Watts, City Manager Becky Pike, Business License Officer, Filming policy in residential areas. Attached is the list of "Regulations for Filming in the City of Arcadia" promulgated under authority of Arcadia Municipal Code Section 6616. through 6616.10. This list of regulations is given to the filming companies that obtain a permit from the Business License Office. The Business License Office is requesting the City Council to approve an additional item to the list. In addition to item #4 requiring the filming company to notify all neighbors at least one block either side of the effected address there would also be a requirement of obtaining the signatures of all neighbors within 100 feet of the subject property line. Amend Regulation #4 by adding the following: Is 11 In addition to the Arcadia Fire Department requirements there would be an access requirement for Fire and Emergency vehicles. En REGIILATIONS FOR FILMING IN THE CITY OF ARCADIA MOTION PICTURE AND TV MIXING 1. Completed and approved City of Arcadia filming application. Application shall include the following: Number of persons to be on scene of filming, including stars. Equipment and vehicles to be at location. Filming hours and dates. Information as to whether interior and /or exterior filming. Specific location of filming (front, back, etc.). Will generators be used? If so what size. Feeding arrangements. A brief statement of planned filming including type of production, special effects and sets or props to be used. 2. Filming hours are restricted to 7:00 am to 10:00 pm in residential areas. 3. In residential areas actors and crew (other than stars and executive personnel) will be brought to scene by bus. Bus shall not remain at scene. 4. In residential areas written notice of activities must be given to all neighbors at least one block either side of effected area prior to filming date. 5. Business License fees paid to the City of Arcadia prior to filming date. - 6. Certificate of insurance on file with the City Clerk. Filming on City owned property requires approval of the insurance by the City Attorney. 7. Arcadia Police Officer is required for all filminq on public streets and for any traffic control. Two (2) day advance notice when Police officers will be required. Filming on public street which will conflict with the traffic going into or out of the Santa Anita Race Track, on Racing days, will not be permitted. Filminq requiring traffic control outside these areas on days that Santa Anita Race Track in runninq will be approved in advance by the Police Department because of a reduced resource of personnel for staffing. An Arcadia Firefighter is required to be on duty for any filming involving the following: When on location in a public place. Inside all building, exception: Private single family dwellings. When utilizing City property. when requested by property owner. when the use of special effects are deemed hazardous. Any life safety situation judged hazardous by the Fire Department. 9. LOPEZ ' CITY MANAGER DIRECTOR OF PUBLIC WORK SUBJECT: RECOMMENDATION TO ADOPT RESOLUTION APPROVING THE ROADWAY DESIGN CONCEPT FOR THE IMPROVEMENT OF ORANGE GROVE AVENUE AND AUTHORIZING PREPARATION OF ROADWAY IMPROVEMENT PLANS, SPECIFICATIONS AND ENVIRONMENTAL DOCUMENTS Background The centerline of Orange Grove Avenue from Michillinda Boulevard to 300 feet west of Rodeo Road constitutes the mutual boundary of the Cities of Arcadia and Sierra Madre. Since 1983, both Cities have been discussing a joint improvement project for this portion of Orange Grove Avenue because of its deteriorated condition and to increase safety. In 1986, both Cities solicited the participation of Los Angeles County. The County indicated that Orange Grove Avenue should be reconstructed and widened to 40 feet between curbs and suggested that the County conduct a preliminary engineering study to identify the impact of the improvement and to see if it could be lessened somewhat with minor roadway realignments. The County also indicated that consideration would be given to further County participation considering the Cci n.ty's finarictal condition at the time and if a project could be developed that would be acceptable to both Cities. The County's preliminary engineering study was completed in 1988 and indicated that 93 trees (31 in Arcadia; 62 in Sierra Madre) would have to be removed if Orange Grove Avenue were improved to a 40 feet width, curb to curb. Other alternatives were also presented but at least 65 trees (19 in Arcadia; 46 in Sierra Madre) would have to be removed in any case. At their January 10, 1989 meeting, the Sierra Madre City Council held a public meeting on the project with approximately 300 people attending. The main concern was the large number of tree removals and the perception that any widening would lead to increased traffic and vehicle speeds. On March 3, 1989, the City of Sierra Madre requested the Los Angeles County Public Works Department to initiate preparation of plans and specifications for that portion of Orange Grove Avenue from Baldwin Avenue to 300 feet west of Rodeo Road based on a maximum 36 feet curb -to -curb width and requested additional study profiles for that portion from Michillinda Boulevard to Baldwin Avenue. However, in late 1989, the County submitted preliminary plans and profiles for both portions based on a 40 feet curb -to -curb width. LASER IMAGO ED 6 J Findings Since 1989, the staff of both Cities have met with the residents along Orange Grove Avenue to solicit their input and concerns so that, if possible, an acceptable roadway design concept could be attained. The main concerns of the residents appear to be: 1. Any widening of the existing roadway. 