 000 office building and the beginning of construction of a
67, 000 square foot office building; hired an accounting firm to
audit the developer's books pertaining to the participation
agreement; processed design reviews for retail tenants and the
design review for a 9, 000 square foot restaurant.
3 . Northwest Corner Project
Hired consultants: real estate appraisers, relocation
consultants, goodwill consultants, a hazardous waste management
firm, an asbestos consultant, and a civil engineering firm;
marketed the site twice through an RFP process; acquired four
properties and gained site control on a fifth; began
condemnation proceedings on five properties; reached tentative
purchase agreements with two owners; still negotiating with one
property owner.
4. Southwest Corner Project
Hired consultants: real estate appraisers, relocation
consultants, goodwill consultants, hazardous waste management
firm and civil engineering firm; marketed the site; selected a
developer (WLA Arcon/Schaefer Brother) with which to negotiate
details of a mixed-use (restaurant/medical office) project;
completed acquisition of the last private property within the
development site; completed asbestos survey and demolition of the
improvements at 170 E. Huntington Drive.
5. 124 North First Avenue
KBC Project; Hired consultants: real estate appraisers,
environmental assessment firm, title company; marketed the site
and selected K.B. Construction (KBC) as the developer with which
to further negotiate toward a DDA; secured the site from through
traffic by installing landscaping across the former Indiana
Street.
