WATTS, CITY MANAGER FROM: MICHAEL H. MILLER, CITY ATTORNEY y1 SUBJECT: UPCOMING COUNCIL MEETINGS - BROWN ACT Concerning application of the Brown Act, the following reminder is provided: 1. For the upcoming budget study session of May 29, 1990 an agenda should be provided since this is a regular meeting of the City Council. If general review and discussion of the budget is the purpose of the meeting, a general heading will suffice and should legitimize any action or direction that may occur e.g. direction to delete something from the budget, or direction to prepare a resolution for the next Council meeting approving the budget, etc. 2. The upcoming study session of June 7, 1990 is also a regular meeting under the Brown Act. Accordingly, notice and an agenda should be prepared. Any action taken would have to be reasonably consistent with agenda item descriptions. To the extent the meeting is for purposes of broad policy discussion on a variety of issues, any motions or direction should be kept broad in scope to be consistent with the described agenda item. If it is contemplated that public business or discussions will carry over to the dinner that would also be deemed a meeting and under the Brown Act should be kept "open."