2. Any destruction of any substantial tree along the road. 3. Any adverse alteration of the essentially rustic character of the existing road. 4. Any radical grade changes. 5. Any increased speed of traffic on the improved roadway should be prevented by implementation of appropriate traffic control devices. The staff of both Cities developed for their respective City Council's consideration a roadway design concept (as indicated and described on Exhibit "A" of the attached Resolution) which does not require significant widening of the existing roadway, minimizes destruction of substantial trees along the roadway (2 substantial and 5 non - substantial in Arcadia; 2 positive, 5 possible, and 5 to be relocated in Sierra Madre), minimally affects the rustic character of the existing roadway and does not include radical grade changes. The roadway design concept as indicated and described on Exhibit "A" is the same as that which was shown in schematic form to each Arcadia City Council Member. This concept was discussed with residents of the area at an informal community meeting on June 20, 1991. Most of the residents were opposed to the concept because of the aforementioned concerns. On August 6, 1991, a sub - committee from each of the respective City Councils met to discuss the proposed roadway design concept. The members of the subcommittees were Mayor Andrew Buchan and Mayor Pro -Tem Gary Adams from Sierra Madre; and Mayor Pro -Tem Robert Harbicht and Council Member George Fasching from Arcadia. The consensus of the joint sub - committees was to submit for each respective City Council's consideration a resolution approving the proposed roadway design concept as long as it did not include radical grade changes, e.g. completely eliminating the cross - gutters. Therefore, staff is submitting the attached resolution for your City Council's consideration. It is anticipated that on August 27, 1991 the Sierra Madre City Council will consider adoption of a similar resolution. Recommendation It is recommended that the City Council adopt the attached Resolution approving the roadway design concept for the improvement of Orange Grove Avenue and authorizing preparation of roadway plans, specifications, and environmental documents in conformance with the approved design concept. WATTS CIT MANAGER JRL:mlo LASER IMAGED RESOLUTION NO. 5614 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA, APPROVING THE ROADWAY DESIGN CONCEPT FOR THE IMPROVEMENT OF ORANGE GROVE AVENUE AND AUTHORIZING PREPARATION OF ROADWAY IMPROVEMENT PLANS, SPECIFICATIONS AND ENVIRONMENTAL DOCUMENTS 70 AA 6i� Whereas, Orange Grove Avenue is a public roadway, portions of which lie within the jurisdictional limits of the City of Arcadia and the City of Sierra Madre; and Whereas, the City of Arcadia and the City of Sierra Madre propose to reconstruct and improve Orange Grove Avenue from Michillinda Avenue to 330 feet west of Rodeo Road, which work is hereinafter referred to as the Orange Grove Avenue Improvement Project; and Whereas, the Orange Grove Avenue Improvement Project is in the general interest of the City of Arcadia and the City of Sierra Madre; and Whereas, the Orange Grove Avenue Improvement Project is of benefit to the motoring public and necessary to increase safety; and Whereas, feasibility studies and roadway design alternatives have been reviewed by the City of Arcadia and the City of Sierra Madre; and Whereas, said review has resulted in a mutually acceptable roadway design concept, as indicated on Exhibit "A" attached hereto, and Whereas, the mutually acceptable roadway design concept does not require significant widening of the existing roadway, minimizes destruction of substantial trees along the roadway, minimally affects the rustic character of the existing roadway, and does not include radical grade changes, NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA, DOES HEREBY FIND, DETERMINE AND RESOLVE AS FOLLOWS: LASER IMAGED Section 1. That the public safety and convenience require the completion of the Orange Grove Avenue Improvement Project. Section 2. That to encourage timely completion of the Orange Grove Avenue Improvement Project, the aforementioned mutually acceptable roadway design concept is hereby approved. Section 3. That the respective Directors of Public Works of the City of Arcadia and City of Sierra Madre are authorized to prepare roadway improvement plans, specifications, and environmental documents in conformance with the approved design concept.
