SUBJECT: Protest Procedures for Competitive Procurements Using
Urban Mass Transportation Administration Funds
The Urban Mass Transportation Administration (UMTA) recently
performed a triennial review of the operations of the Arcadia
Dial-A-Ride.
One of the findings in the triennial review found that the City
must comply with recently published guidelines which discuss
protest procedures on competitive procurements with UMTA funds.
Specifically, the City is required to develop and implement
written procurement protest procedures which allow a bidder to
formally protest either the writing of the request for bids or
the awarding of the contract. Resolution No. 5521 provides
procedures which are comprehensive, fair and provide a basis
for administrative or judicial review.
Rec°omn`endation
It is recommended that the City Counciliapprove Resolution No. ,
5521-, =a Resolution adopting certain"-procurement protest
procedures as required by the Federal Urban Mass Transportation
Administration (UMTA) .

SUBJECT: FY 1990 Transportation Development Act Funding
Attached for the City Council 's review are copies of the City
of Arcadia Dial-A-Ride's Transportation Development Act (TDA)
claim form for Fiscal Year 1990. The claim form was prepared
by City Staff and will be submitted to the Los Angeles County
Transportation Commission (LACTC) and the Southern California
Association of Governments (SCAG) . The City is expected to
receive $295, 000 in TDA funding for. FY 1990.
The Transportation Development Act is a State grant which
allocates funds to cities. The Local Transportation Fund (LTF)
has been in existence since 1972 and is derived from 1/4 cent
of the 6 cent retail sales tax collected statewide.. The 1/4
cent is returned by the State Board of Equalization to each
county according to the amount of tax collected in the county.
In Los Angeles County, the LACTC distributes the funds to each
of the included municipal operators. The $295, 000 provides the
Arcadia Dial-A-Ride with approximately 33% of its operating
budget for FY 1990.
It is .recommended that the City Council ;approve-Resol__ution No. "-

Transportation Development Act claim form to receive funds for
the operations of the City of Arcadia Dial-A-Ride for Fiscal
Year 1989-90. .

SUBJECT: 1990-1991 STATEMENT OF OBJECTIVES AND
PROJECTED USE OF 16TH YEAR CDBG FUNDS
The City has been advised by the Community Development Commission (CDC) that
Arcadia will be receiving approximately $223,611 in Community Development
Block Grant (CDBG) Funds for fiscal year 1990-91. The CDC has notified staff that the
City must submit their 1990-91 cost and project summary to the County no later
than February 15, 1990.
Current Project Status
The City is currently participating in the following projects:
Senior Citizen Center #2
Budget: $227,668 Available Monies as of 1/1/90: $100,054
This is an ongoing project to provide architectural and engineering services f or
the design and construction compliance of the senior citizen's center. The ce ter
will contain approximately 19,150 sq. ft. of building area and 3,300 sq. ft. of
recreation offices. The construction contract has been awarded for this projec .
This project expires on June 30, 1991.
Public Works Lighting #3
Budget: $51,000 Available Monies as of 1/1/90: $49,862
This project involves the installation of 17 energy efficient lamps on Third
Avenue between Bonita Avenue and Huntington Drive, Fano Street between
Santa Anita and First Avenue and Alice Street between First and Third
Avenues. The contract has been awarded for this project.

Railroad Overpass Improvement

* This includes an increase in the budget of$12,854 to include the improvements approved b the

Enhancement of the railroad overpass at Huntington Drive and Second Ave ue
involving the painting of the bridge, concrete support wall, sidewalk railing •nd
installation of decorative brick veneer on the concrete abutments.
This project expires on December 31, 1990
Administration
Budget: $15,000 Available Monies as of 1/1/90: $9,474
This money is utilized for the administration of the CDBG funds.
Proposed Projects 1990-91 (16th Year)
The following criteria is required for a project to qualify for Community
Development Block Grant Funds: (1) a project must benefit low and moderate
income families, (2) aid in the prevention or elimination of slum and blight and/or
(3) have a particular urgency because existing conditions pose a serious threat to dhe
health or welfare of the community where other financial resources are not
available to meet such needs.

Recent changes to HUD's regulations require that no less than 60% of a grantee'
aggregate funds ($136,403) should be used to support activities that benefit persons of
low and moderate income.
Based upon this criteria, staff is recommending that the 1990-91 CDBG funds of
$223,611 be allocated for the following projects.
Public Works Lighting Program #4 - $38,000
This project involves the conversion of 63 lights from series to multiple circuit
lights on First Avenue from Huntington Drive north to Colorado Boulevarc
and along Huntington Drive between Santa Anita Avenue and Second Avei�jj ue.
The street lighting conversion from series circuits to multiple circuits cuts the
electrical energy cost by 67%.
This project is located within the City's Redevelopment area (Census Tract
4308.01).
Public Works Lighting Program #5 - $19,000
This project involves the conversion of 32 lights from series to multiple circuit
lights on First Avenue from Huntington Drive south to Diamond Street. Th'-
street lighting conversion from series circuits to multiple circuits cuts the
electrical energy cost by 67%.
This project is located within Census Tract 4308.01 (Block Group 2 and 3) and
qualifies as a project which benefits low and moderate income persons.
Public Works Lighting Program #6 - $15,208
This project includes the installation of 5 energy efficient lamps on Colorado
Place from Huntington Drive (lower Y) to Colorado Boulevard (upper Y).
This project is located within the City's Redevelopment area (Census Tract
4307.21). The City's redevelopment plan states: "The Agency is authorized to
install and construct or to cause to be installed and constructed the public
improvements, public facilities and public utilities...necessary to carry out the
Plan. Such improvements...utilities include, but are not limited to...street
lights...."
Housing Rehabilitation Project - $136,403
The City will offer assistance to low/moderate income homeowners for
necessary home improvements. A maximum grant of $7,500 will be available

per household. Eligible improvements include, but are not limited to: exte or
work to preserve or protect structures, including painting, roofing and sidin ;
repairs, restoration or replacement of important parts of structures such as
heating, plumbing, electrical repairs, etc.; other improvements to correct cod
violations as authorized and interior work to make structures more livable,
including, painting, plastering, new flooring and tile work. It is estimated th t
approximately 16 households will be assisted (this includes the cost of
administering the program).
Administration - $15,000
This money will be utilized for the administration of the CDBG funds.
Attached for the Council's review is the proposed 1990-91 Cost Summary.
This is a public hearing. The Council should open the hearing and receive
testimony from the public as to the types of projects which they feel should be
undertaken by the City.
