SUBJECT: NOTICE OF EQUALIZATION OF ASSESSMENT
130 EAST BONITA STREET
On April 23, 1991, the City contracted with Duke's Landscaping Service to do general
clean up of the property at 130 East Bonita Street including landscape maintenance,
removal of debris and hauling of debris to the dump. This was done in accordance
with Resolution No. 5500 "declaring a public nuisance and ordering the
rehabilitation of real property located at 130 Bonita Street, Arcadia, California,
owned by Michael and Barbra Gidden, at City's expense and placing a lien against
the property pursuant to the provisions of the Arcadia Municipal Code."
On June 17, 1991, a "Notice of Equalization of Assessment for General Property
Clean Up" (copy attached) was mailed (certified and regular mail) to Barbra Gidden
the current owner of 130 East Bonita advising her that a hearing has been scheduled
for tonight's meeting for the purpose of "correcting, modifying or confirming" the
costs of the property clean up in the amount of $350.00 and assessing this costs
against the property.
As per the attached statement, Duke's Landscape Service removed the tall weeds,
mowed the lawns, raked and cleaned up all debris, including the debris remaining
from the garage fire and hauled the debris to the dump.

corrections or modifications are made, the assessment shall be deemed confirmed,
and the Council's decision shall be final and conclusive and the assessment shall
become a lien against the property and shall remain a lien until the assessment is
paid.

NOTICE IS HEREBY GIVEN that the City Council of Arcadia, California, will,
on July 2, 1991, in the Council Chambers of the City Hall beginning at the hours of
7:30 p.m. of said day, hear any protest or objection to the cost of general property
clean up including landscape maintenance, removal of trash and debris and the
hauling of said debris to the dump on property located at 130 East Bonita Street, Lot
29, Block 65, a part of Santa Anita Tract in the City of Arcadia, California, for the
purpose of correcting, modifying or confirming the said costs and assessing the same
against the said property. Failure to make any objection will be deemed to be a
waiver of any objection or protest to any and all procedures concerning the same. A
statement showing all premises affected and charges against the same and/or the
cost and proposed assessment for such action is on file in the office of the City Clerk
at the City Hall and is open to public inspection.

PURPOSE OF DESIGN REVIEW
The Agency's actions do not supersede Building or Zoning
Regulations. Such regulations must be complied with unless
modified in accordance with the procedures set forth in the
Arcadia Municipal Code and need not be considered by the Agency
in this review.
The purpose of the Agency's review is as follows:
1. To give the Agency the opportunity to determine if new
private projects are in conflict with any Agency projects
which are being considered or developed in the same area.
2 . To provide the opportunity to incorporate the private
project with the Agency project and/or to eliminate or to
mitigate any conflicts at the earliest stage of the design
process.
3 . To afford the Agency an opportunity to review the
preliminary architectural plans of private projects to
_ insure that these projects are not so out of character with
the area as to be a hinderance to future development.
ANALYSIS
A. Design Features:
The Applicant proposes to construct a 1,593 square foot
automobile lube and oil change station (Jiffy Lube) (See
Plans, Attachment No. 2) . The proposed Jiffy Lube will also
have a gas pump island. A materials board and colored
rendering are available for review in the Economic
Development Department and will be displayed in the Council
Chambers prior to Agency consideration of this Design
Review.
The lube building and gas island pump structure contain
common design themes and building materials. Both employ
reddish-brown "burnt" brick, tan/beige stucco and dark gray
slate tile in mansard roof configurations. Red cloth
awnings have been placed above the customer entry door on
the south elevation and the windows orithe eastern
elevation.
The development site plan places the Jiffy Lube building
along the western property line on the Huntington Drive half
of the parcel. The street frontage (Huntington and Santa

Anita) is rimmed in landscaping planters except where drive
aprons are necessary. Parking and the trash enclosure are
provided to the rear of the property on the north.
B. Departmental Comments:
Planning -
1. Landscaping plans must be provided for review and
approval by the Applicant prior to obtaining permits. A
minimum of seven 24" box trees shall be planted on the
property.
2. Applicant will be required at a later date to obtain
design review for proposed signage.
3. The exit onto Huntington Drive shall be limited to right
turns only. The pavement shall be marked accordingly and a
"Right Turn Only" sign shall be posted in the planter area.
4. The walls along the west and north property line as well
as the trash enclosure shall be stuccoed the same color as
the proposed building. The metal trash enclosure gate shall
be painted a compatible color.
Note: Additional comments/requirements of a routine nature
were submitted by Planning. A copy of these conditions were
transmitted to the Applicant along with a copy of this
report.
Public Works -
1. The Applicant shall dedicate seven and one-half (7.5)
feet at the east side of the property to provide for fifty-
seven and one-half (57.5) feet of right-of-way from the

centerline of Santa Anita Avenue.
2. The Applicant shall dedicate a 15 foot radius corner
cut-off for street purposes.
3. Plant two (2) parkway trees at locations determined by
the Director of Public Works.
4. Construct a 25 foot radius curb return at the northwest
corner of Huntington Drive and Santa Anita Avenue.
Concurrent with this, provide for the relocation of the
existing traffic signal and extend the colored paving blocks
in Huntington Drive and Santa Anita Avenue.

5. The RTD bus stop shall be relocated in coordination with
the S.C.R.T.D. , subject to approval by the City Engineer.
Note: Additional comments/requirements of a routine nature
were submitted by Public Works. A copy of these conditions
were transmitted to the Applicant.
Economic Development -
1. The conditions and approvals contained in this Design
Review are valid for a period of one year from the time of
Agency adoption pursuant to Resolution No. ARA-126.
