zoning designation of R -.1 15,000, establishing a public Hearing Closed;
new Second One - Family Zone that requires a mini- Approved
mum lot size of 15,000 square feet.
2. PUBLIC HEARING
Consideration of an appeal of the Planning
Commission's approval of Tentative Parcel Map
90 -014, consolidating 118 lots into 13 lots; 12
lots along Clark Street-and one lot which is a
back lot having no street frontage (City of El
Monte, appellant, Edward Hartman & Associates,
the engineer representing Livingston- Graham,
owner). Continued to 5/7/91

Recommendation from Personnel Board to establish
Assistant Finance Director /Treasurer classifica-

b. Recommendation to approve agreement providing
for assignment of City's Unobligated Federal
Aid Urban (FAU) Funds to Los Angeles County. Approved
C. Report and recommendation to retain a consulting
engineer for the electrification of the Peck

Text Amendment 91 -001, revising the rear setback
requirements for commercial and industrial
buildings in the C -0, C -1, C -2 and C -M Zones. Adopted
b. ORDINANCE NO. 1934 - For Introduction - Approving
Text Amendment 91 -002, adding a sign regulation
in the R -1 zone, addressing the use of banners,
pennants and similar attention attracting dis-
plays and clarifying the location of arrow -type
directional real estate signs. Introduced
C. ORDINANCE NO. 1935 - For Introduction - Approving
Text Amendment 91 -003, amending the "H" High
Rise Overlay Zoning regulations, Division 6,
Titles 1 and 2 by creating Five Height Overlay
Zones and adding regulations to require a
Conditional Use Permit for any building exceed-
ing the height limits of the underlying zone. Introduc
d. RESOLUTION NO. 5578, establishing a revised
Recreation Department Activity Fee Schedule. Adopted

SUBJECT: Resolution No. 5579
On February 19, 1991, the City Council authorized
Arcadia's membership in American Communities for
Cleanup Equity (ACCE), a national coalition of local
governments founded to reform the federal Superfund
statute.
The attached Resolution urges Congress to adopt
legislation that eliminates local government liability
under Superfund for the disposal of ordinary municipal
waste, including both garbage and sewage sludge.
It is recommended that the City Council adopt Resolution
No. 5579 in support of the efforts of ACCE.
